Operations Manager, South East Asia (Offshore)

ROLE PURPOSE

  • The Operations Manager will support full spectrum of operations department and supervise the day-to-day operations of vessels under the control of APAC region.
  • TDW Australia office focal point for vessel, client, third party and intra-company liaison on matters concerning daily reporting and general operational matters.
  • To oversee the vessel movements, QHSE, procurement, agency, documentation, and statutory compliance.
  • Ensure the urgent issues in operational or manning are prioritized and resolved immediately.
  • Ensure all important administrative issues within the APAC outport are addressed.
  • Support Company activities regarding quality, health, safety, and environmental policy
  • Strong understanding of requirements within the ISO and ISM standards.

ROLE ACCOUNTABILITIES


Operation

  • Contribute to the development of the company's strategy, and work towards the company vision, goals, and work in accordance the company values.
  • Contribute actively to a positive communication between everyone in the company and its international divisions.
  • Conduct regular vessel visits to ensure a strong safety performance culture (Zero LTI) and ensure compliance with all HSE regulatory requirements.
  • Review and propose changes for improvement to meet the established ISM standards and requirements for the company.
  • Support QHSE with maintaining and auditing ISO standards & requirements.
  • Monitor all operational expenses and effect actions, when necessary, Report monthly to GM on any high expenditure.
  • Liaise with local/ oversea agencies and authorities in regards of operation matters.
  • Manage the APAC vessels daily and liaising with Accounts, Purchasing, Technical and other relevant departments on operational requirements.
  • Monitor and follow-up action items from master’s under APAC region’s control.
  • Respond, prioritize and action as appropriate urgent issues, phone calls and emails from the vessels and charterers.
  • Liaise and resolve problems with internal and external contacts on a variety of matters, i.e., operational, manning requirement, immigration, and port clearance issues, etc.
  • Monitor and ensure that Company is getting the best/lowest rates from suppliers for its operational expenses, including Fuel and action when necessary to ensure within budget.
  • Respond to ad-hoc queries and requests from client, government contacts and TDW group.
  • Perform other duties that may be assigned from time to time.
  • Assist Crewing Manager with crews’ injuries/ illness immediately.
  • Initiate and coordinate the development of Officers’ as per personnel evaluation report (PEV) recommendations.
  • Assist with crewing agencies and Crewing Manager to coordinate on crew relief planning, crew’s movements, documentation and in selecting the right qualified crew team for vessel operations, and act as an intermediary in disciplinary matters.
  • Plan and liaise with the General Manager on movements of the regional DP & Marine Assurance Superintendents for crew training, audits, and investigations. Maintain KPI’s for these vessel attendances.

QHSE

  • Take responsibility for the safety of myself and those around me by displaying safety leadership principles
  • Challenging and stopping unsafe acts and behaviours or unsafe conditions.
  • Comply with the Global Safety Standards, Polices and Operating Procedures.
  • Interaction with customers concerning all QHSE & Marine Assurance matters Manage the development and utilization of the Unisea platform.
  • Contribute to all Monthly Business and Safety Meetings.
  • Lead Incident / Accident Investigations.
  • Maintain Incident/ Accident Archive Database with Unisea.
  • Generate Lessons Learned and or Safety Flashes.
  • Assist with Management of Change requests.
  • Ensure timely MOC responses to vessels.
  • Ensure MOC’s are filed with the Unisea Platform
  • Manage QHSE support activity to all departments and staff.
  • Lead DOC and Customer required Company Audits
  • Review and manage all internal and external audits within the Unisea Platform. Manage the Unisea Audits App to ensure proper follow up and closeout of all Findings


Team Management

  • Lead employees to meet the organisation's expectations for productivity, quality, and goal accomplishment. Provide oversight and direction to the employees in the team in accordance with the organisation's policies and procedures.
  • Manage and maintain effective employee work schedules including assignments, job rotation, training, vacations and paid time off, cover for absenteeism, and overtime scheduling.
  • Plan staffing levels and work with HR to recruit, interview, select, hire, and employ the right people within budgetary guidelines. Coach, mentor and develop staff, including overseeing new employee onboarding and providing career development planning and opportunities.
  • Consciously create an engaging workplace culture that emphasizes the identified mission, vision, guiding principles, and values of the organization. Lead employees using a performance management and development process including goal setting, feedback, and performance development planning.
  • Empower employees to take responsibility for their jobs and goals. Delegate responsibility, drive accountability and provide regular feedback for continuous improvement.

People Management

  • Ensure effective resourcing is achieved in time and on budget and ensure the management of employee’s tasks and time is balanced and appropriate.
  • Set the goals and manage the performance of team and individuals in line with department performance targets through the performance management process.
  • Engage employees through coaching, mentoring, two-way communication and use of career and development tools and processes.

QUALIFICATIONS / SKILLS / LICENSES


Education: e.g. Bachelor's degree in Nautical studies, or a related field and a minimum of 5 years of relevant experience OR in lieu of degree, Professional certifications (such as Master Mariner, Certificate of Competency) with more than 10 years of relevant experience.


Skills & Experience:

  • Commercial Maritime Qualification (CMQ): This industry-recognized qualification demonstrates competency in various aspects of commercial ship operations. Different levels of CMQ exist depending on the size and complexity of the vessels managed.
  • Industry Experience: Experience in an offshore support vessel environment is a must.
  • Marine Orders: Depending on company regulations and vessel size, a Captain's or Master's qualification from a recognised maritime authority may be required.
  • Strong understanding of maritime regulations: In-depth understanding of international maritime regulations, including SOLAS (Safety of Life at Sea) and MARPOL (International Convention for the Prevention of Pollution from Ships), as well as regional regulations applicable to Southeast Asia.
  • Excellent communication, leadership, and interpersonal skills: Strong ability to lead and motivate diverse teams, including crew members and shore-based staff. Effective communication with internal and external stakeholders is crucial for operational success.
  • Problem-solving and decision-making skills: Capable of making informed and timely decisions in challenging situations, ensuring the safety and efficiency of operations.
  • Commercial acumen: Understanding the business aspects of shipping operations, including cost management and strategic planning, to enhance operational profitability.
  • Analytical and Risk Management Skills: Proficiency in data analysis to optimize marine operations, assess risks, and implement improvements for operational efficiency.
