Mission

In the context of implementations of HPS solutions for a client, the candidate will be responsible for planning, leading, organizing, and motivating project teams to achieve project implementation on schedule and within budget;

Responsibilities

Ensures the organization of the project.

Contributes to the analysis and writing of the preliminary study. Help with the operational translation of expressions of needs in line with the implementation constraints. Determine and define project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility. sets up the process and stages of project management. Quantify the assumptions and set up a provisional budget. Design risk mitigation plan.

Ensures the conduct and completion of the project.

Initializes the collective commitment to the project. Coordinate all actions and validate the completion of each phase of the project. Coordinate staff, internal resources, vendors, third parties and customers for project execution.

Ensures the drafting of the documentation and specifications necessary for a good understanding of the project. Monitors the use of resources, alerts on risks and proposes action plans based on the progress of the project. Ensures the delivery of solutions.

Ensures communication around the project.

Manage the relationship with the client, contractors and all stakeholders. Prepare and organize Project Steering Committee (PSC) meetings and Project Portfolio meetings. Writes reports and provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress.

Guarantees the quality of the project and its progress.

Develops the project plan and leads the project in accordance with the standards in the company. Ensures that the quality commitment is respected throughout the project. Ensure compliance with commitments in terms of costs, objectives and deadlines. Contributes to the improvement of indicators and tools for measuring the quality of the project.

Ensures the transfer of the project to the support team in order to guarantee optimal customer follow-up.

Key Requirements:

The Asia Citi Treasury Investment (CTI) Business Unit Manager (BUM) will work as part of the CTI Business Unit Management team supporting CTI Asia Funding desks located in both Singapore and Hong Kong. Provide daily support and insights, monitor activity and performance vs Plan, develop analytical tools for granular insights into the generated Economic Value, ensure the desk operates in compliance with the relevant internal and external policies and regulations, establish appropriate controls and governance framework for the legal entities. Collaborate with the rest of the CTI Analytics team on broader projects. CTI Asia TSY BUM will work with two Desks located in Singapore and Hong Kong . The BUM is expected to accommodate complexed demands as derived by TSY needs both locally and at CTI NY level. The role is expected to communicate and interact with Singapore and HK senior management, NY senior leadership team members (CTI COO Team and Central Funding Desk where needed in NYC), ICRM, Audit, Controllers and In-Business Risk team. The communication can be around the clock with minimal direct supervision, for example late night calls with NYC BUMs and Seniors

The CTI Asia BUM will ensure that all NY and Local Regulatory Requirements (for both CTI SG and CTI HK) and Compliance matters are complied to. This include the quarterly MCA process and to ensure alignment to CTI NY’s ACRMs. The BUM is expected to have proven leadership qualities and skillset as the role is expected to participate in problem solving activities and lead/handle ad-hoc requests along with daily BAU monitoring of compliance matters.

In this role, you’re expected with the following:

• Risk and Control monitoring
• Ensure compliance with both local and global regulations
• MCA testing
• Ad-hoc projects and initiatives

As a successful candidate, you’d ideally have the following skills and exposure:

• 10 plus years of experience working for a banking/financial services organization
• Treasury/Treasury funding experience
• Proficiency with standard analysis tools
• Excellent written and oral communication
• Demonstrates thorough knowledge fundamental Balance Sheet and P&L
• Bachelors degree, potentially Masters degree

This is an on-site Singapore-based individual contribution role that will focus on client delight and growing the SOW based Digital IT Services, technology recruitment and technology talent management services businesses of Sciente International in Singapore.

• Take ownership and implement the agreed-upon strategy and account plan to boost services revenue, in line with the business potential of the targeted accounts.
• Client Engagement & Development: Develop and maintain strong relationships with clients to understand their IT projects, technology recruitment and tech talent management requirements, challenges/needs, company culture, and strategic objectives.
• Collaborate with client managers to clarify their requirements and make sure a common understanding.
• Adopt a consultative approach to act as advisors for our clients to formulate the right value-added services offering.
• For SOW based services, work with internal talent acquisition team and do assessments to evaluate candidates’ skills, experience, and cultural fit for specific roles/scope of work.
• Present SOW with qualified professionals to clients, providing detailed summaries and recommendations to facilitate the decision-making process.
• Facilitate the interview process for potential tech professionals, ensuring delightful engagements.
• Service Agreements/Scope of Work/Terms of Business and Offer Negotiation: Serve as a liaison during the SOW/offer negotiation process, facilitating discussions and reaching mutually beneficial agreements.
• Build the relationship with client managers across the levels, develop client accounts and grow the portfolio of IT professional services within the client accounts.
• Market Research: Stay abreast of industry trends, market conditions, technology providers, and competitor activities to inform strategies and provide valuable insights to clients and Sciente.
• Adhere diligently to Sciente's internal processes and submit weekly reports in a timely manner.

Qualifications and Experience:

• 4-8 years of total relevant experience in IT services & solutions / talent management / tech recruitment / IT staff augmentation services within Singapore.
• Minimum 3-4 years of local work experience in client services/large client account management are very much required.
• A graduate degree or diploma in IT, Computer Science, a related field, or any business/HR/engineering discipline is a prerequisite.
• Essential qualifications include outstanding communication and interpersonal skills, along with a results-oriented mindset.
• Proficiency in engaging with client managers, adopting a consultative approach to understand their project requirements.
• Meticulous attention to detail and a commitment to continuous learning are mandatory for our organizational culture and the demands of the markets we serve.
• Capability to work towards meeting revenue performance goals for the named client accounts.
• A fervor for delivering quality results, coupled with discipline, focus, perseverance, and resourcefulness, is highly valued.
