Key Responsibilities

The key responsibilities of the incumbent would involve researching and developing digital frameworks within which archives and live material research can be activated, including metaverse and online interface. RESPONSIBILITIES

• Lead research design, delivery and support
• Assist to guide and mentor junior research associates and research assistants - including reviewing drafts, and keeping open channel of communication for discussions
• Conduct research on a range of dispute resolution topics, including mediation, arbitration, investor-state dispute settlement, and produce quality articles to be published in industry journals, blogs, or academic journals
• Speak at and attend events to profile SIDRA's research and present on topics in dispute resolution
• Key liaison between SIDRA and other dispute resolution institutions, training partners, Government officials, experts, NGOs and other organisations
• Oversee the planning and management for SIDRA's events during the annual Singapore Convention Week, and other SIDRA events on an ad hoc basis
• Assist with editing, formatting, cite-checking and revision of SIDRA research products
• Prepare and manage the Steering Committee meetings, including overall management of research proposals
• Prepare SIDRA's reports to the University, Government officials, and to other stakeholders

Research Work

While a reasonably coherent set of desiderata are emerging around the attributes of AI systems deployed insensitive contexts such as public service delivery or the management of public infrastructure, there isinsufficient certainty about what things like responsibility, explainability, or transparency really mean.Further, it is an open question how they are to be achieved in practice. The research project will thus comprisetwo distinct but essentially connected aspects.

• The initial question is What are the requirements of RAI in the context of public administration? Thisraises a cluster preliminary questions, including: How do we identify the requirements of RAI in any givencontext; Can the requirements of RAI ever by fully determined in any context?; and How do we proceedif the requirements of RAI are fundamentally open-textured and context-specific?
• Once the requirements of RAI have been identified (or, just as likely, assuming they cannot be completelydetermined), the how can these requirements be operationalised? This will entail a number of questionsaround the operationalisation of RAI at three levels:
• Technical arrangements to ensure RAI (eg, data hygiene, model training, finetuning, guardrails, metaprompts,constitutional AI, etc)
• Organisational and operational arrangements to ensure RAI (eg, human in/on/over the loop, managerialcontrol and accountability, behavioural aspects of human-machine interaction, etc)
• External accountability arrangements (eg private law liability, and public law judicial review, etc) to ensurethe requirements of RAI are met ex post when something goes wrong.

The successful candidate, as a Post-Doctoral Research Fellow with a PhD in Law (or a Senior ResearchAssociate with a LL.M. and substantial relevant experience), will be expected to make an independentcontribution to our understanding of these questions, for example developing a framework for addressing themand a defensible heuristic approach to moving on to the operational aspects notwithstanding a degree ofuncertainty. A major component of this will be to consider and elaborate on the role of law and legal thinking inthe design, development, deployment and iterative review and re-design of technical solutions to meetgovernance criteria such as responsibility. Further, the successful candidate will work together with thesoftware engineering colleagues to develop and refine a conceptual framework along the lines of the threelevels set out above. This will include, for example, a taxonomy or map of the various technical arrangementspossible in the current and expected state of the artand, just as importantly, how they relate to the other two(non-technical) levels.

· Good progress in actuarial qualifications with either US, UK, or Australia Actuarial Institute or newly qualified actuary, with at least 4 to 6 years of work experience in actuarial function, with exposure to financial reporting

You may be asked to participate in the development of use cases and delivery of proof-of-concept prototypesfor government and industry partners in the areas of computable contracts and "rules as code". Experience inrequirements analysis and agile, iterative methodologies will be useful at this stage.The work of the team will be largely determined by these use cases and customers. We will work with multipleuse cases so that we can abstract across them and develop generalized, reusable infrastructure. We will workwith specific customers so we can build useful applications on top of that infrastructure.You will contribute to the design and development of open-source software written to serve those use cases.You will work as part of a team of research engineers, developers, and domain expertise and you will beexpected to actively participate in team meetings and text-based communications. You will be expected to beactive members of the applied research community, by validating and contributing to advances incomputational law.

• building infrastructure to enable application development

• engaging in product, project, and program management as needed
• reading books and consuming such other media forms about software development;
• writing documentation such as user/developer-facing manuals, tutorials;
• delivering community support to users and customers;
• preparing presentations to represent the project before external audiences; and

The Senior Research Officer works to the High Commission’s political and economic section. The position will play a key role in monitoring and analysing Singapore’s domestic political and/or economic developments, including issues in the Comprehensive Strategic Partnership. Working under limited supervision, the Senior Policy and Research Officer will undertake significant research projects and be expected to engage with a wide range of sources. The position is also expected to provide timely and accurate analysis of domestic and regional issues. Research may be presented as written analytical pieces, primary source identification and complex oral briefings to senior staff. As well responding to tasking by the Political and Economic Section, the Senior Policy and Research Officer will be expected to proactively identify issues of interest and concern to better inform the section’s understanding of Singapore and reporting to Canberra.
