RESPONSIBILITIES

MAIN PURPOSE / OBJECTIVES:

• The Assistant Director, Community and Youth Mental Health (CYMH) Services is responsible for overseeing and managing the delivery of community services and youth mental health programmes. He/she will provide professional and operational oversight for clinical and social work components in CYMH.

• This position will supervise the Manager, Youth Development Centre (YDC) to ensure smooth planning and implementation of programmes for youths at the drop in centre, child access services and youth mental health programmes. This will include guiding staff and executing the pivoting of YDC from its current focus to professionally grounded youth mental health and developing the activities and programmes needed from scratch.

• This position will also provide professional supervision to develop and implement youth mental health programmes that are able to reach a broad spectrum of youths to build resilience as well as supervise the team to provide case management and basic level counselling/triage for low to moderate level of youth mental health concerns. This will include ensuring that funders' KPIs and obligations are met.

• This position will also supervise the Manager, Kids in Play (KIP) to ensure strategic planning, and provide strong professional oversight to enable KIP to continue to be well established as a clinically sound service provider and continue to grow KIP's social work and clinical practice in the corrections landscape. This position will also front engagements with government agencies such as Prisons and NCSS, using his/her professional standing and capability to build a strong reputation for KIP and enable collaboration with key stakeholders to ensure continual financial support for all KIP programmes. He/she will also work with relevant agencies such as NCSS on assessment/evaluation tools and how they are to be implemented appropriately to ensure KIP is fairly assessed.

Key Responsibilities:

• Ensure works are being executed as per approved method statements and safe work procedures.
• Assist Project Safety Dept. in the regular site safety walks, daily toolbox talks etc.
• Ensure installation works meet IFE’s quality standards & materials delivered to site meets the project specs.
• Monitor the site progress for all construction works, to provide the PM with daily & weekly reports.

• Verify contractor progress claims by ensuring claimed volume of work & installed works are aligned.

RESPONSIBILITIES

Reporting to Director, Mental Health & Counselling Services (MHCS), the role will :

a. Strategy:

• Support the Senior Management Team in formulating short, medium and long-term strategies, action plans and targets in line with the mandate of MHCS.
• Operationalise our strategy mission and strategy through the provision of MHCS and ensuring these services operate on sound sector and professional principles.
• Analyse financial viability and cost structure of respective service teams. Put in place appropriate measures to monitor costs in relation to operations and provision of services.
• Monitor changes in policies and the evolving environment so as to take appropriate measures to strengthen our relevance and presence in the sector.
• Acquire understanding on the spectrum of clients Care Corner serves (i.e. Children & Youth, Families and Seniors), in order to build mental health and counselling capabilities and competencies related to these specific client groups.

b. Business Development:

• Review potential business models for all service teams including hotline/helpline and secure business partnerships and funding its growth.
• Strengthen the partnerships and business models in the MOH related sectors, in addition to existing funding models.
• Review the service model and map and lead in service a re-design, ensuring relevancy and currency of the services primed for the next five years.

c. Direct Management:

• Plan organisational activities and directs them to achieve targets and standards for operational performance, quality and governance adherence.
• Plan, oversee and manage the implementation of the mental health and counselling services alongside fellow leaders.
• Ensure the accurate and timely submission of reports required by our stakeholders, including government agencies and funders.
• Prepare and monitor the financial budget for the operations of the respective programmes and services.
• Prepare for management meetings such as the Service Review meetings and the Programme and Services Sub-Committee meetings.

d. People Management:

• Responsible for the recruitment, selection, performance reviews, appraisal and development of the staff team.
• Provide coaching and mentoring for Managers/Programme Leads and selected senior staff in the area of personal effectiveness, leadership and business cum operational management.
• Provide various feedback communication systems between management and staff so as to inculcate coherence and team spirit.

e. External and Public Relations:

• Engage and enhance relations with funders and stakeholders (e.g. NCSS, MSF, MOH and its related institutions eg AIC, IMH, restructured hospitals, foundations etc).
• Network and collaborate with Social Service Agencies (SSAs), General Practitioners (GPs) and community partners, etc in the region to enhance service provision for agency clients, secure resources to ensure effective delivery of programmes/services and contribute towards service development and sector presence.
• Serve as a representative of Care Corner to our stakeholders and partners, and where appropriate, participate in internal or external working groups, task forces, panels and committees.

Requirements:

• Masters in Social Work/Counselling/Business Administration & related discipline.
• 6-8 years' experience preferably in social service sector
• At least 3 years' experience in a Managerial capacity in a social service unit/centre with staff strength of at least 30.
• Demonstrated service leadership and effective strategic thinking and decision-making capabilities in current or previous roles.
• Able to influence and develop rapport with ease across a broad range of stakeholders (public, private and third sector) and communicate with clarity, conviction and confidence.
• Able to engage stakeholders with corporate and community partners, fostering trust and alignment.
• Create a learning environment that ensures people development and career growth.
• Preferably with experience in driving technology projects (enhancing service delivery and productivity) and successfully led application for new funding of at least $0.5milllion.

What You Will Do

• Leads and executes APAC region Skin Health & Beauty (SH&B) pipeline aligned to the regional and global segment strategies for superior consumer experience through packaging and engages the cross-functional team to follow through.
• Develops strategic direction and packaging formats together with SH&B brand leads and formulation teams shaping the packaging design and functionality that delivers elevated aesthetics, quality and performance. Links technical knowledge to business strategy.
• Leads a diverse team of Packaging developers and engineers based in various regional hubs. Develops goals and success criteria for the team.
• Partners closely with Global Packaging teams of innovation, sustainability, experience, value realization and supplier excellence to support platform development and supplier selection.
• Partners closely with Global Packaging sustainability teams in embedding packaging sustainability playbook and guidelines into development of packaging specifications that delivers Kenvue’s sustainability commitments.
• Provides direction, management, and technical expertise in technology screening, product/process development, and implementation of a range of projects covering new package development, materials selection, manufacturing process/site changes, and continuous improvement opportunities.

Key Responsibilities

• Partner with the X-functional team to lead new package development based on consumer insight, delivering the targeted consumer benefit and key claims, while meeting cost targets.
• Has expertise in integrating materials & process knowledge when leveraging digital tools such as CAD, modelling & simulation to streamline package development and guide the team to deliver right-first-time initiatives.
• Pilot & deploy process optimization opportunities for packaging development. Collaborates with supply chain, marketing, and formulation to identify opportunities and drive projects forward.
• Manages the identification of new materials and structures, and plans studies with the appropriate cross-functional team to validate consumer experience impacts of the new changes.
• Manages development process robustness for new products from research and development to manufacturing and their translation into specifications.
