The role will report to the Team Lead to develop and implement partnership strategies to promote SkillsFuture/Lifeong Learning Institute (LLI) messages and initiatives; with the aim of driving individuals to take learning actions and enterprises to upskill their workforce. You will also be responsible for establishing strategic partnerships to create a vibrant campus and learning community.

The primary responsibilities include the following:

· Conceptualise and drive strategies to develop new partnerships and leverage existing partnership network to promote SkillsFuture/LLI messages and initiatives to targeted segments and general populace. This includes planning, conceptualising and managing initiatives, programmes and content.

· Collaborate with partners to conceptualise and drive learning events and activities to targeted segments and general populace; with aim of promoting SkillsFuture/LLI messages and initiatives; and to drive the take-up rate of SkillsFuture/LLI programmes and initiatives

· Collaborate with other LLI teams and SSG stakeholders to capitalize and synergise on their efforts towards promoting SkillsFuture movement.

· Support the Outreach and Events team in the development of effective marketing and outreach strategies to support the efforts of partner engagements and events.

· Any other responsibilities deemed important to support the overall efforts to promote SkillsFuture/LLI programmes and lifelong learning.

Requirements

· Tertiary qualifications

· Preferably with at least 7 years of relevant work experience in the public sector or similar with some experience in areas such as partnership engagement, business development, planning and project management.

· Strong business writing, public speaking and presentation skills

· Able to adapt well to thrive in a fast-paced, fast-changing environment

· Possess analytical and strategic thinking skills to devise practical solutions to tackle work issues

· Possess project and resource management skills to handle concurrent work assignments, and deliver high quality-work within tight deadlines

1. Maintain the Company’s IMS, ISPS, MLC and ISO manuals, and records by

• Updating and filing manuals, procedures, and documents as per schedule.
• Keeping an external and internal audit schedule.
• Making quarterly updates on SOPEP/SMPEP emergency contact list for the ship and office.
• Updating and disseminating the MPA/MMD notices and circular from MPA Singapore and Malaysia MMD websites weekly or monthly to the ship.
• Updating/uploading/populating the ship shore drills, management reviews, circulars, notices, manuals, memos, and certificate file onto the Fleet Management System.
• Keeping a Management Inspection record and schedule.
• Keeping a HSSEQ record and reporting near misses, incidents, accidents, exposure hours, loss time accidents etc.
• Keeping a record of ship PSC and FSC inspections, status, and summary of observations.

2. Prepare documentation (manuals, audits, and certification) for the new ship delivery or management of ships

3. Distribute or circulate the following documents to the ship and/or office:

• General memos
• HSSEQ, Navigation, Technical, Charterer memos or notes
• SOPEP/SMPEP emergency contact list for ship and office as per quarterly update or as required.
• MPA Notices and circular updates from MPA/MMD website

4. Update the MPA/MMD Continuous Synopsis Record CSR application, certification, and revisions of the ship with MPA Singapore, MMD Malaysia.

5. Update and upkeep the office staff reference library of Harbor and Ocean Going: Paper Charts and IMO Publications or Journals.

6. Record and file office staff protective equipment PPE distribution, and Office portable fire extinguisher annual calibration.

7. Maintain records of acknowledgement from the ship, in-house training records, and certifications.

8. Take minutes for operation meetings, deck operation meeting, various committee meetings and other meetings (as a backup).

9. Create, edit, and upload Memos, Circulars, bulletins and other documents in HTML format or any other format in the document management system of the fleet management software.

10. Collate the data and assist in generating reports from the fleet management software.

11. Carry out other ad hoc duties assigned by the Management.

- Assist in conducting Preventive Maintenance of assigned medical devices

- Assist to conduct medical devices operation training to end-user

- Ensure that all machine spare parts are properly stored and accounted for.

- Attend to service and repair call

-Track and ensure consumable parts are replaced in time as well as service contract is renewed timely.

As an advocate for lifelong learning for Lifelong Learning Institute Pte Ltd (LLI), you will be part of the team to promote lifelong learning, upskilling, and career planning in various platforms. In partnership with Community Development Councils, you play an active role in creating awareness of SkillsFuture and guiding individuals to use SkillsFuture resources in skills upgrading and career planning.

You will be given a portfolio and have the opportunity to be developed in these functions:

Outreach and Engagement

• Develop new partnership opportunities through outreach to the community, organisations and institutions, understanding their needs and cultivating relationships with the partners
• Plan and organise events and activities that engage the community in their lifelong learning and skills upgrading journey
• Work closely with various touchpoints to refer individuals to appropriate agencies and resources that best meet their training and career needs

Training Administration and Conduct Workshops

• Plan and organise physical or virtual SkillsFuture Advice workshops
• Deliver workshops to guide individuals in navigating the labour market, share occupational insights of jobs, training and features of key online portals such as MySkillsFuture and Adapt & Grow
• As part of continuous improvement, you will monitor the effectiveness of the workshops and work on the feedback gathered to improve future workshops and outreach efforts

Requirements

• Tertiary qualifications
• Experience in planning and organising workshops
• Experience in tracking statistics, managing feedback as well as evaluating programme effectiveness will be advantageous
• Possess strong public speaking and presentation skills
• Ability to speak fluently in different languages and local dialects will be advantageous (in order to liaise with the local dialects & multi-lingual speaking associates)
• Knowledge and familiarity with government schemes, programmes, portals and service touch-points will be advantageous
• Ability to interact and manage diverse stakeholders from different levels
• Possess strong interpersonal, communication, marketing and networking skills
• High level of initiative and able to work independently in a fast-paced and dynamic working environment
• Passionate about helping Singaporeans to raise their employability level and advocate lifelong learning
• Experience in outreach or community engagement will be advantageous
• Familiarity with social media platforms, social media engagement, design thinking and marketing will be advantageous
• Able to work on evenings and weekends

Responsibilities:

- Oversee IT project implementation including planning, monitoring, executing and closing to ensure projects are delivered on time as per specification and requirements within budgets and resources defined.

- Draw up and maintain accurate, detailed project plans and timeline.

- Create necessary project documents according to the Project Management framework.

- Managing stakeholders’ expectations and execution of the project deliverables.

- Assisting in Business Process Mapping, Gap Analysis, capturing business and user requirements.

- Planning and execution of the Project, especially areas that impact stakeholders such as “Go Live”, and Training & Change Management.

- Acting as point of contact between stakeholders, vendors and project team.

- Establish and maintain good working relationships with the internal and external stakeholders.

Requirements:

- Possess at least a Bachelor's Degree in Computer Science / Information Technology or equivalent.

- Minimum 3 years of related experience in application integration, software development and implementation.

Certification in project management such as PMP, PRINCE2, Agile Scrum.

- Good business analyst skills.
