We are looking for a passionate HR Advisor / Senior HR Advisor to join our team at our Singapore office a on a full-time, staff basis.

What will you be doing?

The job holder supports the Human Resources function, providing flexible and professional HR advice throughout the offshore community, predominately servicing our Global Employment Company (GEC).

You will be responsible for at least one offshore skill pools or vessels, providing generalist human resources advice, strategies and support.

Key Responsibilities & Activities include:

• Work closely with the HR Coordinator to ensure efficient, timely, accurate and cost-effective management and delivery of the function’s activities to business and crew.
• You will be a primary focal point for Human Resources for allocated skill pools or vessels, delivering all HR services including compensation/remuneration, investigations, disciplinary action, grievance management, absence management, onboarding and general HR queries.
• Check monthly HR Audit files for audit by Senior/HR Business Partner.
• Personnel Action Notice (PAN) and necessary follow up with crew, including letters and communication to crew when necessary.
• Maintain proper record keeping of personnel files.
• Follow up on absence management with crew and recommend for salary continuation where necessary.
• Guide the HR Coordinator on day-to-day operations including effective and professional first level communication to crew.
• Conduct disciplinary and grievance cases as assigned.
• Develop a constructive and professional relationship with all stakeholders.

ROLES AND RESPONSIBILITIES

1. Recruitment of New Employees (including foreign workers) for the company.
2. Liaise with Agents and collate applications for the requesting depts. Coordinate interviews of potential candidates.
3. Prepare Letter of Employment, confirmation letter and other HR related letters for employees.
4. Purchase PCP (Primary Care Plan) for Foreign Staff on WP.
5. Apply Approval for Work Permits, S or Employment Passes and all other Entry Permits, Certificates or Licences necessary for the new hirer prior to work commencement.
6. Arrange accommodation for Foreign Workers and Employees. Liaise with dormitory operators, landlords and relevant government authorities respectively.
7. Arrange company Transportation for the workers.
8. Prepare appropriate letters for the termination of employment services with the Company.
9. Prepare final payroll and entitlements for the outgoing staff.
10. Settle all matters relating to the outgoing staff accommodation.
11. Co-ordinate handover and collection of company’s properties from the outgoing staff.
12. Arrange departing foreign staff Tax Clearance.
13. Manage of Employees data. Monitor and update particulars, attendance, leave records of all employees. Record keeping of workers and staff licences, course certifications and expiry dates for monitoring and following-up actions.
14. Support the process Monthly and ad-hoc payroll, including Overtime Calculations and CPF submissions. Annual salary increments or Bonus data, if applicable.
15. Annual Tax reporting, IR21 and IR8A submissions. Adhoc Foreign Staff Tax Clearance
16. Handles all personnels’ enquiries and related matters with MOM and respective authorities.
17. Liaise with Insurance companies Medical Insurance, Work Injury Policiies and claims, etc.
18. Review Training requirements for staff. Discuss with departments heads and source for appropriate courses, including applicable government subsidies and grants. Co-ordinate with departments and arrange staff to attend Training.
19. Assist Management in the organisation of Team Bonding and Team Building events.
20. Manage contingencies, such as COVID-19 and other government Emergency exercises.
21. All other ad-hoc duties as assigned by the Management and supervisors.

REQUIREMENTS

1. Diploma in Business Management or Human Resources Management and above or minimum 2 years of experience in Human Resources in construction or building industry.
2. Ability to multi-tasks, set priorities and work independently.
3. Meticulous and required time management and good communication skills, bilingual preferred.
4. Proficient in Microsoft Office

Role Purpose

As a part of the People Services team, this role leads and manages the functions of HR Information Systems, HR Operations and Projects relating to new system implementations, integrations, enhancements, data integrity, processes, record, and data management. Consequently, the role also manages daily activities of project implementations and HR operations involving various global and local HR systems, while consulting the HR community, business groups and various stakeholders. Other key responsibilities include meeting delivery timelines project and change request, HR data accuracy & security, compliance & governance, optimizing processes for data management, providing timely resolution managing requests, and leveraging technology where possible to improve administration efficiencies. Delivering reporting models for HR colleagues and providing a stable system, keeping the HR team apprised of all future enhancements and driving the development of system enhancements.

Role Accountabilities

HRIS & HR Operations Management

· Develop and iterate on the overall HR technology & HR Operational strategy, keeping current on new solutions to recommend and prioritize implementation that meets the current and future business needs.

· Develop, manage, and monitor effective and efficient delivery of HRIS & HR Operations initiatives and daily operations including managing the budget for such project initiatives, the implementation timelines and maintenance of completed projects.

· Oversees, maintains and improves the optimal function of the HRIS & HR Operations, which may include, customization, development, configuration, maintenance, upgrade to the systems, Success Factors system quarterly releases are systematically applied into UAT, test and move to production, manage SFTP integrations, ensuring the compliance & governance of permissions and processes are met, and the documentation of modifications.

· Manage the services of HRIS & HR Operation to ensure the delivering of services including to the larger HR stakeholders, manager and employees or management, report generation and analytics,

· Provide training and support for HRIS & HR Operations team, HR Stakeholders, users, internal partners (IT) and vendors to research, trouble shoot, resolve issues as needed. Provides technical support, troubleshooting, and guidance to HR teams as necessary.

Operational Excellence

· Collaborate with HR leads to identify needed improvements and enhancements to existing information services and databases; recommend and implement solutions.

· Work with relevant stakeholders to evaluate the change impacts & risk for systems, projects and updates in terms of the compliance and governance to laws, regulations & policies.

· Collaborate with People Operations to technologically enable and improve existing processes and procedures while enhancing the delivery of the HRIS function by aligning activities and initiatives.

· Responsible for HRIS compliance and governance with all operating companies within the HRIS & HR Operations space. Work with relevant stakeholders to evaluate the change impacts & risk for systems, projects and updates in terms of the compliance and governance to laws, regulations & policies.

· Ensure that reviews are conducted twice a year in May and Nov to ensure that all compliance & governance requirements are met and issues are flagged with sufficient time to be addressed.

System Vendor Management

· Manage vendors and services providers including contract negotiation, overall delivery performance and outcome achievement, together with the People Services leadership.

· Main point of contact for 3rdparty vendor where HR system are concerned. Negotiation of addition scope of work for 3rd party vendor. Management and escalation of issues to 3rdparty vendor.

Safety

Qualifications

· Bachelor’s degree in information technology/Information System/Human Resources or related qualification with 5 – 7 years of HR system experience

Technical Skills

· Key knowledge and experience with SAP Success Factors and ideally with experience of implementing Employee Central.

· Significant experience with administering multiple HR systems (i.e. Qualtrics, Litmos and managing systems integrations, compliance & governance, project management for implementing HR systems, vendor relationships).

· Knowledge of HR processes including employee data management, recruitment, on boarding, performance management, compensation, learning and leave management.

Professional Skills

· A fast learner with analytical skills and a talent for learning new systems, navigating IT infrastructures and emerging technologies the HR space.
