The Director/Deputy Director, Risk and Compliance, working with the Chief Risk and Compliance Officer (CRCO), is primarily responsible for developing and implementing the Enterprise Risk Management (ERM) and Compliance functions for the Thomson Medical Group (TMG) to ensure effective administration and implementation of the ERM and Compliance practices in TMG.

Responsibilities:

Risk Management

· Oversee the development, implementation and maintenance of a robust Group Enterprise Risk Management Framework to manage the risks of the Group;

· Collaborate with the various teams in the Group including regional entities in the Group to cultivate an enduring culture within the Group that emphasises commitment to risk management, internal controls, ethical standards and compliance to laws, regulations, internal policies and operating procedures;

· Continuously refresh and update the Enterprise Risk Management Policy to ensure relevance of the risk governance structure, roles, responsibilities, supporting processes, information flow, and approach to determining TMG’s risk appetite;

· Keeping abreast with new or changes in the regulatory framework, highlighting the requirements to relevant stakeholders, and working with the stakeholders for the required actions;

· Regularly review and enhance the Risk Management Strategy & process which sets out the structured and logical approach for risk identification, assessment, management, monitoring and reporting/escalation processes based on top-down and bottom-up approaches;

· Regularly review the Risk Governance Structure for the Group which sets out the roles, accountabilities, and decision-making process to provide oversight, ownership, and coordination of risk-related issues in the Group;

· Regularly monitor, review and enhance the Risk Management Process to ensure that it continues to effectively manage risks, including risk identification, risk assessment, risk treatment, as well as risk monitoring, reporting and escalation. This includes:

o Annually update the key risks of the Group

o Semi-annual reporting the ERM plans to the Board

o Quarterly reporting of the Key Risks Metrics to the Senior Management

o Identify controls and formulate action plans to help minimise, manage, and mitigate primary risks and then monitor the progress of these efforts at both the entity and business unit/department levels

o Creating and disseminating risk register, risk analysis reports and progress reports to different stakeholders, including employees, board members, and C-suite executives

o Ensuring that risk management priorities are reflected in the company's strategic plans

· Develop annual training plan for Risk Management and Compliance to create awareness and enhance proficiency and knowledge in these areas;

· Develop, refresh and update Group Compliance Policy that spells out the Group’s approach and attitude towards compliance and governance and seek approval of the Audit and Risk Committee;

· Work with the Group Financial Controller and Business Unit Financial Controller on the internal audit findings to ensure that the risk-based audit approach taken ties in closely with the risk management process;

· Assists in the investigation and following up on compliance issues, breaches of laws & regulations, policies and code of conduct;

· Working with Director of HR in providing the analysis and details in the incorporation of risk management, compliance, and audit performance indicators in the annual performance appraisal structure;

· Refresh and update the Code of Ethics and ensure proper dissemination, training and compliance; and

Intellectual property and Trademarks

· To manage and ensure the Group’s intellectual properties are protected;

· To develop and implement the Group’s strategy for cost-effective IP and trademark registration in the various jurisdictions; and

· To manage the registration of the Group’s intellectual property and trademarks.

Data Security

· To work with the CRCO to oversee the Group’s Personal Data Protection function including regularly review and enhance the PDP Policy and Standard Operating Procedure, manage the PDP processes;

· Provide training of all staff on data security and PDPA matters; and

· To work with the Director of Digital Technology to develop, implement and monitor the Data Management Policy and process to ensure adequacy of cybersecurity and data management and manage the processes to ensure the confidentiality of data is protected.

Sustainability Reporting

· Oversee the development, implementation and continuous improvement of sustainability policies and procedures;

· Collaborate with cross-functional teams to identify, develop and implement ESG initiatives and strategies that support our sustainability journey and improve resource efficiency;

· Report to the Board and/Audit and Risk Committee on sustainability/ESG related matters and provide secretariat responsibilities for sustainability steering committee and sustainability taskforce;

· Provide oversight on the production of sustainability reports, ensuring accuracy, transparency, and compliance with reporting frameworks such as the Taskforce on Climate-Related Financial Disclosures (TCFD), Global Reporting Initiative (GRI), International Sustainability Standards Board (ISSB) etc, including coordinating the external assurance process for sustainability reports, ensuring alignment with auditing standards and industry best practices;

(A) JOB SUMMARY

You are responsible for medical affairs and clinical matters for the hospital, which includes:

1. Providing support to the Medical Advisory Board and Continuing Medical Education Committee.

2. Oversees Doctors’ Accreditation and Credentialing, and Re-accreditation matters and to ensure that all doctors’ accreditation status is updated timely.

3. Manages medico-legal matters and Serious Reportable Events promptly and according to timeline.

(B) PRIMARY DUTIES & RESPONSIBILITIES

1. To be the secretariat for Medical Advisory Board meetings, which include scheduling of meetings, minute taking and any other related matters in accordance with the Terms or Reference.

2. To be the secretariat of any ad-hoc Quality Assurance Committee (Including Committee of Inquiry) that may arise from time to time when there are cases for deliberation and discussion within the Medical Advisory Board and its subcommittees.

3. Risk manage and de-escalate medico-legal matters and Serious Reportable Events (SREs), including but not limited to:

a. Clinical Cases

• Maintaining records and data of medical incidents to:
• Summarize the information gathered from all stakeholders and prepare both preliminary and final reports (incorporating the views of expert opinion and legal advice provided) on the position adopted by the hospital and its rationale.
• Corresponding appropriately with hospital’s appointed legal advisors.
• If necessary, submit the MARSH report form to the hospital’s appointed insurers as and when necessary.
• Submit data timely to the National Quality Assurance System (NQAS) according to the stipulated timeline for all SRE cases.
• For medico-legal cases, to monitor and respond timely to all enquiries and follow-up actions from hospital appointed legal advisors or any other parties involved.
• Ensure prompt communication to patient or their next-of-kin as and when required.

b. Management of queries relating to Clinical Operations

• Respond to queries relating to Clinical Operations policies from both internal and external parties and maintain the query database.
• Assist in the preparation for any MOH Licensing and Accreditation Audits.
• Timely submission of data into Healthcare Application and Licensing Portal (HALP).
• Follow-up closely with all stakeholders for data submission prior to hospital inspection for Annex A submission and preparing Annex B for actual inspection.

4. Work closely with Quality Management Department for smooth hospital inspection by the MOH team.

5. Keep close tracking for all incoming emails from MOH and disseminate timely to Senior Management and all stakeholders for follow-up actions.

6. Work closely with Administrative Executive to administer Doctor’s applications for Accreditation and Credentialing and Re-accreditation including maintaining the master files and database of the accredited doctors to be updated timely. Ensure that all licenses, memberships, and certificates are renewed and valid at all times.

7. Support Doctor’s engagement and relationship building, including the administration of Continuing Medical Education (CME) activities such as organizing of medical talks / seminars / workshops for doctors and CME points submission.

8. Disseminate timely notification to doctors when there are urgent updates on hospital’s matters such as disruption to pharmaceutical items, etc.

(C) SECONDARY DUTIES & RESPONSIBILITIES

1. Any other duties and responsibilities that may be assigned by the Reporting Officer and company from time to time based on the company’s needs.

(D) KEY JOB SPECIFICATIONS

• Relevant tertiary qualification. Degree in any disciple.
• Medical / Nursing / Healthcare Management degree preferred.
• Minimum 5 years of relevant experience in healthcare services managing medical affairs portfolio preferred.

Develop and lead the implementation of reimbursement and health economics/market access strategies for all countries in the region including the development of the overarching reimbursement and health economics/market access strategy, and providing guidance on the necessary evidenced by respective payers. Develop strong internal and external relationships to achieve health economics and reimbursement goals and objectives.

Key Responsibilities:

• Develop and lead the execution of strategic reimbursement plan for each product. Drive the development of reimbursement for key products in prioritized markets.

• Administer monthly product quizzes to ensure a consistent level of product knowledge and understanding across the team and reduce incomplete/inaccurate information shared to students.
• Oversees training programs for existing staff, new hires, and temps.

Electronic Course Evaluation (eCE) Survey Administration (30%)

• Support the Manager and work with IT department to implement and ensure a smooth transition to a new course evaluation platform.
• Create, publish, and monitor course evaluation projects (questionnaires) from students.
• Build, manage, and automatically distribute course evaluation reports to stakeholders.
• Perform administrator duties to maintain the new platform and manage the access rights of various users onboard the eCE platform.
• Any other ad-hoc matters related to course evaluations administration.

Strategic (10%)

• Support projects, system enhancements and process implementation for systems/applications used by SS department.

Job Requirements

• At least 2 years of supervisory experience in customer service, preferably in a contact centre environment.

POSITION SUMMARY

Plan, organize, direct, control, and develop the FedEx Sales organization throughout Asia Pacific, Middle East, and Africa.
