RESPONSIBILITIES AND ACCOUNTABILITIES
- Support the School Leaders and Finance Director in implementing workplans aligned with school strategic objectives.
- Assist the School Leaders and Finance Director in developing and maintaining positive relationships with the stakeholders, including parents, vendors, lessees, and the public, while fostering a positive work environment within the school.
1. ACCOUNTING (SECONDARY)
a) Assist the Finance Director to manage monthly financial accounting aspects and reporting functions for Secondary School.
b) Manage annual budget, budget amendment exercises and budget requirements and work with the Finance Director (FD) to ensure budget sustainability and alignment to school’s objectives.
c) Work with Finance Director to plan and approve the budget and forecasts
d) Assist the Finance Director to prepare presentation of budget, forecasts and strategic plans to the Board of Management, Finance and Investment Sub-Committee.
e) Manage the collection of enrichment programme, CCA, ROCs, semestral fees etc fees from students (out of pocket expenses).
f) Manage the accounting of the Endowment Fund Accounts and Building Fund Accounts.
g) Work with the FD to ensure regular filing and submission of information to MOE and respective government agency.
h) Manage quarterly GST submission to IRAS.
i) Reviewer for the Financial Assistance Scheme for Students.
j) Manage the accounting aspects of the Fundraising events of the school. Manage the issuance of tax-exemption receipts.
k) Manage monthly account reconciliations/analysis
l) Assist the Finance Director in the quarterly account closing and reporting
m) Assist the Finance Director in drafting or updating the accounting processes (SOP) and accounting policies.
n) Any ad hoc duties as and participate in school level activities when is required
2. AUDIT AND INTERNAL CONTROLS
a) Manage the MOE appointed audit or Auditor General Office (AGO) for internal audit. Work with FD to ensure no lapses in the controls and processes.
b) Manage the statutory financial audit and work with the FD to enable the submission of audited financial statements to the relevant authorities for the full school.
c) Ensure strong operational internal controls are in place in the school’s financial systems
3. PROCUREMENT (FULL SCHOOL)
Requestor for the procurement of the following contracts:
a) Statutory external auditors
b) Stationery and refreshment for finance use
4. BOARD SECRETARIAT DUTIES (FULL SCHOOL)
a) Serve as the Minute taker for both MGS Finance and Investment Sub- Committee meetings, including plan and arrange meeting dates, preparing meeting agenda, taking minutes, and supporting FD and school leaders in conducting meetings.
b) Work with the FD to provide assistance for logistic support for Finance and Investment Sub-Committee meetings. Such as courier of documents and administration and logistics preparation for meeting.
5. STAFF MANAGEMENT AND DEVELOPMENT
a) Work with Finance Director to provide guidance and support to staff under your charge using the MGS Staff Appraisal Framework
b) Supervise, develop, review and evaluate the annual performance and staff development of your staff
6. Requirements
- CPA qualification or equivalent
- At least 5-8 years in commercial firms or auditing
- Experience in school environment will be an added advantage
- Strong working knowledge of Singapore Financial Reporting Standards as well as internal controls
- Experience with ERP tools and SAP
- Strong analytical and IT skills ie. Excel, Powerpoint, Words
