What the role is

The Pollution Control 1 Division (PCD1) is responsible for the control of air and water pollution, hazardous substances and toxic industrial waste. The Chemical Control and Management Department (CCMD) of PCD1 oversees the management of hazardous substances and toxic industrial wastes to safeguard Singapore’s environment and public health. You will be part of the team in CCMD for managing and reviewing regulatory controls on hazardous substances.

What you will be working on

Your primary job responsibilities will include the following:

• Develop, review and enhance policies and regulatory frameworks to ensure environmentally sound management of chemicals that are controlled as hazardous substances under the Environmental Protection Management Act and its relevant regulations
• Keep abreast of and monitor the latest developments in the area of chemical control such as emerging chemicals of concern
• Monitor latest developments of various Multilateral Environmental Agreements (MEAs) that Singapore is a Party to, and ensure Singapore’s compliance with the obligations under the MEAs
• Participate in relevant regional meetings, workshops and bilateral fora of key environmental interests to Singapore and network with overseas environmental authorities (e.g. on overseas policies and regulations on chemical management and environmental pollution control)
• Engage and consult relevant stakeholders (e.g. chemical companies, industry associations, government agencies, members of the public) in the development and review of environmental policies and regulations, and working in collaboration with the relevant NEA departments, divisions and the Ministry of Sustainability and the Environment (MSE).
• Assess licence applications and carry out inspections on facilities handling hazardous substances or vehicles transporting hazardous substances, to ensure compliance with relevant legislation and requirements
• Represent NEA/PCD1 in inter-agency and cross-departmental committees and working groups to provide relevant technical inputs on chemical and environmental pollution control
• Contribute to and support other work in PCD1 and NEA (e.g. management of workplace safety, rotational duty for response to pollution incidents after office hours, representation on various teams/committees, etc.)

Key Responsibilities:

• Accounting Expertise: Apply in-depth knowledge of accounting principles to manage full sets of accounts, ensuring accuracy and compliance with relevant standards
• Reporting: Prepare and submit regular and ad-hoc reports for Management, Head Office, Auditors, and relevant authorities in a timely and organized manner
• Operational Support: Assist the Head of Operations in the daily operations of the Accounts Department, covering financial and management accounting, statutory reporting functions, and tax-related matters
• Compliance Assurance: Ensure accurate, timely, and orderly completion and submission of all accounting reports and returns, including MAS returns, MAS Surveys, and financial reports
• Financial Statements and Tax Compliance: Handle the preparation and reporting of financial statements, corporate tax, and GST filing, ensuring compliance with all relevant tax regulations
• Tax Liaison: Engage with IRAS regarding GST, Income Tax, and any other tax issues, and liaise with ACRA for the submission of reports and related matters
• Audit Management: Assist the Head of Operations in managing both internal and external audits
• External Consultants: Support the management of external consultants, ensuring the bank's compliance with the submission of statutory reports and returns
• Meeting Preparation: Prepare relevant materials and reports for meetings attended by the Head of Accounts
• Cross-Departmental Collaboration: Liaise with all relevant departments, including Front Office, Middle Office, Back Office, Compliance, Legal, Risk Management, HR, IT, etc
• Project Management: Manage assigned projects efficiently and effectively

Job Requirements:

• Education: Accredited degree
• Previous experience in regulatory reporting within a bank in Singapore, with a strong understanding of MAS 610 and MAS 649
• A minimum of 3 years of relevant work experience in a bank in Singapore.
• Good knowledge of banking products
• Proficiency in Microsoft Excel and Accounting System
• Excellent communication and interpersonal skills
• Ability to articulate issues effectively to managers
• Cheerful disposition and a positive attitude

Description:

• To perform appointed Senior Fire Safety Manager (FSM) duties for Army Camps as per SCDF regulation but not limited to as below;
• To prepare and execute the Emergency Response Plan (ERP) for the premises and distribute the ERP to the occupants of the premises;
• To conduct daily checks and inspections within the premises and remove or cause to be removed any fire hazards that is found within the premises, and prepare monthly FSM inspection report;
• To supervise the maintenance of fire safety works in the premises and follow up on the repair or replacement as and when necessary;
• To ensure at all times the fire safety requirements contained in the ERP are complied with;
• To conduct in-house fire drills for the occupants of the premises at lease 1 or twice in every calendar year or on such occasion as may be directed by the commissioner or SCDF;
• To conduct at lease 2 table-top exercise within the premises each year and to evaluate the ERP for those premises. To record minutes of meetings and provide feedbacks for improvement;
• To furnish incident reports in the event of fire and other related emergencies, including fire drills and table-top exercise;
• To train, coordinate and supervise the Company Emergency Response Team for the premises in first-aid, fire-fighting and evacuation in the event of fire or other related emergencies;
• To train the occupants in the premises in first aid, fire-fighting and evacuation in the event of fire or other related emergencies;
• To advise and recommend a list of fire-fighting equipment for the Company Emergency Response Team;
• To supervise those premises with Fire Command Centre on the operation in the event of fire and other related emergencies;
• To prepare and implement Arson Prevention Plan for the premises;
• To prepare fire safety guidebook for the occupants of the premises;
• To carry out fire risk assessment of the premises and recommend areas of improvement;
• To endorse annual Fire Certificate Renewal with PE Endorsement;
• To report to the Facilities Operation Manager of the Premises, and perform any other tasks as and when assigned to;

Requirements

• 1 - 3 Years experience as Appointed FSM at SCDF

• Establish and implement a comprehensive Site Safety Management System aimed at managing risks and minimizing accidents.
• Execute workplace safety, health, and environmental programs and initiatives.
• Conduct training programs on workplace safety and health, along with inspections to ensure adherence to policies and standards by all onsite staff and/or subcontractors.
• Ensure rigorous compliance with procedures outlined in statutory workplace, safety, health, and environmental requirements at sites and required premises.
• Prepare and submit safety reports for audit and company’s safety certifications.
