Policy and Regulation Maintenance

· Implement and enforce policies/procedure in accordance to the corporate safety polices/procedures.

· Ensure safety policies are kept up-to-date, meets the latest standards, and establish new ones when required

· Supports in all the OSHA, Environmental & GGBS audits

Site Safety Inspection

· Conducts safety inspections on sites to determine if hazards are present and to establish procedures and policies to overcome such hazardous situations.

· Monitor for broken equipment, defective tools, and other potential hazards.

· Advised the type of personal protective equipment (PPE) is needed

Accident Investigation

· Ensure proper safety procedures are documented and are carried out at site

· Conduct safety investigation to determine root causes, gather evidence and prepare incidence reports when needed

· Document findings and recommendations that should be followed to prevent the accident from happening again.

· Verify that injury reports are submitted to related government agencies

Record Keeping

· Responsible for reviewing safety standard keeping of safety records

Safety Training

· Provide training to employees on safety issues as required by OSHA. These include fire prevention plans, machine guarding, and hazardous materials handling.

Job Description

MAIN RESPONSIBILITIES

• To perform all roles and responsibilities required of site supervisors under the Building Control Act.

• Coordinate with Contractors and Owner on execution of works

Requirements:

• Minimum 5 years of relevant experience in quality assurance inspections on large infrastructure project, or solid waste management or water infrastructure projects in Singapore
• The candidate will be assigned duties mainly for Building services (BS) works for both Mechanical and Electrical (M&E)
• Areas of supervision may include: sanitary and plumbing, fire-fighting including fire alarm system, ACMV, lighting and small power, security systems, EVC system, ISMS, ViMS, CCTV, FIDS, BACS, BMS, lifts etc
• Proficient with MS Office
• Familiarity with BIM software (Revit) is an advantage
• Possessing a Resident Technical Officer reqistration with the Joint Accreditation Committee of the Institution of Engineers Singapore / Association of Consulting Engineers Singapore will be considered favourably
• Possess some flexibility in working hours, as site work including Saturdays can extend outside of the typical 8.30am and to 5.30pm work hours including Saturdays

Job Description:

• Conduct site safety audit inspections, monitor and drive contractors’ close out of safety violations
• Identify foreseeable risks and hazards in the worksite and in relation to the work activities and work sequence and assess suitability of contractors’ risk control measures.

Requirements:

• Diploma in Engineering or Workplace Safety & Health disciplines
• Minimum 5 years of experience as WSHO
• MOM Registered Workplace Safety & Health Officer (WSHO)

General Overview

The incumbent will assist in administering and maintaining the company’s HSSE Management System, supporting the HSSE Manager in monitoring and meeting HSSE work plans and KPIs as well as working closely with key internal stakeholders to resolve HSSE issues.

The incumbent shall also be responsible in ensuring the company’s HSSE Management System requirements are implemented at the terminal.

Roles & Responsibilities

The incumbent shall be responsible for, but not limited to, the following scope of tasks and duties:

• SLNG HSSE Management System – Administer and maintain the HSSE Management System
• Review Work Method Statements and Risk Assessments
• Be part of Process Risk Assessment team i.e. HAZOP or PHA
• Assist with Permit-to-Work Issuance when required, by ensuring possible hazards are mitigated to ensure work will be executed safely
• Participate in the Permit-to-Work Screening Meeting for high safety risk work
• Conduct Site Inspections to ensure work is performed safely and according to Permit-to-Work requirements.
• Safety Inspections – Walk the ground regularly and highlight/initiate areas for improvement
• Review and endorse Confined Space and Ventilation plans.
• Assess and endorse Lifting Plan and Work-at-Height Fall Prevention & Rescue Plan.
• Conduct HSSE related training.
• Participate in incident investigations.
• Be part of the internal audit team. Help administer the internal and external audit program.
• Workplace Safety & Health Committee – undertake the role of WSH Committee Secretary, and follow up on HSE improvement actions and plan.
• Legal/ Regulatory Compliance – monitor SLNG’s compliance to the requisite latest HSE regulations and laws.
• Support the Emergency Response Team.
• HSSE Procedures – help develop and review HSSE procedures and conduct training.
• Administer and follow up on BBS Observations.
• Network with neighbouring companies, other similar companies and other organizations, introduce good practices and lessons learnt to SLNG.
• Undertake any ad-hoc projects/ work/ activities as and when assigned by HSSE Manager.

Work Experience

• Candidate shall have at least 5 years of practical experience in Health and Safety in the oil & gas or petrochemical industry.
• Candidate shall have basic knowledge on the requirements of Process Safety Management System i.e. SS651:2019 and/or other Safety & Health Management System i.e. ISO 45001 .
• Candidate shall have practical experience in developing and delivering training material/ seminars across all levels of an organisation.
• Candidate shall be proficient with MS Office applications and be meticulous in processes and procedures.
