This position will collaborate with various teams to ensure that all commercial and contract
aspects of the project are properly administered in accordance with the requirements of the
Client’s contract. This position will also liaise frequently among project management team and
legal team to manage the contracts between subcontractors and the company.

JOB RESPONSIBILITIES

• Reporting directly to Contracts Manager
• Involved in analyze proposal / quotation, prepare Commercial Bid Evaluation (CBE)
• Involved in preparation and issue of Invitation to Tender/Bid (ITT/ITB)
• Involved in preparation and request for Quotation/ Proposal (RFQ/RFP) packages
• Manage post tender queries and clarifications
• Evaluate and manage change request and change Orders
• Resolve and manage commercial issues with vendors in line with contractual agreements
• Settlement of final accounts
• Manage mobilization and demobilization of site and agency personnel.
• Provide supports during internal and external audits
• Maintain proper record of documentation

JOB REQUIREMENTS

• Bachelor’s degree from an accredited institution
• Min 5 years’ experience in Oil/Gas industry contracting department
• Familiar with contracting procedure & relevant knowledge on Tender/bidding activities.
• Familiar with Shipyard and fabrication yard activities.

• Process full scope of monthly payroll computation in accordance with local statutory and company policies for multiple companies;
• Address client’s queries on payroll and HR related matters;
• Prepare employees’ adhoc and/or annual statutory lodgements as required by IRAS
• Manage payroll software updates including liaison with payroll software vendors on behalf of the team.
• No/Minimum payroll experience welcome to apply

Job Responsibilities

• Understand the vision and strategies of IT Management to plan and implement initiatives accordingly.
• Propose and develop processes for new initiatives and operationalize them to improve the IT organization.
• Promote centralization initiatives across different teams in the Asia Pacific region to optimize resource utilization and improve process efficiency.
• Establish and maintain central contract registry and contract repository for the IT organization.
• Support vendors onboarding and contract engagement processes including to perform contract classification, risk assessment and materiality check etc.
• Understand the bank’s local and Head Office rules, and local regulatory requirements (e.g., PDPA, MAS Outsourcing Guidelines etc) on vendor engagement and service outsourcing to ensure all due diligent check are performed.
• Liaise with stakeholders, vendors, IT Project Managers and Legal & Compliance department to review clauses in new contracts to ensure all clauses, including both legal and commercial terms are acceptable.
• Contract owner to onboard and manage the contract of onshore and offshore vendors with multiple sub-contracts.
• Perform regular review and due diligent check on existing vendors and sub-vendors.
• Establish procurement process and guidelines for IT Department, including RFP and tendering process.
• Establish rate card for standard goods and services as a benchmark for IT organization.
• Perform analysis on procurement pattern base on procurement history and contract registry to seek benefit from vendor consolidation.

Job Requirements

• Diploma or bachelor’s degree in a relevant field such as Information Technology, Business Administration, Law, Finance, or Procurement with min. 5-7 years of related work experience
• Experience in a centralized contract management function is a must
• Good understanding in contract management process and able to understand general contract terms
• Understanding of PDPA requirements
• Professional Certificate in Contract Management, Procurement, and/or Vendor Management is an advantage
• Experience in handling contract management in Financial Institution is an added advantage
• Experience in handling contract for offshore center is an advantage
• Good communication and stakeholder management skills
• Proficiency in Microsoft Office 365 including Microsoft Excel and PowerPoint
• Good understanding of MAS’s guideline pertaining to Outsourcing, Technology Risk Management, 3rd Party Risk will have added advantage

Job Description:

• Good knowledge of desktop support for both hardware and software
• Basic diagnosis and provide support to resolve issues related to M365, Active Directory, and Windows Operating System
• Single point of contact for end users to log incident and service requests via email and hotline
• Ensuring user queries or issues are captured and validated for further processing
