We are seeking an individual with tenured commissioning experience in complex technology facilities for the position of Commissioning Manager (CX Mgr.) at Fortis Construction Pte. Ltd. Singapore (Fortis). The CX Mgr. is responsible for implementation, monitoring, deployment and conformance to Fortis’ commissioning program guidelines and supporting processes/procedures throughout the organization. The candidate will work directly with Fortis senior management, our trade partners, equipment vendors, owner, and third party CX consultants.

Reporting to senior management on a specific site, the CX Mgr. will be accountable for implementing and successful execution of Fortis’ corporate commissioning program. The CX Mgr. is the direct supervisor for all commissioning activities on a large seven-year project.

It is expected the CX Mgr. will be a very detailed individual with extensive experience commissioning large complex projects such as industrial plants, data centers and pharmaceutical plants. The successful CX Mgr. must have excellent Emotional Quotient (EQ) skills and be able to relate to and communicate with construction workers, Fortis’ client, the Fortis management team and subcontractors of all tiers.

Responsibilities Specific to the Role:

• Integrate and work as part of a true “One Team” approach on the project by working closely with Fortis co-workers, subcontractors, owner, and 3rd Party QC and Cx teams.
• Manage Fortis commissioning resources, including direct oversight of Fortis Commissioning team (consisting of 6-10 engineers). Takes ownership of all activities pertaining to commissioning which will involve partial oversight of project engineers and site supervisors as it pertains to commissioning scope.
• Review all project documents including design drawings, equipment submittal, specifications, and Quality Control plan and understand project requirements pertaining to start-up and commissioning.
• Attend Fortis training on the BIM 360 Field software for tracking of all QA/QC documentation and deficiency log for the project and be proficient with the software and its capabilities
• Review Project “Equipment Tracking Log” which serves as the Inspection and Test Plan for all major MEP equipment. Oversee and ensure the required inspections and tests are carried out in accordance with the approved plan.
• Assist in the development of detailed L3 (Start-Up) micro schedule that includes all inspections, energization, start-up, and testing required to reach “L4 Readiness”.
• Review and verification that subcontractor QA/QC documentation is completed in accordance with project requirements and QA/QC plan. Ensure all previous documentation is completed on predecessor task prior to proceeding to next phase (i.e. verify all L2 documentation is complete prior to starting L3).
• Perform in-depth review of subcontractor QC forms to verify accuracy and completeness of forms.
• Identify any deficiencies and follow-up with subcontractors for resolution.
• Conduct detailed review of owner’s Cx Agent L4 schedule and ensure subcontractor and vendor resources are scheduled to support testing.
• Review Cx Agent’s load bank plan and ensure electrical contractor has proper staff and equipment to meet testing requirements.
• Work closely with OFCI vendors for scheduling of on-site support during construction and commissioning to resolve any issues they are responsible for.
• Review and approval of critical start-up procedures such as energization and testing/flushing plans.
• Participate in “Energy Marshall” program which governs how LOTO, equipment energizations, and operation of mechanical systems will be managed. Ensure electrical and mechanical trade partners follow the proper procedures and maintain safety requirement during inspection, energization, start-up, and equipment testing.
• Work closely with vendors, including attendance of factory witness tests, scheduling vendor technicians for startup, commissioning, and other project requirements.
• Prepare commissioning budgets including but not limited to; develop load bank plan, review labor resources both internally as well as subcontractors, review subcontractor commissioning procedures and budgets, etc., compiling all into an overall commissioning budget.
• Participate is commissioning script writing & review process.

DUTIES AND RESPONSIBILITIES:

• Design plans using computer-aided design and drafting (CADD) software and work with database tools, such as BIM (building information modelling).
• Work from rough sketches and specifications created by engineers
• Help design with engineering techniques
• Help the engineers they work for by spotting problems with plans and designs
• Work under the supervision of engineers
• Add details to architectural plans from their knowledge of building techniques
• Prepare multiple versions of designs for review by engineers
• Specify dimensions, materials and propose new layout to suit site condition
• Able to work or go to site taking measurement & site checking during construction until final As Built drawing handover complete
• Drawing control and filing
• Must pay close attention to details so that the plans they are helping to build are technically accurate to the outlined specifications.
• Work closely with engineers and other designers or contractor to make sure that the final plans are accurate. This requires the ability to take advice and constructive criticism.
• Work under strict deadlines and efficiently in order to produce the required output according to set schedules.
• Ad hoc duties assigned by Supervisor/HOD

Skills/Requirements

• Excellent knowledge of design and visualisations software such as AutoCAD/BIM
• Advanced MS Office skills
• Familiarity with rules, regulations, best practices, and performance standards
• Ability to work with multiple discipline projects
• Decision making ability and leadership skills.
