Act as the direct reporting manager to all EHS personnel in the company:
Oversee headcount / budgetary planning for the EHS department
Recommend and execute employment and removal of EHS personnel
Approve leave applications of all EHS personnel
Approve and sign-off on expense claims from EHS individuals
Oversee the assignment of EHS to individual sites
Manage and recommend remuneration packages (including bonus awards) for EHS personnel
Conduct performance assessments for all EHS personnel
Formulate an annual training program for the EHS department
Determine the responsibilities / scope of each grade within the EHS department
Management representative to the company ISO management system
Develop relationship with government agencies namely MOM and WSHC and other private organization like SCAL, Asretec and QMT Meetings
WSHC and MOM working at height taskforce meeting
SCAL workplace safety and health committee meeting
Workgroup meeting for Singapore Standards MEWP
Weekly site QEHS meeting of all projects
Monthly QEHS management meeting
Provide all Site updates to the Managing Director on a weekly basis (via management meeting).
QA / EHS Authority
Source and approve safety equipment to be used by Subcontractors
Finalize all administrative levy issued by QEHS personnel
Approve all QEHS related training as required by legal requirements
Select and approve external auditors for all related QEHS system
Recommend debarment for Subcontractors for poor performance on QEHS
Authorized safety promotion and events for projects
new measures to the improvement on QEHS related matters
Liaison with all government bodies related to QEHS QA / EHS
Ensure that adequate resources are dedicated to implement the ISO management system requirements at all worksites review the QEHS objectives and performance
Develop measures to mitigate any QEHS issues
Establish company ISO management system policy
Establish QEHS programs to achieve the policy intent
Provide leadership by ensuring commitment both personally and throughout the organization to achieve the Company’s ISO management system policy intent with specific program and employee involvement Periodic review of QEHS to improve implementation to suit company’s requirements Update latest statutory rules and regulations, standards, and procedures
Administer EHS resources to oversee the following matters for all projects:
Ensuring safe work procedure is carried out at site without any incident or accident
Carry out EHS inspection/meetings and compile safety reports
Implementing the EHS standards and requirements for all worksite
Investigate all incidents and non-compliance of EHS issues
Issue corrective and preventive action report whenever necessary
Maintain all site EHS records
Promote QEHS awareness among Subcontractors and workers
Coordinate with all Subcontractors on matters pertaining to EHS issues
Other Responsibilities
Conduct in house training and briefing to staff on QEHS related matters
To assist Subcontractors in attaining bizSAFE level 3 standards and higher
As bizSAFE mentor, special arrangement with ATP to conduct specific EHS training for the subcontractors
Submit QA/QC/EHS reports for the Group’s monthly management meetings
Expand and improve on existing QA/QC/EHS procedures / processes, including documentation Assist to implement documentation management system for the QA/QC/EHS department
Requirements:
EHS – Degree in Engineering/Building or other related discipline.
Specialist Diploma in WSH or Safety Officer Training Course (SOTC).
Minimum 8 years’ experience in WSH.
Internal Auditor Training in ISO 9001/ ISO 45001 /ISO 14001/ISO 27001 Quality –
Professional Construction Qualifications relevant to the role
(BSc or MSc in Project Management or Building / Construction Studies or Engineering) or minimum 5 years’ experience in managing QA/QC system for construction environment
Have related experience in managing the BCA CONQUAS system
An in-depth knowledge of the construction process and construction methods and be passionate with the quality of the end products
Flexibility and openness of approach and willingness to work as a team player
Proven track record of delivering successful construction projects
Knowledge of current construction laws, legislation, and regulations, standards, and procedures Experience of project planning and resource allocation and managing design teams
Management and mentoring of staff and development of skills
of dealing with clients, contractors, and construction activities
Design, procurement, construction, and delivery experience
