What the role is

The Hawker Centres Group (HCG) of NEA plays a lead role in managing and enhancing our hawker centres, so that they continue to be places where people from all walks of life can enjoy affordable food in a clean and hygienic environment. HCG also reviews and implements hawker-related policies that benefit both hawkers and the public. As a Asst Mgr/ Manager (Operations and Engagement) in HCG, you will be carrying out the following duties:

What you will be working on

1. Tenancy Management

• End-to-end management of stall tenancies, from ensuring stalls are in tenantable condition, onboarding of new stallholders to processing applications of transfers, assignments, joint operators and termination as well as appeals for rental waivers, rebates and remissions etc.

• Conducting tenancy inspections and enforcements to ensure compliance to relevant statutory and tenancy requirements.

• Managing arrears such as stall visits, serving of Notice-To-Quits, executing Writ of Seizure & Sales/Writ of Possession etc.

• Operationalising new policies and programs e.g. ensuring compliance of stallholders to Productive Hawker Centre initiative, management of Incubation Stall Program, Hawkers Development Program etc.

• Encouraging digitalisation and other programs/initiatives such as supply chain contingency to support and sustain Hawker Trade and maintaining Hawker Culture in the inscription on UNESCO Representative List of the Intangible Cultural Heritage of Humanity etc.

2. Cleaning & Facilities Management

• Ensuring high cleanliness and post-COVID hygiene standard, good maintenance and safe operation of the centres.

• Managing the facilities in MSE-owned Hawker Centres through centre level checks, covering facilities maintenance (preventive and routine maintenance), cyclical repairs and redecorations, ad-hoc improvement works to enhance patrons’ experience, incident management, general and toilet cleaning, table-cleaning management, and pest control.

• Conducting centre surveillance in HDB-owned Hawker Centres to flesh out areas of concerns to stakeholders such as Regional Offices, Town Councils and Hawkers Associations.

• Appointed by Designated Person (DP) as the Environmental Control Coordinator (ECC) for each hawker centre / wet market, to develop the ES programme in accordance with the ES standards and monitor its implementation on-site.

3. Feedback/Appeals Management & Stakeholders’ Engagement

• Managing feedback providers professionally to ensure that their feedback are being addressed or resolved promptly in accordance to NEA’s service standard.

• Regular engagement with stakeholders including stallholders, Merchants/Hawkers Association (MA/HA), Town Councils, other Agencies etc to implement initiatives and resolve operational issues related to Hawker Centres.

• Planning and implementing activities and programmes in Hawker Centres, such as fire drills & safety training and spring cleaning, and liaise closely with relevant authorities and stakeholders.

4. Emergency Preparedness and Contingency Management/Workplace Safety and Health (WSH)

• Implementation of safety measures and future proof markets/hawker centres to safeguard against extreme weather and/ or civil or national emergency.

• Adhering and identifying potential WSH risks and working with stakeholders to mitigate the risks.

• Facilitate Safety Walkabouts at markets/ hawker centres to drill the importance of safety into staff, stallholders and outsourced contractors.

5. Any other tasks as assigned.

Commercial Management (30%)

• Bids and Tenders

Lead the strategic development, preparation, and submission of bids and tenders. Ensure these proposals align with CES's long-term goals, reflecting service excellence and innovation.

• Pricing Solutions

Develop and implement pricing strategies, leveraging market mapping and in-depth knowledge of the O&G sector landscape. Continuously analyse contractor competitive rates and market trends to refine pricing models for CES. Building out a robust pricing matrix to support current and future bid activities.

• Supplier Negotiations

Establish and maintain strong relationships with suppliers. Negotiate agreements, fixing fees for cost-plus items such as insurance and personal protective equipment (PPE). This to drive longer term competitive pricing, also ensure supplier supply on demand can meet project needs based on business development forward plans and knowledge of client project activities current and future.

• Collateral Development

Collaborate closely with the COO, Compliance Manager, HR, and Marketing teams to create comprehensive commercial proposal materials and collateral. These materials should not only showcase CES's capabilities but also drive client engagement and confidence.

• Budget Alignment

Work closely with financial stakeholders to align pricing models with CES's financial and operational objectives. Focus on achieving targeted average GP (Gross Profit) while maintaining competitiveness. Analyse financial metrics related to commercial activities, including margin growth, cost management, and adherence to budgetary goals. Ensure pricing strategies align with profitability objectives.

• Reporting

Develop and deliver detailed reports on pricing structures, cost-effective solutions, and market insights. Support the Manpower Services Team (MPS) and Department Manager in making informed decisions based on data-driven analysis.

• Competitor Analysis

Stay vigilant in monitoring the competitive landscape, analysing the strengths and weaknesses of competitors. Use this information to adapt strategies and maintain CES's distinct advantage in the O&G sector.

Account Management (50%)

• Client Relationship Development

Assume primary responsibility for nurturing and expanding client relationships, focusing on quality control and delivery to service-level guarantees. Develop a deep understanding of each client's unique needs and industry context. This is to develop deeper relationships with the client ensuring multiple stakeholder relationships within the upward value chain are developed and identifying key opportunities to be leveraged.

• Quality Control

Implement rigorous quality control measures to maintain high service standards. Apply CES ISO standards and work with COO to further enhance quality control metrics - define KPIs related to quality, including candidate placement success rates, compliance metrics, and client feedback scores.

• Long-Term Strategies

Create and execute comprehensive 3-5-year plans for delivering services that align with client requirements, including local, regional, and global perspectives. Work closely with clients to transition relationships to sole supplier status.

• Transition to Sole Supplier

Work towards transitioning client relationships to the sole supplier through the development of relationships to the level of achieving Master Services Agreements or Enterprise Framework Agreements that offer regional or global coverage across the client's network of operations, ensuring CES's footprint and long-term relationships.

• Performance Metrics

Collaborate with MPS Team Managers and Business Development Managers to define and track key account metrics. These metrics should encompass client retention rates, revenue growth, adherence to service level agreements, and client satisfaction scores.

• Resource Allocation

Ensure clear and regular communication is maintained between MPS department head and team managers in terms of project and client activities, to plan and efficiently allocate resources to meet client demands and optimize operational efficiency.

Team Delivery Support (20%)

• Recruitment Delivery

• Communication Relationship Management

a) To report and assist the Project Director (EHS) and oversee the overall safety aspects of project(s).

PURPOSE:

Supporting the pursuit of new business through crafting transition and transformation plans as part of the proposal and projecting strong project management competency.

Executing transition plans – Transition projects moves a Customer organization from its current mode of operation to an FB-managed mode of operation. Transition will include the assumption the as-is environment, as well as fulfilling contractual requirements necessary to facilitate the transfer.

Executing transformation plans – Transformation is the implementation of a set of contractually defined activities as stated in the solution design. These activities should meet specific business objectives and lead to service enhancements, cost reductions, and/or quality, productivity and technology improvements.

RESPONSIBILITIES & TASKS:

• Lead a transition and/or transformation project team (maybe cross-functional, cross-country, cross-organization, cross-service, involving 3rd parties) to takeover service delivery from the customer (or incumbent) per the committed transition plan. Depending on project scale, may lead several projects simultaneously.
• Work with customer and FB teams (delivery management, delivery manager, staffing, infrastructure/tools, etc.) to manage and deliver (transition and transformation) projects on schedule, within budget and with a high level of customer satisfaction.
• Act as counterpart to customer appointed transition manager – maintaining close contact to ensure delivery to schedule and issues addressed.
• Develop and own transition communication plan to ensure consistent understanding of transition progress within key stakeholders.
• Own transition management methodology. Update/improve the methodology based on learning and customer requirements/feedback.
• Adhere to standard transition management methodology.
• Work in pursuit team to represent the transition and transformation function. Craft transition and transformation plans that may be part of the submitted proposal. Participate in customer presentations to project strong transition and transformation management competency.
• During transformation, the STM is accountable for the execution of all transformation activity end to end, with overall account responsibility remaining with the FB Client Manager.
• Manage risk during transition and transformation.
• Ensure compliance with FUJIFILM Information Security Rule, Policies and Procedures at all time.
• Responsible for maintaining security of all FB information entrusted to and not limiting to proper classification & handling of FB documents and records.
• Complete Information Security training and awareness program on regular basis and possess enough knowledge to adhere to FB Information Security requirements.
• Responsible for identifying, reporting and complying with Information Security Incident & Reporting Procedure.
• Failing to comply with the security policies could be subject to disciplinary action, potentially including termination of employment or contract and/or prosecution.

REQUIREMENTS

• Should have 10 years of total working experience with minimum 5 years of experience in managing IT or engineering projects – preferably with experience in setting up service delivery (covering aspects such as infrastructure setup, staffing, finance, knowledge transition, etc.).
• Degree in engineering, computer science, business or related fields.
• Understanding of service delivery in a business process outsourcing context, particularly in imaging and archival, accounts payable and customer acquisition services.
• Project Management certification e.g. PMP, CITPM
• Understanding of technology, particularly as related to imaging software and hardware, document integration.
• Strong customer management skills.
