Job Description

This position is responsible to provide operations development management of the network of SingPost’s lockers and kiosks (eSAM, POPStation, Parcel Santa, and upcoming PopDrop). This role will focus on the development and deployment of new locker and kiosks and be involved in projects of new technology locker and kiosks, starting from tender specification to tender award and full deployment. Essential Job Duties and Responsibilities:

• Conducts contract and subcontract formation and contract administration activities on a wide range of contracts/subcontracts, from initial tender through performance and including closeout.
• Coordinates submission and negotiation of tenders and quotes, in conjunction with program management and other internal teams.
• Drafts contractual agreements and subcontracts; edits terms and conditions and flow-down requirements to subcontracts based on prime contracts consistent with company Legal and Contract policies.
• Negotiates a variety of contractual documentation with customers, working directly with a team of cognisant functional department personnel in conducting the negotiations to assure the contracts/subcontracts are of maximum benefit to our company and ensure compliance.
• Coordinate securities, guarantees and bond requirements from banks, parent companies and other external security providers
• Monitors the status of all contract deliverables for compliance with contract requirements.
• Resolves issues regarding contractual performance, including claims, extensions of time, variations, and terminations.
• Manages project related subcontracts to ensure compliance with terms, including schedule and scope of work.
• Develops subcontract mitigation plans for key subcontracts to ensure program continuity.
• Primary point of contact for prime contract/subcontract and project personnel and is responsible for all contract/subcontract incoming and outgoing correspondence.
• Collaborates with program management to develop effective strategies and recommendations to management for resolution of contractual issues.
• Interacts with, confers, briefs, and makes recommendations to management regarding the progress and impact of potential contract and subcontract-related activities on the project. Prepares contract and subcontract reviews and reports on issues.
• Observes all legal/ regulatory compliance requirements and practices for assigned responsibilities, including import/export licensing requirements.
• Remains current on legal/regulatory updates affecting contracts and agreements
• Mentors more junior members of the team

Essential:

• Bachelor degree in business, finance, construction or similar

Skills/Experience/Knowledge

Essential:

• 8 years-experience in contracts and subcontracts management
• Fluent in English (written and verbal)
• Demonstrated leadership ability in Contract Management for various types of contracts for both commercial and federal government customers, ranging in size from $1M to in excess of $50M
• Thorough knowledge of prime/subcontract formation and administration activities, and proven ability to effectively negotiate terms, conditions and price
• Ability to provide workable solutions to address a wide variety of contractual challenges.
• High level of proficiency with Microsoft Office suite

Desirable:

• Experience in international contracts
• Experience in construction management or quantity surveying

• Manage tenancy management activities including tenant sourcing, rental negotiation and renewals, lease agreements and associated leasing documentation, maintaining tenancy schedule, arrears management, etc.

• Prepare lease documents, contracts and other related documentations.

• Liaise with Government bodies/ Consultants/ Architects/ Contractors on property matters.

• Account management of tenants, handling tenancy-related issues and maintain good landlord-tenant relationships.
• To conduct joint inspection for handover and takeover of premises and coordinate tenancy fitting-out

Requirement

• Diploma in Business, Real Estate/Property or related qualifications.
• At least 3 years of relevant experiences in commercial leasing and property management.
• Experience in handling land lease matters and knowledge in local planning regulations, land laws, leasing and lease management.
• Possess a good understanding of the real estate industry
• Understanding of local real estate and safety regulations, code of practice and standards.
• Self-driven, resourceful team player with good analytical, communication, writing and interpersonal skills.
