Analyse Business Needs:
Assess the Ministry of Manpower’s (MOM) needs, scope problems, and develop comprehensive business cases to address identified challenges.
Perform user research, including interviews and surveys, to gather insights and map out user journeys.
Identify pain points and opportunities for improvement in existing systems and processes.
Document and Evaluate Requirements:
Document detailed requirements, source and evaluate potential solutions, and recommend those that best align with MOM’s objectives.
Collaborate with MOM’s vendor and app vendors to clarify requirements, design solutions, and ensure alignment with MOM’s goals.
UX Design and Prototyping:
Perform the user experience design, including creating and validating prototypes to ensure they effectively address user needs.
Guide the outsourced vendor to ensure that solutions are user-centric and align with MOM’s digital transformation objectives.
Review existing system functionalities, redefine user experiences, and validate design enhancements through prototyping.
QA & Testing:
Ensure technical and business requirements are accurately communicated and implemented by the outsourced vendor.
Manage day-to-day coordination and support the validation of developed solutions through rigorous testing.
Oversee the management of production issues, daily operations, and ensure system enhancements meet user needs.
Oversee QA and testing processes to maintain quality and functionality.
Stakeholder Management and Communication:
Identify key stakeholders, manage expectations, and facilitate communication to ensure alignment on solution scope.
Manage conflicts, issues, and changes to maintain stakeholder agreement on the solution’s direction.
Work with MOM users to ensure smooth deployment and adoption of new solutions.
Business Analysis and Strategic Alignment:
Refine and clarify business needs, define solution scopes, and develop business cases that align with MOM’s strategic objectives.

Knowledge and Skills
Educational Background:
Tertiary education in relevant fields is preferred.
Experience:
Hands-on experience in at least one full project development lifecycle or project maintenance.
Experience in conducting user research, service journey mapping, and prototyping.
Strong background in QA & Testing, including managing coordination with vendors and validating solutions against business requirements.
Proficiency in using prototyping tools (e.g., Figma).
Preferred Skills:
Consulting or Business Analysis experience, with certifications such as the Certification of Competency in Business Analysis™ (CCBA®) or Certified Business Analysis Professional™ (CBAP®) being advantageous.
Knowledge of Data warehouse, Data virtualization tools like Denodo.

c. Build collaborative relationships across PANW sales to expedite teaming, opportunity identification, deal progression, as well as possible removal of obstacles to close

2. Sales Enablement:

a. Work with across both parties to promote and educate sellers

i. CSS on PANW products and value propositions

ii. PANW sellers on the value of working with IBMC and its GTM strategies, capabilities, and value propositions

b. Manage, market, and promote CSS offerings and PANW as part of a broader IBMC client engagement

RESPONSIBILITIES

• Ensure in-house technicians and any contractors have met the workplace, safety & health and fire safety regulations upon carrying out any rectification or replacement work.
• Take charge of incidents during incipient stages before the arrival of appointed person.
• Familiarise with all emergency response, incident & crisis management and business continuity plans and procedures.

• To delegate respective competent Technicians to carry out daily checks and repair works at every shift.
• To check, prepare and update accurate event technical requirements ACMV and Lighting during work shift and for the following day if required.
• Manage and operate building systems to achieve energy efficiency and water saving and 3 also to reduce & recycling of waste.
• To ensure that the CERT response appropriately and promptly to incidents and emergencies.
• Able to do overtime and work on Saturday and Sunday if required.
• Any other duties as requested by Reporting Officer.

About the Role:

The Building Automation System Engineer shall possess a diploma in Building, Facilities, Engineering or relevant disciplines from a recognised establishment with a minimum 3 years of relevant working experience in Building Maintenance System. The Building Automation System Engineer shall be familiar with the Building Maintenance System (BMS) and have good knowledge in building M&E system.

The responsibilities of the Building Automation Engineer shall include but not limited to the following:

1) On daily basis, follow up on anomalies or faults detected from the use of the Building Maintenance System to optimize the building equipment;
