- Review and ensure timely closing of accounts and accounting records are prepared in accordance to SFRS(I)s

The Assistant Accounts Manager will oversee the full set of accounts, General Ledger (GL) and financial reporting for Singapore and other future overseas offices. The individual will collaborate with cross-functional teams, provide financial insights for decision-making, and support the company's business. The successful candidate will be proactive, detail-oriented, and able to handle multiple responsibilities effectively.

The Assistant Accounts Manager will report to the CFO. This position can work hybrid.

Essential Duties and Responsibilities:

• Develop and execute financial plans, budgets, and forecasts aligned with company objectives
• Conduct in-depth financial analysis to identify areas for improvement and provide regular reports and presentations to senior management
• Ensure timely and accurate preparation of financial statements, including balance sheets, income statements, and cash flow statements at group and company level
• Handle the full set of accounts and GL at holding company level
• Manage GST/tax calculations and submission
• Establish and implement effective internal controls to mitigate financial risks and protect company assets
• Apply knowledge of internal controls and best practices to ensure compliance
• Forecast and manage cash flow to ensure adequate funds for daily operations and strategic initiatives
• Provide support for banking and treasury activities related to concerned entities as necessary
• Support the CFO in financial activities and projects

Qualifications:

• At least 7 years of experience in the finance field
• Accounting or finance degree preferred
• ACA/ACCA/CPA qualified or equivalent
• Excellent knowledge of internal controls and best practices
• Excellent written and verbal communication skills
• Excellent time management skills
• Strong knowledge of planning and performance processes, including annual budget, monthly forecast and periodic business reviews
• Team orientated, a “can do” attitude and flexible approach
• Superior analysis skills
• Enthusiasm for solving problems and working collaboratively
• Work experience in industrial background preferred
• Independent/Self-starter with high attention to detail
• Experience in ERP system and project management skills will be a plus
• Must be able to work 1-3 days in Singapore corporate office

• Participate and guide the engineering teams with the enquiry process during the stages of Evaluation of Contract Type and Strategy Bid Planning, Development of Scopes of Work, Production of Execution Plans, Production of Work Breakdown Structure, Estimating, CTR Production, Proposal Formatting and Collation and Submission Review and Approval.
• Oversee business development for the business unit.
• Planning and prioritisation of the projects and work scopes undertaken by the Engineering teams, an understanding of Project Management stages such as Project Planning, Contract Review, Financial Control, Design/Technical review, Manufacture and Refurbishment, Work pack Preparation and Review, Implementation and Project Close out will be required.
• Demonstrate Leadership and promote training and development of subordinates, with responsibility for the periodic appraisal of assigned subordinates.
• Responsible for progress meeting, to review activity reviews on Project Plans and subsequent prioritisation. Participation in the weekly Engineering review meetings and project reportage to the General Manager.
• Responsible for issuing monthly reports in respect of safety, finance, performance indicators and technical aspects.
• Liaison with all specialist areas in the organisation which includes Clients, Business Management to ensure achievement of the business plan.
• BSc (Eng)/ BEng Engineering Degree or suitable equivalent
• Previous experience managing a similar Engineering team
• Good team work ethic
• Ability to communicate effectively on technical aspects/problems both internally and externally
• Proven track record with adhoc client base including Drilling Contractors, FPSO Operators, Topside Operators and Fixed Platform Operators
• Ability to build strong relationships with customer base
• Experience working in/delivery of turn key Projects
• Experience in typical MODU asset crane OEM e.g. National NOV, Liebherr, Seatrax, BMC, Palfinger, Kenz, VMW, Hepburn, etc
• Experience in typical FPSO/Marine vessel crane OEM e.g. McGregors, Palfinger, Hydralfit, NOV, Huisman, etc.
• Experience in various offshore crane types e.g. pedestal lattice boom crane, king post crane, knuckle boom crane, box boom ram luffing crane, overhead BOP crane, pipe handing gantry crane, BOP carriers, etc
• Experience overhauling typical offshore crane components e.g. crane boom assemblies, Aframe assemblies, winch assemblies, hydraulic pumps and motors, hook blocks, splitter gearbox, slew bearing, etc.
• Experience in mechanical handling solutions and equipment for bespoke projects e.g. FPSO hookup and commissioning, new built topside mechanical handling, etc
• Ability to understand mechanical/hydraulic/electrical control systems on various machines.
• Experience with lifting equipment and lift planning.
• Good understanding of applicable design codes and legislation e.g. ABS, DNV, etc.
• It is mandatory that the incumbent is familiar with the Company's HSEQ Policy and takes an active role in the compliance and improvement of Sparrows Integrated Management System. The incumbent must report any incidents, near misses, actual or potential problems with products, services, or systems to their Line Manager.
• The incumbent also has legal responsibilities under country-specific health and safety legislation to follow all Company processes and procedures and familiarise themselves with the emergency response arrangements applicable to them. The incumbent is also responsible for the health and safety arrangements of subordinates (if any) and for any persons visiting them while on the Company premises

• Manage recruitment cycle from posting advertisement to onboarding.
• Plan and execute orientation for new hires.
• Provide support for employment contract renewal and work pass administration.
• Facilitate exit clearance and interview for Resignees.
• Administer employees’ benefits.
• Any ad hoc duties as required.
