Responsibilities:

1. Develop and execute the human resources strategy for the Singapore branch, ensuring alignment with the overall corporate strategy.
2. Oversee comprehensive human resources functions for the Singapore branch, including but not limited to recruitment, training, performance management, and employee relations.
3. Manage administrative affairs for the Singapore branch, including office facility management, logistical support, procurement, and maintenance of equipment.
4. Assist in communication and collaboration with local government agencies and labor authorities in Singapore.
5. Handle employee welfare, labor contracts, and other related matters in compliance with local regulations and company policies.
6. Coordinate with local vendors to ensure the timely provision of office supplies and services.
7. Ensure the development, implementation, and updating of human resources policies and administrative procedures for the Singapore branch.
8. Lead the implementation and execution of strategic initiatives for talent development and learning, including conducting learning needs analysis, developing comprehensive learning plans, and managing enterprise-wide learning programs such as leadership development, professional conversion programs, and work-study programs.
9. Collaborate with stakeholders to create and implement talent attraction and retention initiatives, integrating technology-enabled and microlearning modules into the talent development framework.
10. Manage talent management processes and execute high-potential development and succession planning with guidance from the Center of Excellence, providing support for talent and succession planning processes and preparations for talent review meetings.
11. Analyze metrics and KPIs to track talent development, succession planning, learning utilization, and other outcomes related to talent and learning development.

Qualifications:

1. Minimum a bachelor’s degree in human resource management, Business Studies/Administration/Management, or equivalent.
2. Minimum 10 years of HR/Admin managerial experience with business partnering and change management skills/experience.
3. Strategic HR competencies required include Talent Management, Leadership Development, Time Management, Succession Planning, and Coaching.
4. Professional HR related certification i.e. IHRP, etc. and HR experience in the financial industry are not a must, but an added advantage.
5. Familiarity with Singapore employment laws, regulations, and best practices, with a commitment to maintaining compliance and confidentiality.
