Summary

As the Deputy Director, you lead the Strategy and Governance unit and manage strategic and corporate planning needs for the organisation, working closely with Dsg Senior Management and the units to align organisational goals.

About the Strategy & Governance Unit

The Strategy and Governance (S&G) unit develops the strategies and directions for the organisation, to realise its vision of creating an innovation driven economy and a loveable city by design. The unit comprises two teams:

1. The Strategic Planning & Futures team is responsible for long-term planning and strategy development. Specific work entails facilitation of annual workplanning, formulation of design masterplan, driving Strategic Futures initiatives, and conducting research and insighting, as required to support Dsg’s interests.
2. The Corporate Planning & Governance team is responsible for optimising organisational effectiveness, involving enterprise risk management, knowledge management, data governance, budget planning, impact tracking, and other organisation-wide processes. The team also manages and provides secretariat support to Dsg Advisory Board.

Responsibilities

This position reports to the Deputy Executive Director or the Director of Strategy and Governance. There are three main responsibilities for this role:

Strategic Planning & Futures

• Work closely with Dsg Senior Management in setting direction, identifying focus areas and prioritising efforts to ensure organisation leadership for the industry, with the aim to develop a robust design ecosystem in Singapore.
• Support Dsg units by translating strategies into actionable steps or unit-specific workplans, to help refine unit-specific programmes and initiatives.
• Drive research workstreams within the organisation, both led by S&G and proposed by other units.
• Lead the management and development of Strategic Planning & Futures initiatives, ranging from partnership development, white papers, strategy reviews, toolkits, workshops and others.

Corporate Planning & Governance

• Lead corporate planning for the organisation, to ensure its governance and optimal operations.
• Drive Corporate Planning & Governance workstreams within the organisation; including metrics and performance tracking, risk management, data governance with compliance to PDPA, policy development, budgeting, operation frameworks development, process reviews, work-planning session and others.
• Support Dsg units by managing and optimising processes to support unit-specific programmes and initiatives.
• Co-ordinate and liaise with other government agencies and ministries for impact reporting, securing funding and supporting whole-of-government workstreams.
• Manage all matters relating to Dsg Advisory Board.

Team Management

• As a team manager, you lead budget management and a dynamic team of 3-5 staff to achieve work targets. Beyond supervision, your leadership will make a significant impact on team success by inspiring collaboration, fostering individual growth, and shaping a positive work environment.

Requirements

• Minimum 10 years of working experience in strategic and corporate planning, ideally within government agencies. Experience with research, budgeting, process development, strategic planning methodologies, futures thinking or work-planning facilitation would be an advantage but is not required.
• At least 5 years of leadership responsibilities, with proven skills in leading projects and project teams
• A strong passion for design, especially the design and creative ecosystem in Singapore.
• Strong analytical ability; able to interpret and synthesise data, provide insights, and develop or augment strategies.

HR Compliance

• Ensure compliance with statutory regulations and keep abreast of the latest statutory regulations pertaining to manpower issues

Industrial Relations

• Regulate good industrial relations and people management practices to implement successful staff retention programmes
• Build excellent communication channels and maintain strong communications rapport with all HR related government agencies including the MOM, SNEF, SMMWU, WDA, Employment and Employability Institutions, CDCs, and training consultants, providers and professional associations

Employee Engagement

• To formulate and monitor the budget for engagement, rewards and recognition and health and wellness programmes.
• Planning and organizing staff activities, e.g. Dinner & Dance, festive celebration, etc

Performance & Compensation

• Review Club’s compensation structure and adequacy of employee benefits to achieve market competitiveness.
• Develop and implement a performance-based culture.
• Implement a performance management system for recognition and rewards to achieve above-target performance and productivity.

Learning & Development

• Identify training needs and coordinate the development and delivery of training programs
• Foster a culture of continuous learning and development within the organisation
• Manage training budget organisation-wide
• To coach and mentor new and developing line managers with people management and implementing Company policy and procedure
• Provide effective line management support to direct reports ensuring that they deliver business objectives and have appropriate personal development opportunities

HR Metrics and Reporting

HRMS & HR Project

Job Summary

The Associate Commercial Director reports to the Head of Commercial, APAC Enterprise Accounts. Responsible for managing aspects of the pricing and risk function including but not limited to pricing of single and multidisciplinary outsourcing deals across the APAC region, providing commercial rigour and governance, business partnering with sales and other relevant stakeholders and undertaking special projects.

Key Responsibilities and duties:

• Participates in pursuits, solutioning, expansions, re-tenders and retention strategies working with Ops teams and client solutions to improve structure, commercial review and timelines of submissions

• Provide and own the governance requirements around commercial functions within our business, engaging with the appropriate stakeholders and obtaining the appropriate approvals to proceed

• Ability to identify commercial and operational risks, highlight the risks and propose mitigating strategies

• New accounts within APAC typically involve people transfers, the reengineering of the management staff and supply chain, achievement of overall savings profiles. They may form part of a larger global engagement.

• Developing and implementing new pricing techniques and providing valuable insights/metrics into a deal
