Position Summary:

The Technical Project Manager, or known as Engineering Delivery Manager within Thales, is responsible for leading his team to the completion of engineering tasks within committed budgets, schedules, quality and performance for successful bids and projects delivery. He coordinates and monitors the implementation of all engineering tasks throughout the whole life cycle of a bid/project.

Responsibilities:

• Ensure engineering activities are well managed within constraints of bids/projects, approved architecture, design policy, contracts, and company quality requirements.
• Lead collaborative discussion and co-engineering between internal teams, vendors and customers to analyse, prioritise and validate stakeholders' requirements.
• Ensure that engineering scope, plans and activities satisfy customer requirements, and are delivered on time, on budget and with the required quality.
• Work closely with Design Authority to oversee and approve the outcome of evaluation studies on design alternatives, and to provide advice to both the customer and internal technical teams.
• Through broad consultation, ensure the production of the required documentation in support of the project, to the satisfaction of the customer and internal senior management.
• Liaise with customers on technical, architectural and procedural issues as required, ensure that scope creep is avoided.
• Define the engineering work breakdown structure, project organisation structure, tasks schedule, engineering KPIs, and associated engineering tasks. Tailor as required and ensure all baseline requirements are met.
• Define the strategy for development, build increments, validation, and project commissioning.
• Follow up closely on defined KPIs and ensure issues discovered (such as risks of changes, schedule, anomalies, etc) are addressed promptly according to different project phases.
• Perform periodic reporting to internal senior management and customer according to Thales methodology (Chorus) and common methods such as SAFe/SCRUM.
• Ensure the implementation of multi-project synergies and lessons learnt, in order to optimize cost of technical solutions.
• Manage engineering risks & opportunities during bids and project phase, guarantees programme commitments, including those flown down to subcontractors and partners.
• Optimise technical work against costs, schedule and risks from design to validation and acceptance of the solution.
• Develop and implement policies, standards and procedures for the engineering and technical work performed, in conjunction with the functional Engineering Head or Director.
• Manages Work Package Managers (WPM) and Integration Verification, Validation and Qualification (IVVQ) Manager to ensure successful completion of respective milestones.
• Other duties as directed by the Project Manager or functional Engineering Head.

Essential Requirements:

• Degree in Computer Science, Information Technology, Electronics Engineering or related discipline
• Experience working within a Systems Engineering lifecycle
• Minimum of 10 years’ experience in a Senior Engineering role
• Experience in managing multi-disciplinary teams
• Experience in IT/security/C2/defence related projects from a Systems Engineering perspective
• Good knowledge on how large projects are managed
• Strong oral and written communications skills
• Strong liaison and stakeholders management skills
• Strong motivation to be involved in all phases of a project life cycle, from bids to project completion

Desirable Requirements:

• Membership of relevant professional organisation, e.g. INCOSE, Institution of Engineers, etc.

Quality

• Develop, implement and manage audit program(s) to ensure compliance with Quality Management System (QMS) policies & standards, as well as regulatory and clients requirements, identify areas for improvement.
• Provide leadership, direction and motivation to drive the quality function through clear quality strategies, policies and process implementation.
• Drive implementation of regional quality strategy, and ensure that quality systems, processes and procedures are developed and implemented to continually meet global quality requirements
• Support operations with review of the effectiveness of the QMS through regularly scheduled process and systems audits
• Review all non-conformance data regarding QMS standards and ensure corrective actions are implemented and effective.
• Responsible for the QMS activities, which includes the documentation control system, planning and execution of audits, closure of preventive and corrective actions from internal and external audits.
• Facilitate training and deployment of value-added quality programs.

Health

• Ensure that occupational health requirements and initiatives are broadly communicated across all areas of responsibility.
• Monitor compliance with rules & regulations.
• Conduct periodic audits of health-related requirements; develop and implement corrective / preventive actions as necessary.

Safety

• Establish and maintain safety, health and environment management systems
• Conduct regular site inspections & assessment; follow up actions to ensure safety compliance in our workshop.
• Responsible for the implementation and monitoring of Safety Management system at work site and office.
• Review and update safety policies and procedures to comply with Workplace Safety and Health Act.
• Plan and execute safety initiatives and activities
• Educate, train, supervise and motivate employees to conduct activities in a safe and responsible manner.
• Ensure at all times that fire safety requirements contained in the Emergency Response Plan are complied with;
• Supervise the maintenance of all fire safety works in the company;
• Ensure at all times that the employee load of any part of any building does not exceed the capacity prescribed under the Fire Code;
• Conduct daily checks within the premises and remove or cause to be removed any fire hazard that is found within the company;
• Prepare and execute the Emergency Response Plan for the company and distribute the Emergency Response Plan to the employees;
• Conduct fire drills for the employees at least twice in every calendar year or on such occasion as may be directed by the Commissioner;
• Ensure that all employees are familiar with the means of escape located within the company;
• Prepare fire safety guidebooks for the employees
• Co-ordinate and supervise the employees within the company in firefighting and in evacuation in the event of fire or other related emergencies;
• Supervise the operation of the Fire Command Centre in the event of fire or other related emergencies;
• Prepare and implement the Arson Prevention Plan for the company
• Organise campaigns, training courses, competitions, contests and other activities which will develop and maintain the interest of the employees within the company in establishing a fire safe environment; and carry out such other duties as the Commissioner may require.
• To carry out a fire risk assessment of the company at least once in every 3 years;
• To perform checks to ensure that any fire safety works using alternative solutions meet the requirements set out in the operations and maintenance manual, if any.
• Maintain and improve Risk Management System, verify risk assessments to identify uncontrolled hazards and ensure compliance with safe work practices are conducted across all areas of responsibility.
• Ensure an active audit program is implemented and sustained to verify all lifting equipment records, registers and certifications are current and accurate (e.g. for fixed/mobile cranes, forklifts, etc.
• Review risk assessments involving hazardous substances; ensure controls are implemented to prevent injury, illness and/or property damage
• Conduct periodic audits to ensure Safety Data Sheets are maintained and current for all hazardous substances used at the worksite; verify SDS are readily available to employees.
• Verify that all work activities involving confined space operations, working at heights, pressurized systems and other extreme environments have been risk assessed and actively monitored during operations.

Environmental

• Actively promote Environment Management Systems requirements (and recommended techniques) for reducing environmental waste, water usage, spills and energy consumption during worksite visits and training activities.
• Identify regional, country and/or local environmental regulatory requirements; provide advice to senior management, as required.
• Ensure appropriate Environmental Site Assessments (ESA) are completed for all facilities acquired/released.
• Ensure that environmental processes are followed during facility entry and vacate operations.
• Ensure development, implementation and sustainment of worksite specific Spill Prevention and Response Plans (SPRP) and Resource Management Plans.
• Verify that worksite Spill Prevention and Response Plan drills are conducted and documented; lessons learned published and communicated.
• Review, analyze and trend monthly environmental data (e.g. waste, water usage, spill amounts, energy consumption, etc.); develop and implement corrective actions.
• Conduct internal environmental audits to confirm that all substances with potential to be harmful to the environment are properly segregated and disposed of legally.
• Verify that environmental waste vendors are approved and audited (as required).
• Verify employees are properly trained and competent to perform work activities in hazardous environments.

1.BIM Leadership:

• Provide strategic leadership in implementing BIM processes and standards across the team. The Area BIM Lead is reporting to the Area Lead and the MSO BIM Lead

3.Quality Assurance:

• Establish and enforce BIM quality standards to ensure the accuracy and reliability of project models.
• Conduct regular reviews of BIM models to identify and resolve issues promptly.

4. Collaboration and Communication:

• Foster a culture of collaboration and open communication among all disciplines involved in the engineering JV.
• Work closely with Area Lead, Discipline Leads, BIM Lead, MSO BIM Lead, engineers, and other stakeholders to ensure the successful implementation of BIM processes.

Qualifications:

• Bachelor's or Master's degree in a relevant engineering discipline.
• Minimum 5 years of working experience with at least 3 years’ experience in an engineering or construction company having successfully completed BIM production or coordination for at least 2 projects
• Extensive experience in BIM coordination within the engineering sector on major infrastructure project
• Proficiency in BIM software tools (e.g., Revit, Navisworks, BIM Collab).
• Strong leadership and project management skills.
• Excellent communication and interpersonal skills.
