APAC Marine Assurance Officer - Job Description

As a Marine Assurance Officer, you are an independent operational adviser, auditor and coach for the Company and vessels on matters related to marine assurance. You provide day-to-day Quality, Healthy and Safety, Security and Environmental (QHSSE) advice and active assistance within the business unit, department, vessel and or project. In this role, you ensure that all onshore and offshore activities are carried out with the highest regard to the health and safety of all personnel involved and the protection of the environment and the prevention of pollution.

Within the role you will advise Vessel Managers, Technical Superintendents and Masters’ on maritime regulations and the interpretation thereof to ensure Flag State and International Maritime compliance. You will advise Purchasers on equipment purchasing for ships to ensure they meet maritime regulations and standards.

You will implement vessel safety rules and practices to promote safety on our vessels, and leading by example towards compliance through a positive and safe attitude & through contributing to the HSSE awareness of all employees by coaching and advice. Develop and implement procedures, standards and guidelines that ensure vessel operations are controlled and performed in a manner that meets Company and regulatory safety and environment requirements.

You are also an important member of the QHSSE department within Fleet Services. Within this team, you will be part of a smaller team with specific tasks to complete. Being a team player and believing in teamwork is essential for these tasks.

When working with Fugro, no two days are the same. On one day, you could be preparing a vessel for an external inspection and on another day, you could be investigating an incident on board another vessel.

Detailed listing of work scope:

• Assist vessel manager in OVID/CMID inspections as requested by clients
• Responsible for arranging vessel ISM, ISPS, MLC, ISO 14001 audits with Class
• Responsible for the implementation and monitoring of drill schedule for assigned vessels
• Conduct vessel visits as required by company integrated management system (IMS)
• Assist in implementation and operation of training program for the fleet of vessels
• Become part of the office emergency response team
• Assist in the implementation and development of new procedures
• Assist in the development of fleet circulars and safety memo’s
• Assist in incident/accident and near miss reporting
• Conduct root cause analysis and incident investigation as per company’s requirement
• Monitor the HSE KPI’s and report on these at the office safety meetings
• Assist with the effective close out of office NCR’s and Observations in timely manner
• Assist with the monitoring and effective close out of vessel raised NCR in timely manner
• Assist with the upkeep of the NCR/Incident/Near Miss tracking lists and necessary close out in timely manner
• Attend any charterers safety meetings, HAZID/HIRA or other matters as designated by DPA and QHSSE Manager
• Assist with the briefing of shipboard senior officers prior to joining the vessel
• Ensure the most up to date legal register, flag circulars and publications including updates on regional and vessel trading/operation areas
• Act as Deputy DPA and Deputy CSO and to support in the completion / submission / implementation and update of SSA / SSP
• Contribute and participate in all QHSSE matter as most appropriate that is in line with the Company’s HSE policy and requirements

Essential

• Academic / higher professional education and / or working level and previous experience as a 2nd officer or higher rank preferably in the offshore industry with Dynamic Positioning experience.
• Onshore experience in a similar role.
• Sound knowledge of International Maritime legislation (ISM, ISPS, MLC, ISO etc.), as well as versed in HSSE regulations.
• You focus on continuous improvement and are HSSE performance driven.
• An excellent communicator (verbally and written) and able to form good working relationships with clients and colleagues at all levels.
• Disciplined, self-motivated and flexible team player.

Desirable:

• You have an Internal Auditor qualification. NEBOSH international diploma or equivalent is preferred.

Job Description

As a Vetting Officer you support the Vetting Manager in day to day operations and be responsible for the support of vetting process within Fleet Services and Fugro Business Lines Third Party (Chartered) vessels. In this role you liaise with external providers/clients regarding vetting requirements and you ensure service levels are adhered to.

Your role

• You monitor OVID/CMID status of all Fleet Services managed vessels, and make sure inspection processes are administered correctly in the internal database;
• You keep the 3rd party vessel database (VINE) of vetted vessels up to date, and follow up any open corrective/preventive actions;
• You update, check and maintain the OCIMF Vessel Particulars Questionnaires (OVPQ), the IMCA Vessel Particulars (CMID) and the OVID & CMID databases as appropriate in close cooperation with the Marine Assurance Officers;
• You assist with required vetting statistics (Fleet Services & 3rd party vessels) and with the preparation of internal periodical/monthly/quarterly reports for the vetting department;
• You assist in the preparation and data collection for OVMSA audits and for various client bidding questionnaires in close cooperation with the Vetting Manager;
• You handle vetting related and ad-hoc queries.

Your track record

• You have either minimum two (2) years higher technical education i.e. Naval Architect, Naval Engineer or Maritime Education and experience as a certified vessel engineer.
• You have working experience in the maritime industry with minimum three (3) years of sailing experience or minimum three (3) year on shore work experience with the vessel owner/operator in vessel QHSSE and/or technical superintendent position.
• You have good organisation, coordination and time-management skills with a very good attention to detail;
• You are able to interact with a variety of people in varied settings and have excellent communication skills in English (both written and spoken);
• You have the ability to visit vessels, other marine assets and other FS offices when required.

Requirements:

• Bachelor’s degree in industrial engineering, Manufacturing Engineering, or related field. Master's degree preferred.

• Attend IT support calls from users and log each call individually with details description.
• Daily tasks to administer quarantined emails and spam emails.
• Responsible for the entry, tracking and management of all incoming support calls.
• Priorities support calls and assign task accordingly to the appropriate resources.
• Provide IT user support for HQ and Operation staff to ensure maximum availability and continuity of information technology resources available in the property.

• Be responsible for managing and optimizing welding processes crucial to semiconductor fabrication.

The MES System Administrator is responsible for implementing site Manufacturing Execution System(s) (MES) and providing subsequent system support upon transitioning to operation phase. The incumbent shall be involved in the installation and operational qualification of the MES system with its associated peripheries and interfaces. The incumbent is also responsible for troubleshooting system issues and monitoring of interfaces between the MES system and the applications connected to it.

Key responsibilities:

• Assist in the implementation of site MES system(s) from Operational Technology (OT) perspective, supporting the Singapore IT Head & HQ Project Lead with activities inherent to the application’s configuration, setting up of shop-floor peripheries and documentation of all necessary SOPs.
• Contribute to the design, implementation and documentation of infrastructure technology while aligning with corporate standards and industry best practices.
• Provide support for the site MES system(s), troubleshooting of Level 2 issues in coordination with the Manufacturing department, the Singapore & HQ Core Teams and the MES vendor.
• Install and configure shop-floor peripheries required to operate the MES application in the cleanrooms.
• Maintain the integrity of the MES system, including but not limited to performing routine maintenance activities (patching, updates, upgrades) and ensuring appropriate security standards are followed, whilst maintaining compliance to site GMP policies.
• Monitor and troubleshoot interfaces between MES and other systems such as SAP and LONGO (兰光).
• Perform deviation investigation and writeup on MES system failures / errors; deviation trend review and root cause analysis as required per Smartt Quality requirements
• Raise and execute change controls related to MES infrastructure.
• Conduct training sessions with operators and engineers on MES systems.

Key requirements:

• Bachelor’s Degree or Diploma in Information Technology or Computer Science or Computer Engineering
• Extensive years of professional experience in IT for manufacturing sites is essential
• Some years of experience in supporting MES application in a pharmaceutical company will be beneficial
• Previous exposure to any of the commercial MES systems is a plus
• Previous experience in the management of IT applications connected to external systems
• Previous experience in the management of shop-floor devices (tablet, barcode scanners, label printers) in a cleanroom / sterile environment

• Perform daily warehousing duties such as re-weighing of cargo, taking down of cargo dimensions, container unstuffing
• Ensure that the warehouse cleanliness, security, pest control and fire prevention are being monitored and checks are performed on a regular basis

About the role:

The Contract Specialist is responsible for the proper administration of main contract with Fugro’s Clients and subcontracts with main Fugro’s Subcontractors.

Specifically, the professional would:

• Oversee the administration and communication of all elements of contractual terms and conditions from bid through to contract close-out and final settlement.
• Examines and have clarity on project budget and delivery schedules and develops the ability to gauge clear variances to contract and proactively take the lead to take actions that would benefit / reduce project risks.
• Identifies the discrepancies between Contract and Client’s requests and prepares variation request accordingly.
• Pursue any project-claim related matter (inclusive of any litigation as required).
• Supports respective Commercial, Procurement department in preparing bids, specifications, and contractual flow-down for Subcontractors and Vendors.
• Working on BIMCO’s as part of short and/or long term vessel chartering
• Assess contract performance and post-mortems of completed contracts to identify the need for amendments of existing contracts.
• Leading contract negotiations with the support of the legal and commercial teams. Serve as the main liaison with outside contracting representatives.
• Ensure the timely issue of Insurance Certificate and Bank / Parent Company Guarantees as well as timely cancellation.
• Ensure minutes of meeting are recorded for any contractual discussions with external parties.
• Proactively engaging with the client in advance and ensuring the Authorization for Payment processes are well managed on both sides and timely cash collection is made possible. This includes creating invoicing procedures as per the contract and clearly articulated to the respective project stakeholders who are involved in the invoicing process.

Job Description & Requirements:

The Import Specialist will handle customer service and operations for all international air import freight activities while maintaining compliance with all government and industry standards. This role will handle both the movement of freight from the point of origin as well as customs related responsibilities. This is an onsite position. The focus will be on Import clearance with transportation experience.

Must possess knowledge and understanding of international air import operations, procedures, requirements, and compliance. Knowledge of all import regulations. Willing to contribute to situations occurring after hours.

Key Responsibilities

· Arrange collection and deliveries of freight for international air import moves.
