Job Description
The candidate will work at the Coastal Protection and Flood Resilience Institute (CFI) Singapore at the National University of Singapore (NUS) for day-to-day operations, human resource, finance and procurement.
The role will be responsible for day-to-day management of administration and oversee programmatic operations, working closely with the Director (Operations) and Director (Research).
The candidate will be the key go-to person for both strategic and operational administrative tasks, functioning as a liaison between CFI Singapore and NUS stakeholders in setting up and managing critical frameworks and initiatives aligned to support the Institute’s vision, objectives and day-to-day operations.
The position requires excellent interpersonal and writing skills, a high level of organization, diplomacy, creativity, focus, ability to work under tight deadlines, and familiarity with institutional and research environments.
The successful candidate will cover the following roles:
ADMIN
• Manage and direct the admin team to understand and support the CFI Singapore’s finance operational processes and interface with NUS CDE and other central offices.
• Provide administrative expertise to assist in guiding, mentoring and supporting research staff on procedures, seeking appropriate input and approvals from faculties, and in strategic alignment with CFI Singapore’s focus and objectives. Lead to ensure the successful execution of the day-to-day operations.
• Oversee CFI Singapore’s office maintenance and space management and allocation.
FINANCE
• Oversee, propose and manage operating and research budgets, and prepare necessary analysis to support budget recommendations.
• Oversee the quarterly reimbursement claim from grantor.
• Ensure all reimbursement claims are verified and submitted to the grantor in a timely manner.
• Response to grantor for all queries pertaining to the claims.
• Oversee payment for all institute and project purchases.
• Knowledge of SAP system is preferred.
PROCUREMENT
• Working closely with the Principal Investigators and researchers, reviewing the requirement specifications and related procurement documents for the purchase, upgrade and customization of goods and services.
• Advise the Principal Investigators and researchers the approach and method to procure the goods and services in a timely manner.
• Ensure that all procurements comply with the University Procurement Policy and Procedures.
• Stay updated about the CFI Singapore's latest research requirements via regular discussion with Principal Investigators, researchers and CFI management, in order to plan for the purchase of equipment.
• Oversees the quotation and tender processes.
HUMAN RESOURCE
• Assist the project’s Principal Investigators on hiring, appointment and re-appointment of research and admin staff.
• Oversee the onboarding/offboarding of research and admin staff.
• Oversee the CFI Singapore human resource related matters and the rep to liaise with CDE HR.
Job Requirements
• Degree in business administration, accounting, or engineering
At least 5+ years of related administrative, finance and procurement experience
(previous positions in academic environments and deep science fields would be a plus)
• Demonstrated multi-stakeholder project management experience
• Ability to handle complex, ambiguous, and challenging situations and comfortable with change in a fluid environment within an evolving organization
• General knowledge of local funding bodies and grant regulations
• Ability to resolve complex issues and to make administrative and procedural decisions and judgments
• Must have an advanced application of MS Office Suite (Word, Excel, PPT, etc.)
• Ability to effectively lead a team and interface with multiple stakeholders
• Hands-on, analytical, empathetic, creative, passionate professional committed to ongoing progress
