Our major Oil and Gas Downstream Client is looking for Project Accountant who will report to the Project Manager and provide overall financial controls of multi projects, in line with the Client's and Controls Integrity Management Systems (CIMS).

• Project finance management: project cost estimates, invoice processing, monthly bookkeeping (accrual and reclassification), monthly financial stewardship reporting and project financial closeout (write-off and write-on of assets)
• Review fee proposal and ensure it is according to the vendor's service agreement (if applicable), seek client's DOAG approval, submit to procurement for PO creation meeting minutes documentation
• Support in developing Project Execution Plan, WBS, RACI, Tender Event Schedule (TES),RFI, Procurement Evaluation Plan, Project Financial Control Plan, and Project Financial Closeout Plan
• Quarterly and year-end management reporting
• Design, implement and administer sound financial control systems and procedures by utilizing the Financial Controls Plan to ensure data integrity, safeguard assets, properly authorize transactions, and optimize project resources
• Ensure that consistent and sound procedures exist for timely and quality financial reporting which contributes to effective policy and decision making
• Ensure that procedures and practices for accounting records and reporting comply with the Client'sand local accounting practices and law, and meet the Project requirements by being timely, accurate, and complete
• Handle financial and accounting issues in the project
• Lead the cost estimation process formultiple projects and work closely with E&PS Quantity Surveyor,etc.
• Implement the Controls Integrity Management System (CIMS) for the project - using the Risk Assessment Tool, Control Catalogs, Gap Analyses, and Change Management Tools
• Identify financial control weaknesses and issues by using CIMS tools and techniques, and propose and implement appropriate corrective actions
• Ensure that contractors' control systems are appropriately reviewed
• Cooperation with control groups and/or with Internal Audit
• Offer guidance and assistance with respect to the Client's Delegation of Authority Guideline (DOAG)
• Serve as the access point to ensure efficient and effective interface processes with E&PS BAR Manager, Controllers, Audit, Treasurers, Tax, Procurement, the Client's Risk Management, and other departments for Controllers/ financial issues
• Ensure that the detailed budget format and the commitment and expenditure records are compatible with the project execution plan
• Lead the Planning and Budgeting Process including cost estimation and submit to E&PS Evergreen system
• Ensure appropriate coordination and follow up for internal and external audits including special audits
• Promote sound contractors' control policies and practices, including review and assessment of contractors' control systems in cooperation with control groups in the Project.
• Interface with contractors concerning accounting and invoicing issues
• Examine invoices in accordance with procedures to ensure compliance with contract terms
• Ensure invoice review in accordance with applicable procedures
• Provide assistance and independent analysis for claims settlements and incentive (penalty or bonus) payments (if any)
• Consistent with Procurement's Contract Development/Implementation process, participate in contract reviews and as a member of the tender evaluation team

• Have minimum Bachelor’s Degree in Real Estate / Finance / Accountancy or equivalent from a recognized University

The Application Development Manager is responsible for leading a team of system analyst and developers, managing the system development, implementation and support of Cards related applications on the mainframe platform with overall accountability

• Responsible for end-to-end software development and support. This includes pre-project initiation, impact analysis, functional specifications to development, implementation, testing and support.

• Responsible for the understanding and contributing to the technical solution from design through to code level.

• Partner with business stakeholders to understand business requirements and provide consultation on solution and technology.

• Manage or lead a team of System Analyst and developers to implement solution that meet business requirements and are in alignment with organization's business objectives.

• Manage the application setup and deployment components

• Manage development issues and escalations

• Work with vendor to ensure product deliveries are timely and good quality.

• Manage budget coming from different projects.

• Hands on manager to guide team on functional and technical issues

• Ensure project documentation is done up in accordance to bank standards• Writing scalable, robust, testable, efficient and easily maintainable code

• Translating software requirements into stable, working, high performance software with NodeJS, Angular, MariaDB (MySQL)

• Ensure that software packages and programs are well documented and has reasonable test coverage

• Collaborate closely with other internal technical teams in investigating, testing and deployments

• Responsible for handling Release Management, raising Change Request and scheduling for the implementation of fixes and enhancements.

• Root cause analysis, management communication and client relationship management in partnership with Infrastructure Service Support team members.

• Ensures all production changes are made in accordance with life-cycle methodology and risk guidelines

• Application Support, Deployment of Release, patches & fixes on Platform

• Analyze application performance, perform tuning and ensure high availability & stability of platform.

Technical Skills & Experience

• At least 12 years of experience in application development and maintenance with full software development life cycle experience

• Hands-on experience on cards application domain on a mainframe platform.

• Significant domain knowledge in Cards and Payments.

• Strong delivery and project management experience in implementing large scale, highly available applications for the financial services/banking sector

• Good interpersonal and communication skills

• Proven results-oriented person with a focus on delivery

• Highly effective communicating with technical stakeholders, proficient communicating with non-technical stakeholders

• Good problem solving, analytical, synthesis, system thinking and solutioning skills

• Conducting physical examinations
• Discussing symptoms with patients
• Prescribing medications
• Providing emergency care
• Diagnosing diseases, illnesses and injuries
• Recommending courses of treatment
• Conducting routine appointments for chronic conditions

• Medical Degree (MBBS or equivalent) from a recognized institution.
• Valid Singapore Medical Council (SMC) registration and current medical license.
• Strong interpersonal and communication skills
• Computer Literacy

Role: Process Engineer

Duration: 1 Year Contract

Working Hours: Monday – Friday; 8.30am – 5.30pm

Salary: Up to $4k + 1 month completion bonus

Responsibilites:

• Provide support to customers’ engineers on the development of Dry Etch process
• Develop new or modified process formulations, defines processing or handling equipment requirements and specifications, and reviews processing techniques and methods applied in the manufacture, fabrication, and evaluation of products
• Coordinate design requirement review with appropriate engineering/scientific personnel to ensure compatibility of processing methods
• Compile and evaluate test data to determine appropriate limits and variables for process or material specifications
• Develop and plan projects involving definition and selection of new concepts, equipment automation technology, and approaches in the processing or development of new or improved processes
• Work closely with cross-functional engineering teams to troubleshoot processes and integration problems

Requirements:

• Diploma/Degree in Chemical/Materials Science Engineering or its equivalent
• At least 2 years of relevant experience in the development of Dry Etch process
• Experience in Project Management will be an added advantage
• Strong communication and good interpersonal skills
• A meticulous, organized and resourceful team player
• A highly motivated individual who works independently with little supervision
• Work in cleanroom environment
