This is contract role based in Singapore, Working location Central Singapore

The Sourcing Specialist plays a supportive role for the GSC (Global Supply Chain) Strategic Sourcing Managers. Their responsibilities include assisting with contract services procurement, contract execution, and supplier onboarding. Essentially, they extend the capabilities of the Global Supply Chain Sourcing Managers by providing tactical support in these areas

Supply Chain Management – Onboarding New Suppliers:

• Facilitate the onboarding process for new regional/site suppliers using company’s specific onboarding tool.
• Ensure supplier vendor codes are ready in the system before the Request for Proposal (RFP) process.
• Applicable to all categories.

Contract Services Procurement – Various Categories:

• Conduct RFPs for multiple sites simultaneously.
• Evaluate commercial bids and ensure consistent scope understanding among bidders.
• Review contract documents for quality.
• Prepare the Award Recommendation Letter (ARL) for GSC and DCE.
• Coordinate contract routing for timely signatory.
• Relevant for indirect services only, particularly professional services.

Qualifications

• 5-7 years of Indirect Sourcing (Procurement) experience is a must have. Contract management experience would be secondary.
• Well-versed in program / project management i.e. looking at cost, adhering to timelines etc. Proven track-record of managing high demands and high attention to detail given the nature of the role
• Cost management experience from a procurement perspective

DUTIES AND RESPONSIBILITIES

• Developing and implementing supply chain strategies, policies and procedures to optimize efficiency, reduce costs, and improve overall performance.
• Managing the procurement process.
• Sourcing suppliers, negotiating contracts, quotation comparison and ensuring timely delivery of goods and services.
• Monitoring inventory levels to ensure optimal stock levels while minimizing carrying costs.
• Weekly updates, annual stock-taking, forecasting, coordinating with suppliers and other department to ensure timely replenishment and implementing inventory control measures.
• Overseeing the movement of goods, ensuring efficient transportation, warehousing, and distribution processes.
• Collaborating with sales and marketing teams to understand market demand, analyze historical data, and develop accurate forecasts.
• Effective communication and collaboration between various departments.
• Lead the logistic team and collaborate with internal and external stakeholders.
• To fully take charge of all procurement activities in the company such as:
  • Sourcing suppliers and compare quotations, negotiate with suppliers
  • Review and process purchase requirements
  • Ensuring timely delivery of goods and services
  • Issuance of purchasing related documents such as Purchase Order
  • Prepare and maintain proper filing and records of all purchasing related documents
  • Check and match and verify suppliers’ invoices, delivery orders, and other supporting
  • Review, compare and evaluate products and services
  • Establish and maintain a good relationship with suppliers
  • Check and reconcile stock report if there are any discrepancy
• Constantly research and evaluate new prospective suppliers.
• Work hand in hand with store and operational staffs on their requirements.
• Check data entries enter into system by Store Assistant.
• Assist Admin in any administrative document.
• Assist in key in purchase invoices.
• You may be assigned to new duties/responsibility from time to time.
• Any ad-hoc or other duties.

Job Description

• Under direct supervision, plans and Purchase of goods and services to support manufacturing, field operations, technology, or project management strategic plans at the plant level
• Complies with and executes Category Management strategies in accordance with policies and procedures
• Issues purchase orders in response to material requirements established by manufacturing
• Implements agreements for local procurement of goods and services not covered under Category Management
• Manage daily suppliers’ deliveries, PO prices and On-time delivery
• Manage GRIR/ blocked invoices
• Contracts management and administration.
• Assesses and perform Supplier Performance Review
• Work on Continuous Improvement Projects and costs savings initiatives
• Require to comprehend technical drawings and specifications
• Work closely with Technology and stakeholders on Quality related issues with suppliers
• Ad-hoc duties

Qualification & Experience

• Completion of a bachelor degree in a technical, business, or similar discipline required. (Procurement Specialist)
• Completion of a diploma in a technical, business, or similar discipline with related of working experience (Procurement Specialist Associate)
• Minimum of 2 years of experience in procurement or production environment.
• Advanced procurement certification preferred (CPM, etc.). Purchase to Pay knowledge is desirable.

Skills

• Preferably with experience in SAP
• Intermediate level in Microsoft Excel is preferred
• Strong communication and interpersonal skill
• Able to demonstrate good supplier management skill
• Good Negotiation track records
• Meticulous and proficient in data analysis
