Responsibilities:

• Support with raising of procurement requests and perform goods receipt via Authorities IT systems.
• Liaise with vendors for item availability and delivery schedule.
• Support with the processing of Request For Quotation (RFQ) to vendors.
• Educate and guide employees on the procurement policies and processes.
• Provide monthly procurement status report.
• To support timely response to employees’ enquiries on procurement matters.
• To assist supervisors with periodic audit checks and preparation of audit reports.
• To meet the quality service standards and customer satisfaction ratings as stipulated by the Authority.

Requirements:

• Diploma in Business Management or relevant discipline

• Prepare and submit Progress Claim and liaise with Client on claims and variation costs.
• Preparation and Issuance of Contracts to Sub-Contractors and Suppliers.
• Review and verify the Sub-Contractor’s / Supplier’s / Service Provider’s claim and prepare payment response and obtain approval form Project Manager, Project Director and Director.
• Provide necessary documentation for preparation of final accounts with Client / Sub-Contractor /Supplier / Service Provider.
• Source, liaise and negotiate with Suppliers and Vendors based on project requirement.
• Liaise with project team for material ordering, assist Project Engineer to prepare and issue Purchase Requisition, issuing of Purchase Order to vendors.
• Coordinate and monitoring delivery schedule to meet works schedule on site.
• Maintain accurate records of document activities such as revisions, approval and distribution.
• Ensure project documents comply with project requirements such as specification, quality standard and regulatory requirement.

• With the support of Global Procurement, develop the strategic sourcing plan & robust category management to drive cost improvement through strategic sourcing and effective negotiation.
• Drive procurement strategy for indirect procurement categories (Professional Services, IT, Marketing, Facilities, Travel, Meetings, etc).
• Establish trusted business partner relationships, provide effective business support to ensure quality of supply at optimum Total Cost of Ownership (TCO) with optimized business results including supply assurance, cost, quality, service, innovation & sustainability.
• Implement performance monitoring systems to ensure supplier compliance and continuous improvement.
• Lead Supplier Selection Activities and drives supply base optimization. Lead negotiations and complete contracts with complex suppliers. 
• Provide input on risk mitigation, business continuity, cost management and operation strategies.
• Lead and drive the implementation of Coupa and the P2P process across Asian countries, ensuring alignment with the global approach.
• Define standard operating procedures for Asia’s sourcing process and ensure strong adoption.
• Monitor “Procure-to-Pay” end-to-end tools and processes, recommend and implement changes and improvement on a continuous basis to optimize workflows, reduce administrative burden and ensure compliant procurement practices.
• Ensure compliance with company policies and regulations.
• Collaborate with global procurement counterparts to ensure alignment with global procurement strategies and take the lead on certain global spend categories.
• Engage with regional teams, such as finance and operations, to support procurement initiatives

The role will work independently to source for new suppliers according to Direct & Indirect requirements.

Person should possess knowledge and experience in:

• Identify potential suppliers, conduct supplier evaluations, and negotiate Terms and Conditions of Purchase with suppliers.
• Evaluate quotations, create competitive advantage for best price, lead time and delivery terms
• Prepare and execute contracts as well as perform post-award administration (eg. Negotiating, issuing change orders, and contract close-outs.)
• Coordinate with internal stakeholders to ensure alignment with project timelines and budget constraints.
• Ensure compliance with relevant laws, regulations, company’s guidelines and policies
• Collaborate with legal and compliance teams to address any contractual or regulatory issues.
• Identify cost savings opportunities and manages cost reduction activities to achieve annual cost reduction KPIs
• Monitor and evaluate supplier performance based on key performance indicators (KPIs)
• Implement corrective actions as needed to address any performance issues.
• Understand the concept of Purchase Requisition, Sourcing, quotation evaluation, till Purchase order placement to Supplier.
• Provide regular updates to management on procurement metrics and performance.

Requirements:

• At least 3 years experience in a Strategic Sourcing in Direct and / or Indirect procurement business environment, knowledge in DCS and other Engineering industry Sourcing and Procurement.
• Professional certifications such as Certified Professional in Supply Management (CPSM) or CPP-B (Certified Procurement Professional - Basic) or similar are a plus.
• Deliverable-focused, self-motivated with a mindset to excel in a multi-stakeholder environment.
• Experience in SAP / HANA / Ariba and other Procurement system / software is an added advantage.
• Expert in Excel / BI report knowledge.
• Good written, verbal and presentation skills
• Self-motivated and open to changes.
• Excellent communicator able to demonstrate communicating effectively with senior management, supplier, and internal stakeholder.
