Job Purpose:
The HSSE (Health, Safety, Security, and Environment) Manager will oversee and manage all HSSE aspects related to the construction of petrol stations and EV charging facilities across multiple sites in Singapore. This role involves ensuring compliance with local regulations, implementing safety protocols, managing risks, and promoting a safety culture to achieve zero incidents throughout the project lifecycle.
Key Responsibilities:
- HSSE Management:
- Develop, implement, and maintain HSSE policies, procedures, and guidelines tailored to the construction of petrol stations and EV chargers.
- Ensure compliance with Singapore’s workplace safety and environmental regulations, including any specific standards for hazardous materials associated with petrol stations.
- Conduct risk assessments and hazard analyses to identify potential HSSE issues and establish appropriate mitigation measures.
- Safety Compliance & Auditing:
- Monitor and audit construction activities to ensure adherence to HSSE standards.
- Lead regular site inspections and audits, ensuring corrective actions are taken promptly for any non-compliance.
- Maintain and update HSSE documentation, including incident reports, risk assessments, and safety audits.
- Training & Development:
- Develop and deliver HSSE training programs for site staff, contractors, and stakeholders, emphasizing safe work practices and emergency response protocols.
- Foster a safety-conscious culture by organizing safety workshops, drills, and awareness campaigns.
- Incident Management:
- Lead investigations of accidents, near-misses, and other incidents, identifying root causes and implementing corrective actions.
- Report HSSE performance metrics, including incidents and near-misses, to senior management and relevant authorities as required.
- Stakeholder Engagement:
- Collaborate with project managers, engineers, and contractors to integrate HSSE considerations into project planning and execution.
- Liaise with regulatory bodies, ensuring all necessary permits, licenses, and approvals are obtained and maintained.
- Environmental Management:
- Oversee environmental impact assessments and ensure construction activities comply with environmental regulations.
- Implement measures to minimize environmental impact, including waste management, pollution control, and resource conservation.
- Emergency Preparedness & Response:
- Develop and maintain emergency response plans specific to the construction of petrol stations and EV chargers.
- Coordinate emergency drills and ensure all personnel are trained in emergency procedures.
- Continuous Improvement:
- Identify opportunities for HSSE performance improvement and implement initiatives to enhance safety standards and environmental practices.
- Stay updated with industry trends and advancements in HSSE management practices.
Qualifications & Experience:
- Education: Bachelor’s degree in Environmental Science, Occupational Health and Safety, Engineering, or a related field.
- Certifications: Relevant HSSE certifications (e.g., NEBOSH, WSHO) are required.
- Experience:
- Minimum 10 years of experience in HSSE management, with at least 3 years in the construction of petrol stations, EV chargers, or similar infrastructure projects.
- Proven track record in managing HSSE in a complex, multi-site construction environment.
- Skills:
- Strong knowledge of Singapore’s HSSE regulations and standards.
- Excellent leadership, communication, and interpersonal skills.
- Ability to work under pressure and manage multiple priorities.
