Key responsibilities and role

Marine Operations

• Represent the Company in external Marine matters.
• Verify conformity with external Bids/Tenders when applicable and required.
• Be updated about relevant mandatory operational requirements and information in-house.
• Ensure that practical procedures to meet the company’s Objectives and Policies are implemented and revised.
• Coordinate and Arrange for Vetting Inspections such as SIRE, CDI & RightShip in Fleet originating from the Singapore Administrative office and follow up on the closure of findings.
• Coordinate Flag State Control (FSC), Port State Control (PSC) and United State Coast Guard (USCG) inspections, and respond to deficiencies observed during these types of inspections.
• Ensure compliance with MARPOL and OPA-90 concerning vessel operation.
• Coordinate preparation, approval and maintenance of OPA-90/VRP, SOPEP or other flag state-required preparedness plans.
• Coordinate registration and take over or hand over of vessels.
• Coordinate and arrange issuance and amendments to the CSR (Continuous Synopsis Record).
• Keep VP, Fleet and/or Fleet Manager informed about matters related to the Senior Marine Manager / Marine Manager’s area of responsibility.

Health, Safety, Environment and Quality

• Monitor compliance with the documented business processes and company’s SMS on board and ashore.
• Prepare audit plans and perform the yearly audits onboard the vessels.
• Plan and carry out external audits, vetting and inspections on board and ashore
• Carry out incident investigations.
• Responsible for the registration and follow up of Non-Conformities and planned Corrective Actions.
• Assist in preparing new procedures in cooperation with relevant departments.
• Prepare inputs from Marine Department for Management Review.
• Participate in the development of OSM objectives and policies related to HSEQ and monitor that these are adhered to.

Qualifications

• The position requires that the holder has a background as a Master Mariner or has extensive experience as a senior officer on a specific type of vessel in the fleet or similar experience ashore.
• The position requires that the holder can communicate in both written and verbal English.

Experience

• The position further requires that the holder has the competence to conduct vessel internal audits related to the company's SMS and is conversant with the ISM and ISPS codes

• Lead and manage a team of QS in the administration and review of procurement and contract management
• · Responsible and lead the team on evaluation and preparation of sub-contractors' claims and issuance of payment response within stipulated timeframe (SOP Act)
• Allocate tasks to QS and provide effective supervision
• Review contract documents and provide cost estimates on tenders
• Oversee and manage main contract progress claim and subcontract payment including variation claim
• Resolving contract disputes and contract claims, assessing entitlement for extension of time and loss/expense claim
• Oversee the management of document control and distribution of drawings, specifications, and all other relevant documents.
• Communicate contract-related information to all stakeholders
• Ensure proper documentation of additional works, alterations or design changes, and lead the team in preparing variation orders
• Advise and administer Extension of Time claim
• Ensure timely finalisation of main contract and subcontract
• Prepare and monitor project cost budget, cash-flow for project, track changes in design/construction work, variations and adjust budget projections accordingly
• Able to independently lead and manage project

Requirements

• Bachelor’s Degree in Quantity Surveying / Construction Management / Civil Engineering or equivalent
• Minimum 8 years relevant experience in project tendering, contract negotiation, administration and/or management
• Excellent communication and negotiation skills, analytical mindset, problem solving abilities
