The Audit Manager manages a portfolio of engagements which includes client acceptance, engagement planning, execution and finalization of an audit engagement. Duties and Responsibilities:

JOB SUMMARY:

Responsible for all quality matters in the Maintenance Services. Responsible for the development and administration of the quality and safety system to ensure compliance with the airworthiness requirements. Direct responsibility for all matters affecting airworthiness and regulatory requirements.

KEY RESPONSIBILITIES:

Quality and Regulatory Compliance :

• Ensure quality compliance with the aviation regulatory requirements and PAC quality policies and procedures. Maintain a quality system that is in compliance with the various aviation regulatory requirements such as SAR145, FAR145, EASA145, CCAR145, etc.
• Provide guidance and support to other departments in areas of quality and certification, such as FAR Part 21.
• Ensure that the scope of work is carried out per requirements and submit the new scope of work to relevant aviation authorities for approval.
• Establish and monitor the customers’ satisfaction or dissatisfaction or complaints on matters related to quality.
• Ensure compliance with the requirements of the Safety Management Systems under the various relevant airworthiness authorities.

Auditing:

KEY QUALIFICATION:

• Diploma/ degree in Engineering discipline.
• 8 years in a supervisory capacity in quality assurance in an aerospace/ aircraft maintenance environment.
• 2 years of direct staff management in a quality assurance environment in an aerospace/ aircraft maintenance environment.
• Possess a valid CAAS SAR 66 Category B2 license.

• Diploma/Advanced Diploma/Degree in Procurement, Supply Chain, Strategic Sourcing or Strategic Procurement, Building or Quantity Surveying, Construction/Project Management, or other related fields in building/facilities management.
• At least 5 years of hands-on, relevant experience in procurement and contract management, preferably in the Singapore building industry and in both the private and public sectors, with experience as a consultant or a developer/owner's representative, or both.
• Proficiency in facilities management, project management, contracts management, procurement methodologies, and cost norm evaluation is an added advantage.
• Proficiency in procurement software and tools, with knowledge of the SAP system and/or TenderBoard eProcurement platform or other procurement platforms being an added advantage. Strong written and spoken communication and interpersonal skills.
• Excellent organizational and analytical skills, and the ability to work effectively in a team.
• Knowledge of procurement strategies and sourcing techniques.
• Experience in vendor/supplier management and relationship building.

RESPONSIBILITIES

• This position is for Office of Campus Infrastructure and Services (OCIS).
• Manage day-to-day procurement and contracts management for facilities management, A&A works, and construction projects.
• Support and assist facility managers with contractual and costing matters, ensuring compliance with tendering and procurement policies and procedures.
• Prepare tender documents/RFQ documents and manage the procurement framework. Handle tender and procurement processes for consultants and contractors through QFM and PQM tenders, as well as quotation exercises.
• Evaluate, process, and recommend acceptance of tenders, quotations, variation orders, payment of consultants' fees, contractors' progress payments, and final accounts.
• Represent the University in progress and technical discussions/meetings.
• Verify and process tax invoices for vendor payments. Record goods receipt in the SAP system.
• Conduct market analysis for goods and services within the Singapore building industry and obtain vendor quotations.
