- Prepare and submit a Site Environmental Control Programme to the occupier of the construction site at least three weeks before work commences on the worksite on deadline for the occupier to submit the Site Environmental Control Programme to the Director-General of Public Health;

- Inspect the construction site to ensure all facilities and equipment relevant to the maintenance of environmental health are in proper working condition and do not pose any environmental health hazard;

- Point out and discuss environmental health irregularities such as mosquito and fly breeding, rodent infestation, noise/ dust/ smoke/water pollution, poor housekeeping, earth littering, poor refuse management, poor maintenance of sanitary facilities, etc. with the occupier of the construction site and recommend measures to rectify such irregularities;

- Attend to all feedback on such irregularities and inform the occupier of the construction site accordingly;

- Report and submit a Site Environmental Control Report to the occupier of the construction site once every monthly

- Assist the authorities to investigate outbreaks of infectious, vector borne or food-borne diseases on the construction site;

- Organize campaigns, training courses and other activities to develop and sustain the interest of workers in maintaining good environmental health standards in the construction site.

- 8. The Environmental Control Officer (ECO) is responsible for introducing Environmental Awareness to all Workers / Staff at Site.

- The role of an ECO is to advise the occupier of the construction site on what needs to be done.

ü-problems or are likely to cause environmental health problems. He should report these conditions/ situations to the occupier of the construction site together with recommendations on remedial measures to be taken to prevent recurrence. The main areas where the ECO should pay attention to are:Disease-bearing insects and rodents;

Ø Proper disposal of construction waste/ marine clay;

Ø Noise, air and water pollution;

Ø Earth littering;

Ø Siltation of drains;

Ø Food hygiene in canteens;·

Ø Proper maintenance of septic tank(s)/ holding tank(s), chemical/ portable toilet(s) and other sanitary facilities; and Any other environmental health matters, such as wash bays, silt traps etc.

Earth Control Measures Officer (ECMO)

- Specific responsibilities and duties of the Earth Control Measures Officer shall emphasize on the following main areas of concern:Implementation of Earth Control Measure (ECM) Plan according to the QECP’s design

- Familiar and experience to lead the project team to achieve the PUB Environmental Impact Workshop. These environmental impacts arising from the construction works and proposed mitigation measures are: Noise, Earth Control Measures (ECM), Biodiversity, Air Quality, Vector, Solid Waste, Waste Water, Land Contamination, and etc.

- Work closely with and assist the Qualified Erosion Control Professional (QECP) and other stakeholders on all matters related to the earth control measures for the project site

- Devise the effective operation of earth control measures for the project site
Develop & implement a maintenance and inspection programme for the project’s earth control measures

- Update the QECP on any irregularities related to the project’s earth control measures which may require the QECP to enhance and/or re-design the ECM Plan Any other matters related to earth control

- Responsible to attend to, manage and resolve all feedback/irregularities with the relevant internal/external parties

1: Manage, monitor, and supervise the progress of design works to ensure timely submission of design deliverables.

Ensure proper record filing and documentation of all the project and design information and submissions.

Arrange and lead in technical meetings, discussions and workshops including preparing meeting materials and to ensure proper meeting records are kept.

2. Carry out independent design review of all the design submissions including reports, calculation, analyses and drawings etc. and review of cost-benefit analyses of proposed design schemes.

3. Responsible in ensuring the design works are complied with project requirements, Code of Practices, Authorities’ requirements, standard and regulations.

4. Monitor the design submission timeline and ensure all the relevant Authorities’ clearance are obtained timely.

5. Coordinate and liaise closely with the design team including Chief Engineer, Qualified Persons, deign specialists and various design disciplines (infrastructure, C&S, geotechnical, hydraulic and environmental team) and to conduct regular design progress meeting with the team.

6. Coordinate and manage the client, specialists, stakeholders, Authorities and Agencies and any other project parties for the smooth execution of the works.

7. Provide technical advises to the client on design, technical and statutory matters.

8. Assist in tender documents preparation, tender calling and tender evaluation.

9. Equipped with good problem-solving and planning skills for the overall planning and of the project and to resolve technical issues arising from the works.

Requirements

Bachelor degree in communication engineering with design knowledge.

Minimum 6 years of relevant engineering design experience.

improvement or drainage design, as well as familiar in grou reclamation, port & jetty and/or coastal engineering project, as well as having prior experience in design of quay wall, wharf structures and offshore structures will be preferred.

Familiar with relevant code of practices including Eurocodes, Singapore Standard and British Standard.

Familiar in design software skills like Photoshop , InDesign , premier pro, 3dMax, Adobe XD , sketup etc..

Strong written and fluent verbal communication skills in English.

A good team player with good communication and planning skills.

Discipline, self-motivated, responsible and highly proactive.

Skillful and proficient in Microsoft Excel, Word and Power Point.

- Liaise/correspondence with HQ, clients, authorities, consultants, QS, purchaser, sub-contractors and stakeholders in regard with site matters.

- Update master list and transmit to all parties the receiving of architectural, structural and M&E construction drawings.

- Monitor sub-contract shop drawings for submission and approval.

- Monitor materials sample submission for consultant/client approval.

- Monitor and ensure that all discrepancies of drawings/information are resolved in the shortest time.

- Daily monitor site activities and report back to Project Manager of site progress against planned schedule & target milestones. To perform daily site inspection to ensure work progress is up to speed and concurrently ensure works performed comply with safe work methods.

- To daily resolve site problems either with the structure Engineer, Architectural Coordinator, M&E Engineer or Resident Engineer to achieve smooth operation at site.

- Inspect and check site works to ensure all works comply with contract and specifications. And to accompany client's architect/stakeholders for site walk and inspection.

- Attend technical/progress meeting and conduct site meetings as and when require.
