1. Job Summary

As the Finance and Admin Executive at New Hope Community Services, you will play a vital role in driving our mission to bring change into the lives of the displaced and disadvantaged in our community. This position is essential in ensuring the effective allocation and utilisation of financial resources for our programmes, thereby maximising our impact on the lives of our residents / clients. You will be responsible for overseeing the financial planning, budget management, and financial reporting for programme-specific initiatives, ensuring alignment with organisational goals and objectives. The Finance and Admin Executive works collaboratively with our dedicated cross-functional teams, community partners, and stakeholders, to be a Beacon of New Hope to the displaced and disadvantaged in our community.

2. Key Responsibilities

Finance and Administrative

• Ensure collection of programme / shelter fees by the first week of the month.
• Support the collection of statistics for monitoring and evaluation of activities and programmes of the programme.
• Support the implementation of information / data management system for effective collection and maintenance of client and operational data.
• Verify statistical collation and review information management system.
• Process payment to Housing and Development Board (HDB) and vendors.
• Preparation of monthly financial report to Management and HDB in an accurate manner.
• Banking and petty cash float duties.
• Perform reconciliation of receipts and payments relating to the programme.
• Provide administrative and operational support in overall programme operations. Ensure smooth running of operations and oversee daily operational issues and statistical collection.
• Support in the Front Desk duties.

Stakeholder Management

• Support in community and corporate engagement activities / events for community organisations.

Others

• Any other related duties in New Hope CS as assigned by the Reporting Officer.

SG Cares is a national movement to build a caring and inclusive home for all, where Singaporeans can show care and consideration to others. In 2018, pilot studies on how to grow more volunteers and better channel their efforts to areas where they can have greater impact in the neighbourhood were established in two towns.

The pilots showed that a dedicated effort at the local-level to grow the volunteer pool, build their capabilities, and coordinate the demand and supply of volunteers, was important to make a sustained impact. Hence, MCCY will be partnering community groups to establish Volunteer Centres (VC) for volunteer matching, deployment and training in the towns.

The VC will help:

a. build volunteer management capabilities;

b. broker sustained partnerships between volunteering groups; and

c. work with service providers to meet their needs for volunteers

2. Key Responsibilities

Volunteer Management

• Provide support in the overall aspect of the volunteer management programme (Recruitment, Training and Retention) for the town of Kreta Ayer / Bukit Merah
• Network and form partnerships with corporates, schools, religious organizations, and other ground-up volunteer groups
• Coordinate meetings with multiple stakeholders and follow up on volunteering initiatives and projects
• Support the development of framework and training curriculum for volunteers
• Organise and provide support in events including formal or informal recognition, reward programmes, and appreciation events for volunteers
• Document and monitor outcomes
• Maintain and update Volunteer Programme materials (such as applications, policies and procedures, volunteer handbook, etc)
• Support all secretariat work and reports of the volunteer programmes to management, internal and external stakeholders

This position is responsible for overseeing the operational functions of our shelter and ensuring that the safety and well-being of the residents are taken care of. You’ll help to improve decision-making processes and implement strategies to enhance operational excellence within the shelter. Key Responsibilities:

Client Supervision

• Provide administrative and operational support in overall shelter operations. Ensure smooth running of shelter operations and oversee daily shelter operational issues and statistical collection.
• Handle day-to-day general queries from shelter residents. Manage general disputes that may occur between co-living shelter residents.
• Issue warning letters to residents for non-compliance with shelter regulations.
• Make recommendations for the discharge of residents to the Discharge Committee.

Stakeholder / Vendor Management

• Liaise with external parties for maintenance of shelter premises (e.g., HDB, Town council, grass cutting, pest control, cleaning services, movers, CCTV, IT services, etc.).
• Assist in the admission and orientation of new shelter residents.

Conflict Management

• Manage moderate to significant disputes that may occur between co-living shelter residents.
• Develop, implement, and improve processes and effectiveness of incident management within the shelter environment, including ensuring adequate training of staff to handle incidents that may occur.

Workplace Safety and Health

• Support the maintenance of the security, health, and safety of the shelter environment and liaise with external parties during emergencies (e.g., CNB, Police, Ambulance, etc.).
• To take immediate measures upon discovery of any illegal activities in the shelter (e.g., Notifying the police).
• Respond to incidents within shelter units, such as de-escalating crisis situations, and notify the Management / Funder agency (MSF / SCORE) for the next action step within 24 hours.
• Enforce shelter rules and conduct shelter inspections to ensure compliance with shelter rules, especially in regard to drugs.

Administration

• Ensure collection of shelter fees by the first week of the month.
• Support the maintenance and update of the Operations SOP manual (including urine tests, etc.).
• Maintain records of the distribution of rations / assistance to shelter residents, including the inventory of in-kind donations.
• Implement an information / data management system to effectively collect and maintain client and operational data.
• Collect statistics for monitoring and evaluation of activities and programmes of the shelter.

Others

• Any other related duties in New Hope CS as assigned by Reporting Officer.

Accountability

• Reports to the Senior Client Engagement Executive / Team Lead.
