Duties & Responsibilities:
1. Procurement
- Generate and implement efficient sourcing and category management strategies
- Create, maintain, update Approved Vendor List for the procurement needs of the Group
- Introduce, audit and upkeep Preferred Vendor List for the procurement needs of the Group
- Discovering profitable suppliers and initiate procurement partnerships
- Negotiate with vendors (suppliers and subcontractors) to secure advantageous terms (i.e. low price, compliance to specifications and delivery schedule)
- Review Credit Risk Analysis on subcontractors and material suppliers before awarding contracts to them
2. Contract Award and Project Management
- In-charge of the Procurement and awarding out of Contracts of local and international projects that the Group is involved in
- Work closely with Project team in identifying suitable vendors for project execution
- Devise resourceful procurement and sourcing strategies
- Work with Project and Design team to determine quantity required and timing of deliveries
- Analyse contracts with an eye toward reducing costs and increasing profits, while ensuring compliance with the law, project schedule and specifications- Ensure all Purchase Orders, Works Orders, Subcontract Agreements awarded are within budget, according to specifications and adhering to the delivery terms
3. Tender Support
- Work closely with Tender and Marketing team in identifying suitable vendors for tender
- Provide access to potential, approved and preferred vendors for Tender and Marketing Team to liaise with
4. Leadership and Management
- Lead team of purchasers to ensure KPIs are met
5. To handle any other ad-hoc duties and tasks assigned
6. Provide evaluation/findings and project results to HQ Tokyo in Japan on a regular basis
Requirements:
1. Minimum 25 years working experience in QS Department in the construction industry
2. Should possess a minimum qualification of Degree in Engineering or relevant field
3. Excellent communication skills (Verbal and Written). English proficiency is a must.
4. Familiarity with sourcing and vendor management
5. Proven proficiency in Microsoft office applications 5Proficient in Communication tools
6. Working knowledge of legal, specification requirements involved with contracts
7. Proven work experience as a Procurement Manager, Contract Administrator, Contract Manager or relevant role
8. Fluency in spoken and written Japanese would be advantageous as the incumbent will be required to communicate and collaborate with Japan Head Office
