Roles and Responsibilities

Funding and utilization monitoring and reporting

• Manage funded IT budgets.
• Verify, prepare and submit claims on a timely basis.
• Track IT projects utilization.
• Work closely with IT PMs to project, prepare and submit cash flow projections.
• Provide and furnish up to date budget utilisation and balance details.
• Submit and update monthly utilisation and projection reports. And any other reports requested with respect to IT funding.

Workplan and Budgeting

• Track IT Projects Total Cost of Ownership (TCO)
• Co-ordinate and consolidate workplan budget submission.
• Prepare work plan documents for sign off.

IT Projects Finance operations

• Determine funding activities for projects and assist budgeting process at cluster level.
• Provide guidance to IT PM with regards to creation of Purchase Requisitions and Project Charters.
• Invoices processing and verification to ensure billing amount is as per Purchase Order and approved Transfer Pricing (TP) Key
• Monitor, track closely and work with IT PM on renewal of IT project maintenance.
• Track budget utilization and process invoices.
• Support cluster Business Finance to ensure timely reporting, analysis of data, reviews and checks on TPK where applicable.
• Undertake any requests as directed by the IT Lead and Team Lead of the staff in alignment with institution objectives and goals.

Requirements / Qualifications

1. Diploma/Degree in Accountancy, Finance or equivalent.

2. Minimum 5-6 years of relevant Business Finance working experience in Accounting/Finance.

3. Strong proficiency in MS Office – Word, Powerpoint and Excel, especially with formulas like pivot tables, vlookup, dropdown list, sumif formulas, etc.

4. Experience in SAP FICO, MM and ITBM (including generating and analysing finance data) is an added advantage.

5. Ability to handle ambiguity work environment.

Operations

• Manage service point operations assigned.
• Primary responsibility is for daily operations of these service points, including front counter services, administrative, and operational matters, and partnering the Clinic/Nurse Manager to solve system and process issues.
• Work with other department managers to ensure a positive experience for patients along the continuum of care.
• Responsible for ensuring that facilities are patient-friendly, safe and clean.

Customer Service

• Responsible for achieving customer satisfaction targets in partnership with the Reporting Officer.
• Responsible for devising innovative ways to continually improve service levels.
• Business Management
• Responsible for achieving the volume and financial targets for the clinical services assigned, and be responsible for developing and carrying out business plans in conjunction with the clinical heads of departments/divisions to ensure that goals are reached.
• Scope of business management includes annual financial budgeting and regular reviews with clinical heads of departments/divisions, and development of new businesses.
• Responsible in procuring and management of logistics needs for business.
• Work with HoDs for clinical service planning and business development.

Staff Management

• Manage a group of non-nursing staff providing customer services in service points, jointly with Clinic/Nurse Manager and conduct appraisals for these staff with inputs from the Clinic/Nurse Manager.
• Responsible for ensuring that non-nursing staff receive appropriate induction, orientation and training so that they possess appropriate skills and knowledge to carry out their jobs.
• Responsible for staff recruitment and retention to achieve a stable, skilled and motivated team, in partnership with the Clinic/Nurse Manager.
• Ensure all front-liner staff receive appropriate induction, learning needs planning, orientation and training.
• Responsible for overall staff deployment.

Communication

• Responsible for communication between staff and leadership of the hospital. He/ She should ensure timely dissemination of information, escalation of issues, recommendation and implementation of solutions to problems.
• Disseminate and implement hospital’s policies & procedures.
• Ensure Policy & Procedures are current.
• Perform any other duties as assigned by supervisor

Position Title: School Operations Assistant I

Requirement Specification:

Objective: The Contractor shall provide the Services by deploying one (1) competent personnel (“Personnel”) to support the operations of the School.

Duration of Service:

• Contract Period: March 1, 2024, to February 28, 2025

Work Hours:During School Term (non-school holidays):

Scope of Services:The Services required are set out as follows:

School Operations Assistant I:Reporting to the Operations Manager (OM), the candidate will assist in supervisory functions and carry out the following duties:

• Maintaining the security and safety of school premises and property.
• Operating school burglar alarm and auto lightning warning systems.
• Resolving school traffic movements.
• Ensuring timely completion of operations department’s projects or works.
• Acting as the security OIC under the school emergency structure.
• Assisting OM in managing contractors and ensuring compliance with Workplace Safety and Health Act (WSHA).
• Working with school Managing Agent and contract cleaners on school cleanliness and hygiene maintenance.

Qualification, Skill & Experience of the Contractor’s Personnel:The Personnel shall minimally have the following qualifications, skills, and experience:

School Operations Assistant I:

• Good communication and interpersonal skills.
• Preferably with Workforce Skills Qualifications (WSQ) Career Readiness Certificate (Operations Level) or equivalent.
• Preferably with three (3) years frontline Customer Service experience.
• Minimum five (5) years experience with a proven track record in security and operations field, or equivalent.
• Physically fit and mobile.
• Relevant work experience in security and operation with a MOE school is advantageous.
• Preferably with a Security Officer’s license issued by Police Licensing & Regulatory Department (PLRD).
• Preferably with five (5) years of Supervisory and leadership skills to manage a group of security guards and contract cleaners, in the absence of the OM.

Overview:

Operations Executive play a key role in upholding and maintaining the safety and security of the school, as well as logistics and estate management. Assisting the OM to Lead and supervise a team of Operations Support Officers, you will directly impact the learning and development of students by ensuring a safe and conducive environment for them.

Scope of Services:

• Supports Operations Manager (OM) to ensure daily operations run smoothly.
• Monitors and tracks school’s facilities, and operating system/equipment, to ensure they are in order. He/she will follow-up with the vendors/Term Contractors (TCs) to ensure defects are rectified.
• Conducts daily check on school’s perimeter, building and infrastructure to ensure school safety and put up the fault reporting.
• Works closely with the team of Operations Support Officers (OSOs), TCs, contractors, service providers such as security guards, cleaners, vendors, and contractors etc. For example, he/she will lead the OSOs to set up the venues for school events such as examinations, meetings etc
• Provides administrative support to OM such as tracking of contractors’ work sheets, maintenance, and procurement.
• Liaises and corresponds with the external agencies such as HDB, Town Council, TCs, Managing Agent, and LTA contractors to ensure school has a conducive environment for teaching and learning.
• Any other duties as assigned by OM pertaining to school’s operation and safety.

• Prior experiences in facilities / estate management will be beneficial
• Possess some technical skills in building, mechanical, electrical services.
• Basic understanding of fire safety or facilities processes.
• Good oral and written communication and able to communicate effectively with vendors and different stakeholders
• Proficient in basic Microsoft office
