The Manager (Education) works in the Singapore Kindness Movement’s (SKM) education team in conceptualising and executing programmes through schools to achieve SKM’s mission. He/She reports to the Deputy Director (Education) and Executive Director.

Qualifications

• Skills: Strong organisational and project management skills. Excellent verbal and written communication capabilities.
• Education: A bachelor’s degree in education, social work, or a related field is preferable.
• Experience: At least two years of experience in programme development and management, preferably in the education sector or at least three years of experience in other fields
• Certifications: Any additional qualifications in educational programme design, public relations, or marketing will be a plus.

Job Summary:
We are seeking a highly motivated and detail-oriented Drug Regulatory Affairs Specialist to join our growing team. In this role, you will be responsible for managing the drug registration process for our innovative pharmaceuticals across Southeast Asia, with a primary focus on Singapore and Malaysia. You will work closely with internal teams and regulatory agencies to ensure timely and accurate submissions. Additionally, you will stay up-to-date on evolving regulatory requirements in the region and proactively identify and address potential issues.

Responsibilities:

1. Document Preparation and Submission:
   • Lead the preparation and submission of drug registration applications, ensuring compliance with regulatory guidelines in Singapore and Malaysia.
   • Collaborate with internal teams to gather necessary documentation for registration submissions.
   • Ensure adherence to local regulatory requirements throughout the application process.
2. Manage Drug Registration Process:
   • Develop and execute regulatory strategies for drug registration submissions to health authorities in Southeast Asia, particularly Singapore's Health Sciences Authority (HSA) and Malaysia's National Pharmaceutical Regulatory Agency (NPRA).
   • Oversee the drug registration process, including obtaining marketing authorizations and licenses.
   • Interact with regulatory agencies to address questions and clarifications during the registration review process.
3. Regulatory Oversight:
   • Proactively monitor regulatory changes and updates in Singapore, Malaysia, and other Southeast Asian markets, assessing their impact on existing and planned programs.
   • Prepare and present regulatory documentation to internal stakeholders, including senior management.
4. Record Keeping and Progress Tracking:
   • Maintain detailed records and track the progress of drug registration applications.
   • Work closely with internal teams to ensure that regulatory documentation supports product development and commercialization efforts.
   • Conduct regulatory assessments and gap analyses to identify and address compliance issues.
5. Risk Management:
   • Identify and manage potential regulatory risks and proactively develop mitigation strategies.
6. Communication:
   • Act as the primary point of contact for regulatory agencies in Singapore and Malaysia during the drug registration process.
   • Provide timely updates to internal stakeholders on the status of regulatory submissions and approvals.
   • Participate in regulatory meetings, addressing queries and providing necessary information.
7. Cross-functional Collaboration:
   • Collaborate with cross-functional teams, including Quality Assurance and Manufacturing, to align regulatory activities with overall business objectives.
   • Provide regulatory guidance to support the development and implementation of nonclinical development plans.

Qualifications:

1. Master’s degree in Regulatory Affairs, Pharmacy, Pharmacology, or a related field.
2. Minimum of 3 years of experience in regulatory affairs, preferably in the pharmaceutical industry.
3. Strong understanding of regulatory guidelines and requirements in Singapore, Malaysia, and other Southeast Asian countries.
4. Excellent written and verbal communication skills, with the ability to communicate complex regulatory information clearly and concisely to diverse audiences.
5. Proven ability to manage multiple projects simultaneously and meet deadlines.
6. Detail-oriented and highly organized, with strong analytical and problem-solving skills.
7. Ability to work independently and as part of a team.
8. Proactive and self-motivated, with a passion for regulatory affairs.

The key responsibilities include, but not limited to:

1) Recruitment and Staffing:

• Lead and oversee the end-to-end recruitment process, including job postings, candidate sourcing, interviews, and the seamless onboarding of new hires
• Collaborate with hiring managers to understand their staffing needs and devise effective recruitment strategies
• Ensure compliance with industry-specific requirements when hiring talents

2) Employee and Industrial Relations:

• Lead and guide the HR executives to address staff concerns and resolving workplace issues
• Implement strategies to maintain a positive workplace culture in a highly competitive environment.
• Manage employee relations and union matters and participate in union negotiations, to achieve collective agreement.
• Work close to drive close labour relations through dialogue and collaboration with union

3) Training and Development and Culture:

• Identify skill gaps in the workforce and develop training programs to enhance technical and soft skills
• Collaborate with Heads of Department to create and deliver industry-specific training
• Conduct in-house orientation and staff wellness programs

4) Compensation and Benefits:

• Administer competitive compensation and benefits programs tailored to attract and retain talents.
• Assist in preparation and computation of benefit disbursement for approval
• Stay updated on industry salary trends and ensure the organization remains competitive

5) Operations:

• Monitor changes in labour laws and industry-specific regulations and update HR policies in accordance with Employment Act and Government Regulations
• Design, implement, and optimize HR shared service and adjunct operations processes to improve efficiency and effectiveness
• Identify areas for improvement and implement initiatives to enhance service quality and efficiency
• Plan, control, manage, supervise, coordinate, and implement the Club’s human resource system, including benefits & welfare, recruiting, hiring, orientations, training, wage and salary administration, human resource record administration, and legal compliance
• Manage HR operations functions such as HRIS, payroll, leave management etc

6) Performance Management:

• Establish performance evaluation processes that consider technical competencies, project achievements, and industry-specific key performance indicators (KPIs)
• Assist in career development planning for employees
• Administrate the performance evaluation system; reviews including all phases of the moderation to conclude the final rating

7) Reports and Budgeting:

• Prepare staff reports per statutory requirements and for Management review, makes presentations to Management and staff, where necessary
• Work with Finance team on HR related grant disbursement to the relevant departments
• Assist in budgeting process and act as an advisory to Heads of Department on manpower planning

8) Any other duties assigned

Job Requirements:

• Bachelor degree / Graduate Diploma in HR Management / Diploma in Learning and Development at least 5 years of relevant experience preferably in a hospitality industry.
• Sound knowledge of the Employment and Industrial Relations Act
• Outgoing personality with excellent interpersonal relations skills
• Strong conflict management and problem-solving skills
• Strong counselling with good listening skills
• Learning & Development background will be an advantage
• Willing to be hands-on in execution
