IT Governance and Budgeting

· Program management and IT governance for IT projects including monitoring of IT governance process and manage WH IT forums.

· Plan, drive, facilitate and execute Annual Budget exercise for WHs’ IT budgets. This involves working with HQ and Synapxe project managers and functional analysts including high-level understanding of applications.

· Lead and track programme milestones and deliverables through the define programme governance controls.

· Oversee in monitoring and managing institution’s IT portfolio budget, commitment, planned cash-flow expenditure and report actual utilization on a regular basis at Cluster level. Support and work with various teams to ensure compliance with campus governance, such as authorization process, MOH funding utilization, etc.

· Work collaboratively with various teams to act as a liaison between WH, NHG and central teams.

· Prepare Management reporting and provide analysis in IT project cost, IT budget and utilization and various financial analysis to clusters and institutions.

· Support and assist cluster CIO Offices in project costing and budgets relating to cross cluster projects and maintenance cost (particularly transfer pricing matters).

· Oversee billing matters such as cash-flow expenditure forecast and utilization with analysis.

JOB DESCRIPTION

As the Senior Manager, Project Management, you will support the delivery of large Data Centre Projects from their inception to completion, or, depending on your experience, lead our small to medium scale projects. Initially, your team will work closely with “Technical Solutions” to manage the development of the Design, and, with “Procurement” for the LLE & Tendering of Contracts. You will then support the SPM or lead your team in overseeing the construction and commissioning of the project. Working closely with the Authorities, Consultants, Contractors and Suppliers and seamlessly working with both internal and external stakeholders to ensure that the project is completed Safely, to the right Quality, On Time and within Budget. • An Accounting Degree/ACCA qualified with at least 2 years of working experiences, preferably as an auditor
• Sound accounting technical knowledge and skills as well as extensive knowledge in Singapore Financial Reporting Standards (International) (FRS(I))
• Knowledge of group consolidation is an added advantage
• Motivated, inquisitive, positive mind-set and proactive individual with strong analytical skills
• Possess strong commercial acumen
• Ability to work independently and possess good interpersonal skills
• Ability to work well under pressure, self-driven, detail oriented, high attention to detail and meeting deadlines
• Strong excel skills

Responsibilities

· Support strategy development and execution, providing business insights to achieve sustainable profitability

· Deliver accurate and timely financial management reports for the group

· Develop and monitor key metrics of the organization, and perform root cause analysis

· Drive the forecast / budget process for the group

· Ensure prudent financial risk management and compliance to external regulatory requirement

· Champion simplification to business processes while delivering business objectives

· Oversee ERP master data maintenance to ensure consistency for consolidation

· Assists in implementing internal and external audit recommendation

· Support special projects as required

· Other ad-hoc assignment(s)
