What the role is

The Operator Tenancy Management Department (OTMD) is the operation arm of the Operator Management Division (OMD) that oversees the management of new hawker centres (known as aka Socially-conscious Enterprise Hawker Centre (SEHC)), as well as a bundle of existing hawker centres. OTMD works closely with appointed operators and Managing Agent (MA) to ensure smooth management and operations of the hawker centres.

The Centre for Climate Research Singapore (CCRS) is a division of the Meteorological Service Singapore (MSS). Within CCRS, the Department of Weather Research (DWR) leads the research and development (R&D) of our core tropical, convective-scale ‘SINGV’ modelling system for both weather and climate change applications. DWR also undertakes R&D and oversees the transition to operations of SINGV-based local numerical weather prediction (NWP), marine and haze/air quality forecasting with lead times up to a week ahead. The DWR works closely with CCRS’s Department of Climate Research (DCR) and High Performance Computing (HPC) Branch, MSS forecasters, local universities, and a number of international organisations including the UK Met Office, Australian Bureau of Meteorology, and US National Centre for Atmospheric Research (NCAR). Since 2022, CCRS has been a core member of the international Unified Model (UM) partnership.

The DWR/NWP branch is responsible for developing and improving nowcasting and regional NWP systems, and translating the outputs into customised products for supporting MSS weather services and other stakeholders. The branch also works closely with local agencies, institutes of higher learning and UM partners to share research outcomes and deliver improved forecast products for the region.

Rainfall nowcasting is a key R&D area at CCRS to provide timely and actionable very-short-range (<1hr) heavy rainfall warnings to the general public and government agencies. • Plan, manage and coordinate tenancy renewal of hawker stalls and ancillary spaces on monthly basis
• Review expiring cases, consult internal stakeholders and seek management’s approval before making offer to eligible stallholders
• Partner stakeholders to propose, evaluate and implement changes to related policies/processes
• Attend to renewal requests and queries from external and internal stakeholders
• Consolidate and analyse statistics for internal and external purposes
• Review work processes to enhance services and increase productivity
• Handle any other special projects assigned

The One-Stop Information & Service Centre (OSISC) serves the hawkers in stall tenancy matters, manages the outsourced service centres and kiosks, as well as leverages service technology and supports customer digital adoption.

[What you will be working on]

As a Senior Customer Care Consultant under the OSISC, you will be responsible to carry out the full spectrum of customer service duties. You will get to meet people from all walks of life and be part of a dynamic team in handling walk-in customers and feedback from customers at the Centre. You will also support the digitalisation efforts of the Centre, and be involved in service-related projects.

[What the role is]

The Centre for Climate Research Singapore (CCRS) is a division of the Meteorological Service Singapore (MSS). At CCRS, our mission is to advance scientific understanding of tropical climate variability and change and its associated weather systems affecting Singapore and the wider Southeast Asia region, so that the knowledge and expertise can benefit decision makers and the community. Our vision is to be a world leading centre in tropical climate and weather research focussing on the Southeast Asia region.

Within CCRS, the Department for Weather Research (DWR) is responsible for the research and, development of core seamless modelling systems for both weather and climate applications in Singapore and Southeast Asian region, and transition to operations of local numerical weather prediction (NWP), marine and haze/air quality forecasting with lead times up to a week ahead. The DWR works closely with CCRS’s Department of Climate Research (DCR) and High Performance Computing (HPC) Branch, MSS forecasters, local universities, and a number of international organisations including the UK Met Office, Australian Bureau of Meteorology, and US National Centre for Atmospheric Research (NCAR). Since 2021, CCRS has been a core member of the international Unified Model (UM) partnership.

The Numerical Weather Prediction (NWP) Branch sits within DWR. The NWP branch is responsible for developing and improving nowcasting and local (km-scale and below) NWP systems, and translating the outputs into customised products for supporting MSS weather services and other stakeholders. The branch also works closely with local agencies, institutes of higher learning and UM partners to share research outcomes and deliver improved forecast products for the region.

Data assimilation (DA) is a form of data science that combines observations and model output to provide an analysis of the state of a system at a particular time. Within the NWP Branch of CCRS, DA is a key R&D area used to initialise NWP forecasts through the assimilation of a wide range of space- and ground-based observations.

[What you will be working on]

• Keeping abreast of the latest research directions in data assimilation for NWP.
• Developing and testing the assimilation of select new observation types in operational numerical weather prediction systems.
• Exploring advanced data assimilation algorithms, especially those leveraging ensemble NWP systems, and machine learning techniques.
• Working in collaboration with CCRS’ local and international strategic partners to leverage DA research and development in the wider community within CCRS’ DA capabilities.
• Publishing research outcomes in peer-reviewed publications and presenting findings at international meetings.

[What we are looking for]

The job might be for you if you possess the following:

• Masters or PhD degree (or equivalent) in meteorology, data science, mathematics or a related field.
• At least 3 years research experience in developing and/or applying advanced data analytics in weather research projects.
• High level of proficiency in scientific computing.

• Research experience in meteorology, atmospheric science or a related topic is desirable.
• Good written and verbal communication skills, with publications in peer-reviewed journals are desirable
