Primary Responsibilities:

The Scope

The Head of Quality will report to CEO. The Head of Quality will be responsible for establishing, implementing and continuous improving all QA and QC systems and functions for Esco Aster Operations. This position will hold the site and team responsible for meeting commitments and enhancing customer experience. Esco Aster requires the successful candidate to lead the quality department and acts as a member of the Site Leadership team to provide the overall direction and guidance to the Quality organization. Job Responsibilities

• Provide Quality oversight and governance via an effective Quality Management System (QMS) to ensure proactive compliance in Esco Aster and Health Authority GxP requirements, and to meet business expectations.
• Ensure that regulatory controls are in place in relevant process steps as well as adherence to GxP, legal and company internal regulations for manufacturing, control and distribution operations and to EHS guidelines and requirements.
• Maintain up-to-date knowledge of FDA, EU, ICH & country specific regulations, other relevant guidance governing GxP activities and applicable ISO standards such as ISO13408 across the organisation.
• Facilitate the technology transfer of cell and gene therapy processes from research or process development to manufacturing.

Requirements

• Degree in Biotechnology/ Chemical Engineering/ Bioengineering/ Life Sciences or related studies. Advanced degree would be preferred.
• Minimum of 10 years in a cGMP biopharmaceutical or cell and gene therapy manufacturing in the Pharmaceutical Industry across Quality Commercial /Quality /Operations /Manufacturing / Development with expert understanding of GxP regulations from major Health Authorities and at least 5 years in a people management role.
• Extensive knowledge of cGMP and pharmaceutical manufacturing, Quality Control and Quality Assurance. Knowledge of regulatory requirement including Singapore HSA EMA and US FDA.
• Experienced in Regulatory submissions and registration, Product Lifecycle and product portfolio management.

• Act as the Lead Auditor in the Icon radiotherapy auditing program including reporting and managing resourcing requirements
• Participate in team meetings and comply with all internal and external standards, continued professional development and on-the-job training requirements to ensure knowledge, skills, and abilities are adequate to fulfil position requirements and professional standards of your role.
• Ensure all processes are carried out in accordance with Icon policy and procedures
• Monitor site performance against agreed metrics and provide regular reports of performance

Requirements:

Mandatory: Relevant Radiation Therapy degree (bachelor or masters)

Desired: Undergraduate or post-graduate qualification in business, management, or project management

• Manages the PCN HQ staff (i.e. Primary Care Coordinator; Nurse Counsellors/Educators).
• Assists in the monitoring and evaluation of the project to assess the accuracy and effectiveness of the project as per the targets set for it.
• Assists in the preparation of management reports including the targets achieved and presentation of the project for internal stakeholders.
• Participates in various initiatives to improve the effectiveness andpromotes the growth of the primary care network Healthier SG Initiatives
• Facilitates the administration of claims reimbursements and ensures claimable amounts are in accordance to the LOA.
• Monitors the utilisation of programme funding.
• Provides operational oversight and drive implementation of operational plans.
• Works closely with Clusters on the Shared Care program and Healthier SG .

Job Description

• Review facility documentations including facility agreement, collateral and other documents to ensure completion of documentation, perfection of collateral documents, satisfaction of conditions precedent, conditions subsequent and other approval requirements;
• Ensure transactions are implemented and complied with the Bank’s policies, local and foreign applicable regulations and guidelines;
• Liaise with internal and external parties in order to resolve documentation issues;
• Follow-up on pending documents;
• Conduct post-mortem review on approved credit documentation transactions;
• Assist in formulating and / or revising policies and procedures relating to credit documentation review;
• Prepare regulatory and management reports;
• Perform any other relevant duties to achieve team’s targets.
• Perform Non Performance Loan management /collection work.
• Other tasks assigned by the management.

Job Requirements

• Bachelor Degree or above(Finance, Economics accounting or related majors) with more than 2 year of relevant work experience.
• Strong financial, analytical and credit management skill
• If the applicant has Non Performance Loan management /collection work experience or Collateral Management work experience is preferred.
• Experience in credit risk management ,Review facility documentations and/ or Collateral Management will be an advantage.
• Effectively bilingual in English and Chinese is required as incumbent is required to liase with Chinese counterparts from Head Office.
