Job Overview:
We are seeking an experienced and proactive Workplace Safety and Health Manager to oversee and ensure the safety, compliance, and well-being of our employees. The ideal candidate will have a strong background in safety management, risk assessment, incident investigation, and regulatory compliance, with a commitment to fostering a culture of safety within the organization.

Key Responsibilities:

• Safety Management & Compliance: Develop, implement, and manage workplace safety policies in line with government regulations and company standards. Ensure compliance with the Workplace Safety and Health (WSH) Act, conducting audits, inspections, and risk assessments.
• Risk Assessment & Hazard Management: Lead risk assessments for work activities, identify hazards, and coordinate mitigation strategies. Ensure safety practices are adhered to across all projects.
• Incident Investigation & Reporting: Lead investigations into workplace incidents and near-misses, document findings, and recommend corrective actions. Ensure proper reporting of incidents and occupational diseases to relevant authorities.
• Training & Development: Design and deliver safety training programs, including WSH compliance, emergency response, and toolbox talks. Organize regular safety drills and ensure staff are adequately trained.
• Safety Culture & Continuous Improvement: Promote a positive safety culture, driving continuous improvement through safety data analysis, trend identification, and implementing preventive measures.
• Emergency Preparedness: Oversee the development of emergency preparedness plans and conduct periodic drills for fire safety, evacuation, and first aid readiness.

Qualifications & Requirements:

• Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
• Registered Workplace Safety and Health Officer (WSHO) certification is mandatory.
• Additional certifications (e.g., Fire Safety Manager, ISO Lead Auditor) are a plus.
• Minimum 5 years of experience in workplace safety and health, with at least 2 years in a managerial or supervisory role.
• Strong knowledge of WSH regulations, risk management, and incident investigation.
• Excellent leadership, communication, and problem-solving skills.
• 2 years contract, convertible and renewable

[What the role is]

You will be part of a team that is responsible for upholding proper procurement governance in NEA. You will facilitate procurement activities by departments while ensuring that government and NEA procurement policies and guidelines are applied accordingly and standards of integrity and transparency are upheld throughout the procurement value-chain.

[What you will be working on]

You will support the procurement functions in NEA by carrying out the following activities:

• Pro-actively engage users to identify aggregations or other procurement levers
• Develop category strategies through spend analysis and drive strategic sourcing with users to address their procurement needs
• Provide procurement advices to users on all stages of procurement cycle
• Review tender/quotation documents to ensure that they are drafted in compliance to Instruction Manual (IM) (Procurement), NEA’s procurement policy and guidelines and optimise the spending for NEA
• Review tender/quotation evaluations to ensure value for money, fairness and transparency and compliance with IM (Procurement) and NEA procurement policy and guidelines
• Review post-award contract documents to ensure proper contract management and governance
• Improve outreach and facilitate dialogue among procurement community and users in NEA
• Improve the procurement processes, systems and governance framework in NEA to optimise the procurement expenditure and operational efficiency

[What we are looking for]

Job Requirements:

• At least 6 - 8 years of experience in government procurement. Experience in construction procurement and revenue contracting will be an added advantage.
• Good applied knowledge of IM (Procurement), IM (Revenue), Gebiz and Gebiz Management Console (GMC)
• Possess an inquisitive mind on how to derive more value from each purchase
• Good analytical, interpersonal, writing and presentation skills
• Performance driven, result oriented with an attention to details and accuracy
• Have a passion for procurement work and able to adapt to changes and work well under tight deadlines
• Able to work well as team player and as an individual
• Proficiency in IT skills (eg. MS Word, Excel, PowerPoint, etc)
