Reporting to the Director of Smart Technologies Laboratory, the programme/project manager will be responsible for the operation and administration of the laboratory, and the management of the research projects under the laboratory.

As the only administrative incumbent in the Smart Technologies Lab, you shall manage and administer a full range of research manpower, grant, finance, and procurement functions to ensure the smooth operation of the laboratory.

Operation and Administration

• Provide administrative and secretariat support of the Director.
• Manage general office logistical and operational matters to ensure that smooth operations including space management and office/ key allocation, renovations, meeting room and office/ pantry supplies etc.
• Provide logistical support for events (venue, F&B, programme etc) and support for visitors including processing required paperwork for academic visitors.

Research Manpower

• Manage and execute all HR aspects of research manpower resources including manpower planning, timely hiring, performance appraisal and promotion, leave administration, contract renewals, training & development etc.
• Track Expenditure on Manpower (EOM) and ensure effective utilization of the project budget.

Grant Management

• Administer and manage the entire cycle of research projects under the laboratory in accordance with both NTU’s and the funding agency’s stipulated guidelines and policies.
• Work with internal departments and external parties and faculty Principal Investigators (PIs) to facilitate preparation, signing and tracking of research agreements, new research proposals etc.
• Work closely with stakeholders on all change requests.
• Support the Director and PIs to prepare progress/final reports, tracking deliverables and KPIs.
• Track and close all research projects, ensuring any deficit is effectively follow-up.

Finance and Procurement

• Manage all financial operations including financial reporting and analysis, budget preparation and monitoring, procurement processing and payments, audits, and asset management.
• Work closely with the Director and PIs to ensure effective utilization of budget.
• Work with appointed auditor on grant requirements.
• Verify purchases and claims based on approved and available budgets in compliance with NTU’s and grantor’s funding requirements.
• Undertake general purchases, perform good receipts, follow-up on any invoicing matters and review and close open POs.
• Process claims, including business travels requests and claims

Requirements:

• Degree qualification or equivalent from a recognized institution
• Minimum 3 years relevant working experience, preferably in a finance, research or Institute of Higher Learning (IHL) environment.
• Knowledge of grant administration is preferred. Familiarity with HR, office administration, procurement/finance, grant administration and logistics operation and activities

Job Requirement:

• Min Academic Qualification: NITEC in electrical engineering or mechanical engineering
• At least 2 years of working experience in B2B Corporate Sales in any trade

The incumbent is required to provide timely assistance and support in teaching lab activities in SPMS Physics and Applied Physics (PAP), and other ad-hoc administrative and outreach duties as and when required by Division.

1. Overseeing teaching lab activities in Undergraduate Teaching Lab, which include:

• Schedule student experiments and viva, conduct student briefing.
• Schedule Teaching Assistants’ (TAs’) lab session duties, conduct TA briefing.
• Set up and maintain course website.
• Ensure experimental setup and lab consumables required for students’ experiments is adequate and in working condition. Take necessary actions and set up measures to minimize setup repairs.
• Provide instructions and guidance to students during lab sessions, troubleshooting of experimental setup if required.
• Plagiarism screening and investigation for student lab reports.
• Assist Faculty Coordinator in collecting student reports and consolidating scores.
• Ensure students follow the safety rules in the lab.
• Handle procurement of lab supplies and setups.
• Handle disposal of lab consumables and equipment.
• Maintain proper documentation of teaching lab inventory and assets.
• Review of experiments, facilitate new experiment launch to revamp teaching labs.
• Conduct lab visits and Physics demo experiments for outreach.

2. Overseeing and administering PAP Division’s part-time Work Study Scheme (WSS) student claims and its funding:

• Create student job numbers, process claims in WSS system.
• Proper filing of student claims for audit check.
• Answer all WSS-related queries within Division.
• Plan and track Division’s WSS expenditure, submit yearly budget plan and mid-year budget review to school.

Requirements:

• A recognized Bachelor’s degree in Physics, Engineering or related field.
• Minimum 3 years of relevant laboratory experience.

Main Activities:

• Administering support for marine department
• Coordinate logistics for crew, pick up crew and bring them to embassy/medical appointments etc
• Responsible for travel arrangements and visa applications of crew.
• Maintaining the crew’s personal files and ensuring that their certification and training documents are up-to-date.
• Administering the crew’s reimbursement of their expenses incurred from travelling, training etc.
• Application for flag-state licences for crew working onboard of vessels in compliance with the vessels’ Port of Registry.
• Arranging the crew to go for relevant training courses as required by the charterer.
• Attending to crew’s work-related grievances and complaints.
• Applying for the necessary documentations with ICA and MPA for crew’s immigration clearance and vessels’ movements.
• Maintaining the petty cash, keeping office inventory and tracking all expenses.
• Responsible for PR & PO creation & issuing process.
• Responsible for direct marine engine, part purchasing, price negotiation & delivery.
• Inventory control and stock movement
• Undertaking other ad-hoc jobs when required.

Qualifications / Experience

• Candidate must possess at least a Professional Certificate/NiTEC, any field
• At least 1-2 year(s) of working experience in the related field is required for this position
• Preferably Executives specializing in shipping industry or crewing management or equivalent

Roles and Responsibilities

• Liaison with ship owners, vendors as well as departments on project requirements and costs.

• Estimation and Projection of Shipbuilding, Upgrading, Repair and Conversion Cost

• Negotiate and coordinate with all parties on project schedule

• Assist to manage and lead commercial team including development, training, performance management and succession planning

• Resolving contractual and commercial problems and to report to the management regularly

• Manage internal relationships with operations, commercial, Sales and Marketing to ensure optimal performance and to provide commercial requirements for projects and sales activities.

• Interpreting financial, operational, commercial or customer insights to ensure a commercial/billing issue is fully understood and that hard hitting action are taken and constantly reviewed

• Developing, reviewing and optimizing commercial strategies against key competitors

• Work with the Sales team to target specific ‘high value’ customers and ensuring the business is maximizing revenue

• Extensive experience in the required field

• Proven ability to perform a variety of tasks, often changing assignments on short notice.
