Admission and Service Centre (AASC) has a team of financial counsellors who provides timely and accurate financial estimates information on patient’s hospital stay based on treatment or procedure. Financial Counselling /Admission

• Conduct financial counselling to patient/NOK on the estimated hospital bills, available subsidies and schemes and various modes of payment.
• Assist patients to complete the various modes of payment forms.
• Refer appropriate cases to Business Office/Medical Social Worker for financial assistance schemes that patient may be eligible for.

You will provide general administrative, operational and logistics support to the department to ensure the smooth and effective running of operations.

You will support the engagement of Community and General Practitioner partners by coordinating and supporting senior management at working level meetings, engagement sessions, forums, focus-group discussion and conferences involving the SingHealth stakeholders across the HQ and site teams. You will assist to develop various tracking and monitoring templates to support the RHS operations function in efficient planning and implementation of population health initiatives.

You will also assist to survey partners/residents/patients on their satisfaction for projects run by RHS and support interns to ensure smooth delivery of RHS programmes as well as collate data for analysis.

Job Description

As the Manager, Digital Empowerment, you will be responsible for the following:

· Develop and manage clear roadmaps for digital initiatives, setting objectives, timelines, and success metrics to ensure alignment with the division's digital strategy and SingHealth's overarching objectives.

· Lead cross-functional teams through ideation, conceptualisation, planning, and execution of digital projects.

· Drive digital empowerment initiatives, including the establishment and management of digital Centers of Excellence (COEs).

· Spearhead digital innovation and transformational initiatives, promoting the adoption of automation technologies such as RPA, chatbots, and M365.

· Collaborate closely with key stakeholders to develop annual plans and budgets for digital projects, and efficiently managing budget portfolios and utilisation.

· Serve as the digital representative, providing expertise and guidance in projects, task forces, committees, and initiating open conversations with senior management and key stakeholders.

· Oversee and manage digital platforms, including websites, mobile applications, and digital tools, to ensure system service levels are met and providing prompt support for any system-related issues that may arise.

· Stay informed about emerging technologies and healthcare challenges, regularly assessing their viability and potential adoption.

· Foster a culture of innovation, agility, and continuous improvement within SingHealth.

Job Requirements

· Degree in Computer Science, Business Administration, or a related field. Master’s degree will be advantageous.

· At least 8 years of experience in the IT industry, including roles of a similar nature, with at least 2 years of managerial or supervisory experience.

· Highly proficient in one or more of the following areas - cloud computing, voice/chatbots, robotic process automation (RPA), and/or Microsoft 365 technologies.

· Demonstrate excellence in project management, with the ability to effectively manage multiple projects concurrently and deliver them in a timely manner.

· Possess a strategic mindset and the ability to translate digital strategies into actionable plans.

· Strong communication and influencing skills.

· Able to deal with all levels of staff (medical, nursing, pharmacists, allied health professionals, dental and administrative and ancillary staff).

You will collaborate and support the department in driving the strategy process for SingHealth, from strategy development to the design and implementation of strategic initiatives and alignment. You will provide corporate planning and performance management advisory to SingHealth departments and institutions. You will also provide secretariat support for key management meetings.

The role requires a working knowledge of a variety of technical processes within strategy and performance management as well as the ability to evaluate and modify approaches to meet stakeholder requirements. It will include development of work plans and performance management frameworks.

• Bachelor's Degree in Finance, Management Science, Business Administration or equivalent
• At least 6 years of relevant experience in corporate planning or management reporting, preferably from a management consulting background
