Responsibilities:
This role is mainly in charge of managing the maintenance/repair of vehicles, compactors/bins, equipment and machineries as well as the back office support. This role will also be the backup for the Operations Manager
Back end office support
- Effectively manage the work allocation for the back office support
- Manage and coordinate the deployment of the back office support with other departments in charge
Purchasing and Budgeting Cost Control
- Source, compare and engage contractors/vendor/supplier for Engineering department (eg: tyres, spare parts, repair and maintenance of vehicles and equipments, bin inspection, for welding etc)
- Work with Purchasing department on vendor sourcing
- In charge of submitting quotations and invoices for approval
- Review quotations carefully, make comparison before making decision on the choice of vendor/service to use/goods to buy.
- Discuss with COO before making any purchase above the Authority Limit (or outside scope) and whenever in doubt
- Manage and monitor operational cost to meet budget
- Assist in identifying areas for improvement or deficiency, especially on cost reduction.
- Improve productivity by closely monitoring and reviewing monthly expenditure especially in the areas of optimizing manpower deployment, OT, staff recall, spare parts and materials usage, repair turnaround time etc.
Inventory/Asset Management and Manpower Management
- Effectively manage manpower and work allocation for the entire Engineering Department, which includes the Maintenance and Welding team
- Ensure properly planning and scheduling of routine checks for our vehicles, compactors, bins, equipment and machines at the plant.
- Coordinate with Operations Department on the routine check schedule
- Work with external vendor to ensure our vehicles/bins/equipment/machinery are repaired within a reasonable stipulated time frame in order not to affect daily operations
- Supervise, review and challenge Maintenance team’s decisions on whether a vehicle/machine/equipment should be repaired in house or to be sent to external workshop
- Ensure proper inventory tracking and recording of tyres, spare parts, welding related materials and that all are properly recorded and accounted for
- Ensure proper recording and inventory count of our bins and compactors are done daily
- Monitor the expiry dates for all vehicle inspection/ road tax renewal / VPC renewal / hook lift inspection/ bin inspection and ensure all are renewed before the deadline , and update in Navision system
- Ensure all OTC/Compactors are certified
- Review all the employees’ Work Logs, Daily Job Report, Maintenance Service Reports etc
- Conduct investigations and provide reports of accidents and mishandlings. Submit Accident Report within 24 hours and inform Insurance Company (if necessary) and other relevant departments
- May have to travel outside designated work location occasionally (eg: to attend to vehicles that have broken down, met accident etc)
- Keep proper record and filing of ISO related reports (eg: vehicle servicing, vehicle repair, bin repair etc)
- Ensure that the assigned Key Performance Indicators (KPI) are met.
- Train department employees on their job scope and safe work practices, including the proper use of PPEs
- Monitor and control all staff matters (eg: MCs, medical claims, leave matters, last minute leave, OT) and to ensure compliance to all regulatory guidelines)
- Submit OT report to COO for review and approval
General Management and Leadership
- Work with HR department on recruitment process, onboarding, and training of employees
- Coach and review employees’performance periodically and highlight to them their strengths, weaknesses and areas of improvement.
- Maintain effective and frequent communication with COO and Engineering Supervisor
- Build rapport and maintain effective communication with all stakeholders to ensure smooth operations.
- Engage in regular meetings, briefings, dialogues and feedback sessions, etc with staff to ensure that business processes established are aligned with both staff’s acceptance and company’s policies.
- Stays up to date on industry regulations, trends, news, best practices and technology
- Perform any other duties and ad hoc projects assigned by COO or other Management Team.
Backup to the Mangement (when necessary)
- Perform site survey and walk the ground to assess and plan manpower, equipment, and route
- Assist to plan and optimise vehicle route
- Manage and lead the team of drivers, vehicle attendants, general workers and planners
- Manage the deployment of general workers stationed at customers’ premise
Requirements:
- Minimum at least 4 years working experience in route planning & supervisory roles
- Strong leadership skills.
- Good interpersonal and communication skills. Able to engage with stakeholders of various levels.
- Able to work independently with minimal supervision, as well as being a good team player.
- Meticulous and pay attention to details.
- 5.5 days work week
- Preferably with Class 3 & 4 licence
