Contract Period: 12 months plus 12 months (Option)
Working hours:
Mondays to Fridays: 8.30 am to 6 pm (with 1 hour of lunch break)
Scope of Services
1) To represent the Superintending Officer (SO) on site to supervise the works in accordance with local legislation and authority regulations.
2) To supervise the execution of the works and maintain quality control and ensure that the works are carried out in accordance with the contract specifications, drawings, all other contract documents, site instructions.
3) To assist the SO in all aspects relating to the construction of the Cove projects, keeping and reviewing the record of works progress, materials, equipment at site, variation works, tests reports, inspections, provisional quantities, dayworks, etc, monitoring schedules, observe and comply with site safety of contractors, and submitting all reports to the SO. To attend all site, progress, variation and co-ordination meetings and to keep proper minutes of these meetings, relating to the Cove projects and other duties as directed by the SO from time to time.
4) To check shop drawings, samples, etc submitted by contractors.
5) To provide full support and assistance to the SO in ensuring that their
instructions are communicated effectively, and works are being carried
out in accordance with instructions from time to time.
6) To assist the SO in the review of contractor’s proposed method statement
and working procedure and to verify that they are properly executed on
site.
7) To assist the SO to verify the works done and variations claimed by
contractors in their request for progress payments.
8) To verify all reports and claims submitted by contractors.
9) To check all drawings and specifications for discrepancies and report to
the SO.
10) To ensure that works are carried out in a safe and proper manner and inspect completed works and report on defects.
11) To assist the SO to prepare site instruction to contractors as well as list of defects of any completed works. For the avoidance of doubt, he shall not issue instructions involving cost or time to Contractors.
12) To check on quality of materials delivered to site and report to SO any materials that are not conforming to the specifications.
13) To monitor progress of rectification works and ensure all defects area satisfactory rectified.
14) To inspect and assist with handing/taking over of completed works.
15) To assist the SO in ensuring a full documentation of warranties and test reports are being submitted.
16) To verify all as-built drawings submitted by contractors against actual works done on-site and ensure contractors rectify all discrepancies in the submitted as-built drawings. He shall ensure a complete and correct set of as-built drawings for the Cove projects is handed over to the SO.
17) To prepare daily reports, and any presentation slides for all the related Cove projects whenever required.
18) To assist SO on the tender site show round event for all the related contracts whenever required.
19) To prepare presentation materials and to brief Management from SDC from time to time as necessary on the status and progress of the Cove projects. He shall also report to SDC/SCRM for ad-hoc tasks assigned in relation to the works such as preliminary site study and measurement as well as any other duties stipulated in the Building Control Act and required by BCA
Qualification, Skill & Experience
Civil & Structural
i) Experience in building structural works, road, footpath, drainage, sewerage and services.
ii) Experience in irrigation system, landscape and hardscape is preferred.
iii) Excellent skill in MS Words, MS Excel, and Power-point for preparing of daily reports, presentation slides for projects updates, maintain proper record for claims and etc.
iv) Min. 5 years of experience in infrastructure works relating to road, drainages, sewerage and services.
v) Min. Diploma in Civil & Structural Engineering for supervision of C&S projects;
vi) Must be registered as Resident Technical Officer (RTO) with IES/ACES for the respective discipline.
