- Lead, inspire and manage the commissioning team for projects related to the construction and commissioning of facilities for high-tech industries.
- Interact and negotiate with clients on commissioning goals and guidelines.
- Assist and guide project staff in defining commissioning responsibilities.
- Prepare, maintain and distribute detailed reports on the commissioning status and progress of systems and equipment throughout project cycle.
- Work with the project, construction and quality management teams to develop testing and commissioning plans, procedures and schedules.
- Co-ordinate and execute on-site installation inspections, pre-start-up checks, site acceptance testing (SAT) and the performance testing of complex mechanical, electrical and instrumentation systems, to ensure that systems and equipment meet design requirements.
- Conduct regular project-based meetings to highlight potential issues related to design, construction and commissioning, and offer solutions on how to avoid or minimize impacts to schedules and budgets.
- Liaise with consultants and third parties to carry out independent testing, verification and certification.
- Work in conjunction with the in-house design team and external package vendors to conduct design reviews and create operation and maintenance (O&M) documentation.
- Ensure that sub-contractors and package vendors are meeting quality requirements and completing their test and commissioning work to the standards laid out in project requirement and performance specification documentation.
- Prepare punch lists and conduct follow up reviews with sub-contractors, to ensure the timely rectification of punch items.
- Prepare and submit as-built documentation for system handover and project close-out.
- Conduct safety reviews and identify potential hazards to ensure that the company high standards of safe working practices are strictly enforced.
- Manage and implement Lock-Out-Tag-Out (LOTO) systems and procedures during the start-up and commissioning phases of projects.
- Develop training plans and coordinate training activities in conjunction with the project management team.
Job Requirements:
- Bachelor Degree in Engineering or related discipline.
- At least 10 years of experience in construction management and testing & commissioning with relevant fields such as Data Centre, Biopharmaceutical, Life Science, Semiconductor Plants projects.
- Knowledge of project management, preferably PMI certified PMP.
