JOB SUMMARY:

Responsible for all quality matters in the Maintenance Services. Responsible for the development and administration of the quality and safety system to ensure compliance with the airworthiness requirements. Direct responsibility for all matters affecting airworthiness and regulatory requirements.

KEY RESPONSIBILITIES:

Quality and Regulatory Compliance :

• Ensure quality compliance with the aviation regulatory requirements and PAC quality policies and procedures. Maintain a quality system that is in compliance with the various aviation regulatory requirements such as SAR145, FAR145, EASA145, CCAR145, etc.
• Provide guidance and support to other departments in areas of quality and certification, such as FAR Part 21.
• Ensure that the scope of work is carried out per requirements and submit the new scope of work to relevant aviation authorities for approval.
• Establish and monitor the customers’ satisfaction or dissatisfaction or complaints on matters related to quality.
• Ensure compliance with the requirements of the Safety Management Systems under the various relevant airworthiness authorities.
• Ensure compliance with the requirements of the Workplace Safety and Health regulations as part of the safety committee.
• Establish and maintain the various exposition and manuals in accordance with the regulatory requirements.

Auditing:

• Focal contact for external quality auditors including customers’ quality auditors and aviation authority inspectors. Implement an independent quality audit program in which all quality and maintenance procedures are reviewed at regular intervals.
• Any observed non-compliance or deviation from standards is to be brought up to the attention of the person concerned via his/her supervisor, with a time scale for corrective actions to be completed.

We are looking for motivated and analytical individuals who play an important role in enhancing Changi Airport's operational performance in safety, capacity and efficiency. Your role requires you to have in-depth knowledge of airfield and flow to manage airside operations at Changi Airport.

To ensure a high-performing airside operation, you will be the key conduit between stakeholders which includes airlines, ground-handlers, Air Traffic Control, CAG divisions, etc. You will provide operational guidance and support to strive for optimal on-ground execution to enhance Changi’s safety, capacity and efficiency. You will perform quality assurance and engage stakeholders to improve operational processes. You will monitor and analyse the factors that result in sub-optimal performance for the airside operations, provide recommendations and work with stakeholders to formulate solutions to resolve them. You will also be involved in projects related to optimize Changi Airport’s capacity and improving efficiency of business operations. You will develop proposals/ recommendations to solve complex operational challenges and develop contingency plans to handle operational incidents.

Requirements:

• Good degree in any discipline with at least 2 years of work experience . Familiarity with airport planning/operations, ground handling operations is a plus.

• Strong written and verbal communication skills, to be able to put your ideas across to internal and external stakeholders.

• Data analytical capabilities and programming know-how will be advantageous.

• Motivated team player, able to handle fast-paced projects and adapt to constant changes.

Authorities and Responsibilities

1. Responsible for providing directives for the Quality Assurance Department in meeting management objectives.
2. Formulate, implement and evaluate quality strategies programs for the company.
3. Implement and maintain a system of auditing the facility and periodic calibration of test, measuring equipment and tools.
4. Manage customer complaints, corrective and preventive action programs.
5. Administer and manage continuous improvement program for all QA processes.
6. Work closely with auditors, customers, production and suppliers to meet the quality requirements.
7. Manage sub-contractors for on-time supply of treatment process, as well as meeting technical requirement.
8. Review / prepare, administer and implement Quality Assurance Plans, Inspection Test Plans and other Operational procedures in accordance to the technical specifications, customer's surveillance requirements, and good manufacturing / engineering practices, and enforce the same on Operations in their execution.
9. Work closely among inter-department to ensure committed schedules are met in a timely and effectively manner.
10. Review and approve disposition program / action for nonconforming products.
11. Ensure that processes needed for the quality management system are established and implemented.
12. Report to top management on the performance of the quality management system, and note needed improvements.
13. Ensure the promotion of awareness of statutory, regulatory and customer requirements throughout the organization.
14. Ensure and coordinate the implementation of risk assessment and risk control of medical devices

The Quality Assurance Manager plays a crucial role in business by ensuring that products meet certain standards of quality. He/She plans, directs or coordinates quality assurance programs and formulate quality control policies. He/She also works to improve an organisation's efficiency and profitability by reducing waste. He/She prepares and update quality documentation, basing their processes on a recognised standard such as ISO 9000 – Quality Management, published by the International Organisation for Standardisation. He/She supervises teams of inspectors who carry out the detailed assessment of products and their components at different stages of production. He/She recruits and trains supervisors, and provides them with documented quality standards as guidelines for their daily work. He/She also selects quality inspection tools and software to support the inspection team.

Competence Requirements:

• Diploma in Mechanical Engineering / Quality Engineering or equivalent.
• Minimum 6 years of solid experience in Quality Management in similar or related industry and 3 years in management level.
• Good knowledge in implementing and up keeping Quality Management System.
• Strong leadership and good interpersonal skills.
• A team player with strong sense of responsibility to ensure plant effective quality performance.
