About our client: Our client is a leading global engineering and project management consultancy embarking on large-scale infrastructure and environmental projects.
*Please note that this role will be hired on a long-term contract to support our client's project.
About the role:
· Represents the JV at meetings with Client, Contractors relating to contracts and claims.
· Advises the Project Director (PD), Deputy Project Director (DPD), Construction Manager and Client Officers on contractual aspects of the Conveyance contracts.
· Provides oversight and guidance to the Lead Quantity Surveyor (LQS) on the overall contractors’ progress claims and variation orders, interim valuation and payment, Client’s Programme
budget and cost control, and the settlement of final accounts.
· Provides guidance and advice to the QS and RSS teams towards the quality and consistent
management and administration of their respective contracts.
· Conducts overall reviews of the quantity take-off measurements performed by JV’s Lead Quantity Surveyor (LQS) and Quantity Surveyors (QS).
· Prepares monthly progress reports on the status of contracts, progress claims, variation orders,
Client’s budget and insurance claims.
· Assists in the revision of Contract position papers.
· Reviews the Conveyance contractors’ submissions about variation works and claims including Extension of Time, Loss & Expense, etc.
· Supports the PD/ DPD in meetings with contractors, detailed design consultants and Client’s Project Team relating to contract matters.
· Attends the monthly Progress Meetings with Contractors and the Board.
· Represents the JV in Client’s meetings with the other Client departments, government agencies and stakeholders, as required.
· Maintains awareness of the statutory building regulations and the different building contracts in
current use, e.g. PSSCOC, SIA, FIDIC, etc.
· Establishes client’s requirements and undertake feasibility/ budget studies, cost analyses, as
required.
· Leads in the preparation of tender documents for client’s calling of tenders and pre-tender
estimates, including specifications and Bills of Quantities.
· Leads in tender exercises for contracts including clarifications, evaluations, interviews and
the award of contracts.
· Analyses tender outcomes and leads in the preparation of evaluation reports for client.
· Any other duties as and when assigned by the PD/ DPD/ JV PMT.
About you:
· Degree in Quantity Surveying or relevant field.
· Minimum 10 years of working experience holding similar appointment.
· Shall have the relevant working experience in civil engineering works, focused on water and wastewater infrastructure preferred, to prepare the tender documentation for the project.
· Shall be proficient and have the necessary skills and expertise in drafting of specifications and Bill of Quantities for the construction works.
· Extensive knowledge and experience in standard form contracts used Singapore Public Sector e.g. PSSCOC (Public Sector Standard Condition of Contract) etc.
· Good communication skill and writing ability.
· Meticulous in work with analytical skill in problem-solving.
· Highly motivated and independent.
· A good team player with ability to meet tight deadlines.
