Scope of Responsibilities:
• Ensure the correct application of the ‘HSE by Design’ Reviews across the project and ensure any significant risks or major non-compliances are addressed.
• Coordinate HSE aspects of all design work and cooperate with others involved with the project.
• Support the design team in respect of design coordination and the identification, elimination, reduction and recording of residual risks.
• Support the design team in undertaking process hazard analysis and ensure all outcomes are recorded and actioned through the design process.
• Support the design team in conducting ‘HSE by Design’ risk reviews, layers of protection analysis, consequence analysis throughout project life cycle.
• Ensure that any residual risks identified from the detailed design phase are recorded on the risk register communicated and that full information is provided for Commissioning and Start-Up HSE Plan
• Ensure that contractors with design responsibilities fulfil their roles, to eliminate, mitigate or control
risk identified as residual risks during detailed design phase.
• Lead prestart-up safety reviews with all stakeholders and ensure all outcomes are recorded and actioned before handing over to operations.
• Support incident investigation of process-related safety and environmental-related incidents and manage it through incident recording and tracking program.
