Roles & Responsibilities:

Involved in all aspects relating to the design and construction management of all types of civil and structural system

To lead the engineering team, carry out civil and structural engineering jobs in front end engineering design, detail engineering design

To generate project specification, design philosophy, calculation template to comply with clients’ requirements and the local authority’s requirements

To provide logistical support (site utilisation) when needed, as requested by sub-contractors

To be the liaison for the coordination of different trades within the same discipline

Responsible for all on-site engineering issues pertaining to site matters

Coordinate with sub-contractors and attend to clients' queries to ensure timely work arrangements

Involved in the day-to-day management of site supervision of construction activity to ensure site works are carried out as per schedule and the local authorities’ quality standards

Requirements:

Bachelor Degree in Civil Engineering/Building Construction or any equivalent qualification

Site experience on Super structure works for reinforce concrete, Steel structures and Precast structures

Experience / Knowledge in Bridge Construction/ Crosshead/ Lifting Frame /Launching Gantry Operation/ Pre-cast Segment Method/ MRT/ LTA will be an added advantage

Minimum 5 years of relevant working experience in local construction industry will be an added advantage

The Civil Engineer is responsible for providing engineering and administrative coordination for the design, supply, construction and testing of the project. The primary challenge of this position is to ensure the project is completed in a timely and cost effective manner to meet contractual arrangements made with the client. Responsibilities will focus on projects with bulk earth works and civil works.

Key responsibilities and accountabilities

Safety

• Undertake all responsibilities in a safe manner.
• Ensure a safe working condition is present for all employees, contractors and visitors.
• Participate in daily pre-start meetings.
• Use appropriate personal protective equipment and safety systems such as job safety analysis, pre-work checklists and risk assessments.
• Comply and have input into safe working procedures.

• Actively participate in safety training.

Technical

• Manage interface between UGL Electrical/Structural Engineers and Civil design consultants
• Liaise with subcontractors to ensure job is constructed to the drawings, to the customer requirements
• Attend meetings with client taking a lead role on items like bulk earth works and civil works
• Liaise with Client on all technical aspects of the project
• Ensure that the survey of installations throughout the project is conducted in a professional manner with all results being reviewed and accepted as correct with actions coordinated and documented.
• Verification of all Subcontractor earth works and civil works quantities for progress claims
• Assist the Project Manager with compliance to the documentation required under the UGL Management System
• Review and plan the project with the Project Manager to ensure technical aspects of job are clear and to become familiar with contractual arrangements made with client
• Liaise with Construction Manager to ensure job is on schedule
• Provide a focal point for all technical based queries for associated subcontractors/suppliers.
• Provide engineering advice for subcontractors/suppliers
• Liaise with the Project Manager and the Project Planner regarding schedule issues and status of activities
• Prepares with the Quality Manager all Inspection and Test Plans and associated Project Specific Procedures
• Ensure that the quality requirements of the client are adhered to and that company procedures are followed
• Assist the Project Manager with all procurement and purchases of goods and services
• Assessment of risks and hazards involved in tasks, and methods to manage the hazards in order to prevent incidents, injury and damage
• Assist the Project Manager in preparation of monthly reports and also attends the monthly report meetings with Client
• Prepare and circulate the minutes of the monthly meeting with Client
• Responsibilities as per Work Health Safety Training Needs Analysis Matrix
• Propose creation and/or modification of HSSE documents within the management Ensure compliance with all record keeping requirements
• Undertake any adhoc projects, initiatives, tasks as directed by the Construction Manager

Qualifications and Education Requirements

Responsibilities:

• Assist Piping Lead Engineer and execute the tasks assigned by Lead Engineer with no or minimum supervision.
• Lead a group of piping engineers and designers to execute the tasks assigned by Lead Engineer or/and monitor the work executed by engineering design house where applicable.
• Review and monitor engineering design progress related to piping work scopes.
• Prepare and raise technical query (TQF) and engineering variation order (EVO) related to piping for additional work scopes.
• Align the piping design output (such as piping isometric drawing, pipe spool drawing, etc) with construction team to ensure all the information required by construction teams are incorporated.
• Understand department and project specific design workflow.
• Understand Contract Specification and project requirement summary.
• Understand Class and Regulatory Requirement, Piping, Special Item and Valve Material Specification.
• Understand P&ID and piping routine requirements.
• Understand equipment layout plan (include escape route, maintenance space, mechanical handling, other equipment).
• Understand non-piping design related requirements such as fabrication, erection, painting, QA/QC, testing and commissioning.
• Responsible for ensuring that all works meet scope and technical quality of the project and comply with project requirements.
• Monitor P&ID revisions and ensure the compliance between piping 3D model with latest P&ID.
• Monitor design input need date and data required to execute the piping design works.
• Monitor 3D model clash and design review comments / punch lists.
• Monitor the comments from Client and Classification Society.
• Monitor all the piping related interface points.
• Monitor all the hotwork, tank’s coating and drydocking related activities where applicable.
• Monitor piping procurement status and surplus material due to drawing revision.
• Monitor all the hold items that affecting piping design completeness.

• Ensure proper communication and workflow are well established between piping stress team with pipe routine and pipe support designer team. Closely monitor the compliance between piping 3D model with the latest pipe stress analysis report.
• Review/comments piping arrangement, isometric and pipe supports drawings from piping designers.
• Review/comments on piping calculations carry out by other piping engineers/ subcontractors (e.g. pipe stress analysis report, flow master report, surge analysis report).
• Review/comments technical proposal from vendor.
• Review/comments vendor certified Document (VCD).
• Monitor and control drawing revisions especially when construction already started.
• Ensure proper communication and workflow are well established between piping designing team with construction team. Monitor the compliance between piping construction drawing (piping isometric and pipe support drawing) with the latest 3D model.
• Monitor the piping design database completeness (such as 3D model attributes, etc) to meet the project Digital Engineering requirements.
• Interface with vendor, other discipline lead, procurement, production, commissioning.
• Onboard vessel to carry out inspection at site.
• Provide support to piping construction, QA/QC and other non-engineering design related activities such as inspection, coating, painting, welding, test packages, etc.

Requirements:

• Prefer to have at least 5 years of piping engineering related working experience or similar activities as describe above.
• Min. Bachelor Degree in Mechanical Engineering.
• Prefer to have experience in Offshore/Shipyard project, Rig building/Ship building.
• Prefer to have experience in FPSO project, both topsides & marine.
• Good knowledge in Piping Design.
• Good knowledge in International Standards related to Piping such as ASME, ASTM, API and Classification Society Rules and Regulations.
• Good skill in Excel is preferred.
• Experience in using AutoCAD, Naviswork, Smart Plant, Aveva, Cadmatic, etc. is preferred.

Overview:

To lead a team of personnel (Yard and contractors) on the efficient operation of activities carried out onboard vessel (offshore newbuilding, repair, conversion and modification) or workshop and ensure that works are completed within stipulated schedules with skill, efficiency, quality and innovative solutions. Operation activities include practical design, practice procurement, project management, construction, installation, testing and commissioning. Lead the Safe Distance Officer for Covid-19 or similar where applicable.

Responsibilities:

• Administers, monitors and continuously ensures that all operations conform to safety requirements and maintains high safety standards.
• Based on defect list given by ship owner, plans, prioritises and executes repair activity based on available resources and facilities. Provide information to APM for any CM39 requisition
• Co-ordinates and disseminates all the repair activities in the repair process in a given schedule with supervisors, yardmen and contractors in accordance to the Department Work Instruction and specifications.
• Attends vessel safety co-ordination meetings to ensure that all repair activities are carried out in a safe environment and meets the applicable statutory, regulatory and contractual requirements.
• Attends department production meeting to co-ordinate work progress, update work schedules promptly and scope of work. Highlight critical path and also channel to Ship Repair manager to achieve project milestones and prevent cost overruns.
• Liases with Shiprepair Manager/ Billing Dept about variation and additional in work scope. Raise variation order for additional work not stated in the specs
• Liaises and coordination with relevant trades towards milestone set
• Liaises with Superintendent for critical activities for smooth operation and provide technical proposal.
• Ensure cost control by correct Just In Time material ordering, proper manpower deployment and reporting, rework prevention, continual improvement on work method in order to meet the EVA, KPI and Key Thrust set by the department
• Feedback to HOD and superior on any non-conformance and record in Incident reporting and follow up on corrective actions
• Ensure all completed works carried out are documented and verified by Client
• Contractors work completion report verified as per actual carried out
• Ensure proper usage of department assets and report any non-conformance
• Whenever required communicate through by means of IT networking and solutions
• Ensure the safety of personnel through compliance with Occupational Safety and Health and Environmental Regulations and HSE operating procedures and conduct Risk assessments before commence of work. Counsel employees about compliance as necessary.
• Participate in the preparation of Safe work, Environmental control and Emergency procedures and Audit Matters e.g. ISO9001:2015, ISO45001:2018 and ISO14001:2015.
• Ensure that all Health, Safety, Environmental & Quality (HSEQ) plans are followed. Perform Safe Management/ Distancing Officer duties stipulated when assigned
• Any other associated tasks and responsibilities assigned from time to time.

Preferred Requirements:

• Preferably with 2 years’ working experience in a similar capacity.
• Effective planning skills, good supervisory ability, conflict management skills and interpersonal skills.
• Effective problem solving and decision making skills are also essential.
• Ability to communicate in other languages (like Mandarin, Tamil, and Malay) would be an added advantage.
• Basic knowledge on Piping Standard and Compliance with all Codes, Policies, Procedures e.g. ASME Code for Pressure Piping B31.3, ASME IX, IACS
• Resourceful, dynamic, excellent leadership qualities, tactful, committed, good team player, customer oriented and able to work under stressful situations.

Preferred Qualifications:

• Minimum primary education with relevant working experience or diploma in Marine Engineering or Mechanical Engineering or NTC 3 certification or equivalent or completed apprenticeship in Marine Piping and Plumbing.
