Job Purpose:

Responsible for coordinating all purchases of food and beverage items, office supplies, capital equipment and contract services for Club. (Invite tender for services/goods). To ensure that all purchases are procured cost effectively and in appropriate quantities for required delivery in the approved price range. Responsible for the F&B costs and to ensure that daily and monthly reports on F&B costs are properly prepared on a timely basis.

Job Responsibilities:

1. Ensure that purchasing policies are implemented and observed by all departments.

2. Responsible for the daily operations of the purchasing department involving sourcing, evaluation and procurement of supplies with at least three suppliers for each requisition of new products and services.

3. Taking into account the product quality, product specification, supplier reliability and cost effectiveness, recommend to the requesting department the preferred supplier.

4. Ensure that each purchase order for new products and services is approved by the General Manager before committing to the supplier.

5. Contain and reduce costs through proper negotiation, product standardising, or innovative ways of sourcing.

7. Ensure that products and services received meet the specifications in the purchase orders.

8. Input and update purchase orders into computerised purchasing module. To follow up on outstanding purchase orders to ensure prompt delivery of products and services.

10. Ensure that the F&B stores are properly maintained and adequately stocked.

11. Ensure that stock items in the F&B stores are properly accounted for and stock records are accurately maintained.

13. Ensure that monthly food and beverage costs reports are promptly prepared and submitted to the Head, Food & Beverage and Head, Finance & Admin for review.

14. Prepare for open or close tenders upon annual review of prices for supply of food & beverage provision and other contract servicing.

16. Invite and review tender for supply of perishable items and services for other departments on a yearly basis.

17. Support business teams with agreement or contract requests to review existing relationships with strategic suppliers.

18. Ensure all supplier assessment and selection recommendations are reviewed and supported before submission to approval committees.

19. Participate in the monthly stock take exercise.

20. Reconciles the Physical count to the ledger records and does the reconciliation between inter-outlet records and the ledger records.

21. Support cost and quote calculations with considerations and advice to ensure reliable expectations and predictable outcomes.

Main purpose of the job  

The Global Procurement Lead for Upstream Processes will provide leadership to the Global Procurement function in particular to the Source-To-Contract, Supplier Lifecycle Management, Risk management and potentially other upstream service lines and related to Procurement, ensuring the successful execution of functional goals. We are looking for IT Procurement and Project Manager to join us in our mission to enhance Singapore’s competitiveness as a trusted ICT hub for citizens and businesses.

A brief summary of your job responsibility:

• Manage and execute the procurement of ICT systems, goods and services in a timely manner. This includes the preparation of all procurement deliverables for each procurement project assigned;
• Be part of various project teams to complete the procurement project on time;
• Provide business perspective in project teams;
• Draft, review and refine structure of tenders, contractual terms, and requirement specifications for the procurement of the ICT systems, good and services;
• Understand the government procurement policy and advise project teams on meeting such policies while enabling project needs to be met;
• Identify potential procurement risks and its implication to the project stakeholders, and propose mitigating measures to manage the risks;
• Review proposals from suppliers;
• Review, clarify and negotiate business rules with suppliers;
• Drive innovation on work processes;
• Monitoring and Track Project Expenses and Timeline;
• Ensure that records and documentation of projects and related issues are kept updated; and
• Any other duties that may be assigned.

To succeed in this role, you will ideally have:

• Be familiar with Government IM on Procurement;
• Minimum 8/10 years of relevant working experience, preferably in both procurement and IT, with minimum 3 years in a project management role. Experience in managing Cloud, SaaS and/or AGILE projects will be beneficial;
• Good knowledge of government infocomm environment;
• Experience in Project Management for Monitoring and Tracking;
• Good knowledge of ICT procurement and contract management practices;
• Ability to communicate effectively across all levels;
• Team Player and Self-Motivated;
• Able to consolidate multiple streams of information into a cohesive whole; and
• Good command of the English language, both written and spoken.

DUTIES & RESPONSIBILITIES:

1. Administer procurement activities, provide end-to-end support and advice to internal requestor on procurement procedure, guide them through the entire procurement process.

2. Review and prepare procurement documents for publication, evaluation, award recommendations etc. Check and ensure quotation bids are evaluated fairly and in strict compliance to the school’s procurement procedure and Government Instruction manual (IM).

3. Perform transactions on GEBIZ, publishing quotation, raising award, issuance of Purchase Order (PO), contracts and etc.

4. Liaise with internal requestor on contract management, track and timely complete all purchase request assigned.

5. Perform any other ad-hoc duties as assigned.

REQUIREMENTS

1. Diploma/ degree in business, supply chain management, or a related field.

2. 2 years of experience in government procurement.

3. Experience with procurement software and tools including GeBIZ e-procurement system.

4. Have knowledge on government procurement procedure is a plus.

5. Strong analytical, problem-solving skills and meticulous with eye for details.

6. Proactive, able to work independently and as a team member. Excellent communication and interpersonal skills, with the ability to build relationships and influence stakeholders at all levels of the organization.
