About The Role:

We are growing our team and we are looking for passionate individuals who identify with our mission and cause and are willing to commit to this journey with our community members.

KeyStart is a home ownership programme supporting families with children living in rental communities who aspire to own homes. We hope to transform the lives of families with children through stable, adequate, and conducive housing; by providing financial support, housing case work support, and transitional support to families as we journey with them towards home ownership.

The KeyStart Specialist is a versatile role which supports families in many meaningful ways. In journeying with families, we play the role of a community worker. In providing housing guidance, we activate our knowledge of housing policies and processes. In providing renovation support to achieve basic habitation, we learn to work with renovation contractors to build the best possible new homes with families within limited resources.

• Direct work: build strong and supportive relationships with families who are on the KeyStart programme through consistent engagements; provide housing guidance to support families in overcoming their barriers and difficulties faced to achieve home ownership; and advocate together with families to key stakeholders so that they can access the resources they need to overcome systemic barriers that families face in their home ownership journey.

• Indirect work: you will have the opportunity to be involved in programme and service design, programme administration, stakeholder management, research, and impact evaluation. You will be required to provide support to the KeyStart team to plan and execute the KeyStart programme.

Job Responsibilities:

• Programme Development and Implementation: Assist in the development and enhancement of the Keystart program to address the needs of target beneficiaries and support the implementation of the program.
• Home Ownership Assessment and Guidance: Conduct comprehensive assessments of families’ home ownership needs and challenges, considering factors such as affordability, suitability, and eligibility. Provide home ownership-related guidance and education to empower families with the knowledge and skills to achieve home ownership.
• Home Ownership Casework: Provide individualized casework services to families, including developing action plans, setting goals, and monitoring progress towards achieving home ownership. This includes supporting families through the renovation of their new homes under our Basic Habitation Programme.
• Partnerships & Stakeholder Management: Cultivate and maintain relationships with government agencies, community partners, and other strategic partners to foster collaboration, resource sharing, and advocacy. Connect families with relevant resources, government assistance programs, and community support service, and work closely with partners, to address the needs of families to enable poverty transformation.
• Advocacy: Advocating with families to key stakeholders including government agencies, or to be supported under our internal KeyStart grants. This includes being knowledgeable about our public housing system and policies, and the determination to find ways to overcome systemic barriers that families face in their home ownership journey.
• Data Management: Maintain accurate and confidential family records, documenting progress, interventions, and outcomes.
• Research, Evaluation, and Development: Prepare reports on programme activities, outcomes, and recommendations for program improvement.

• Day-to-day general duties include but not limited to:

About the Role of Community Social Worker

The Community Social Worker is responsible for facilitating change and improving the lives of individuals, families and community facing transitional challenges through the provision of community centric approach interventions. He / She will engage, mobilise, organize and activate the community through different SCC platformsand to work towards realising their aspirations of getting out of the poverty cycle. The role of the worker will be split between 50% in casework management (lower caseload) and 50% in community work initiatives and development.

He / She will act professionally at all times and be accountable to the member(client), community and the organization to ensure that intervention plans are developed and implemented according to professional judgment and knowledge.

Responsibilities

FSC Integrated Practice - Deliver Code of Social Work Practice (CSWP)

• Oversee the implementation of BPSS, FAST in the context of SSNet for assigned Supervisee

Casework Management - Deliver quality casework and counselling services to clients

• Manage cases (i.e. from intake, assessment, documentation, referrals and closure)
• Attend networking and case management meetings with key stakeholders

• To evaluate the effectiveness of the programmes/ community initiatives and platforms
• Establish a trust-based relationship within communities, that enables mapping community assets and resources, developing and mobilising community groups to offer peer support, engage and develop pool of community volunteers from within the community.

Job Requirements

Maintenance and Safety of Facilities

· Assist in ensuring the smooth operation of the centre's facilities and equipment.

· Engage and collaborate with teams/colleagues/external agencies to enable the good maintenance of facilities and equipment.

· Monitor and manage the efficient use and disbursement of materials, equipment, and resources of the centre, e.g., stationery, toiletries, etc.

· Identify areas of improvement and proactively make necessary and timely modifications/changes.

· Support in maintaining and upkeeping office cleanliness, including the repairs and fixtures of the facilities.

· Support the Admin Manager in the coordination and supervising of office cleaners.

· Vendors management, e.g., servicing and maintenance of facilities and equipment.

The Volunteer Management & Partnerships (VMP) Executive is responsible for recruiting and engaging volunteers to further the mission of poverty transformation with- in empowered communities. Aligned with the transformational outcome of contributing back and goodwill exchange, he/she will collaborate with the beneficiaries (also known as members), residents and other diverse external stakeholders to garner assets to enable the families towards self-reliance.

He/ she will manage individual volunteers and other diverse volunteer groups to support them in their volunteering engagement and to promote partnerships with staff and the families within our service boundary area to enhance the kampung spirit of community giving and supporting one another.

He / she will also collaborate within and across teams to identify and network for sharing of required resources to support families in their journey towards financial independence and improved family and psycho-social functioning.

Volunteer Sourcing, Onboarding and Placement

• Recruit suitable and interested volunteers from various sources (outreaches, contacts, online, community & other organisations etc).

About The Inclusive Fund

Started in July 2021, The Inclusive Fund (TIF) is set up to provide interim/transitional support and bridge existing service gaps through supporting *transnational families, who do not receive sufficient formal forms of support/assistance due to eligibility issues, in hope to promote equity and social inclusion which focuses more on the needs of the children. TIF is NOT a financial assistance scheme but an advocacy effort to look for longer-term solutions to mitigate system barriers and supporting the transnational families to be self-sustaining.

Transnational lower income families with children and young persons under the families’ care, and

with at least one family member in the household who is a Singaporean Citizen/Permanent Resident

(PR) (TIF is open to looking at families with exceptional needs that fall out of this criterion), may apply

2. Home Ownership Assessment and Guidance: Conduct comprehensive assessments of families’ home ownership needs and challenges, considering factors such as affordability, suitability, and eligibility. Provide home ownership-related guidance and education to empower families with the knowledge and skills to achieve home ownership.
3. Home Ownership Casework: Provide individualized casework services to families, including developing action plans, setting goals, and monitoring progress towards achieving home ownership. This includes supporting families through the renovation of their new homes under our Basic Habitation Programme.
4. Partnerships & Stakeholder Management: Cultivate and maintain relationships with government agencies, community partners, and other strategic partners to foster collaboration, resource sharing, and advocacy. Connect families with relevant resources, government assistance programs, and community support service, and work closely with partners, to address the needs of families to enable poverty transformation.
5. Advocacy: Advocating with families to key stakeholders including government agencies, or to be supported under our internal KeyStart grants. This includes being knowledgeable about our public housing system and policies, and the determination to find ways to overcome systemic barriers that families face in their home ownership journey.
6. Data Management: Maintain accurate and confidential family records, documenting progress, interventions, and outcomes.
7. Research, Evaluation, and Development: Prepare reports on programme activities, outcomes, and recommendations for program improvement. Pursue practice research to strengthen the department’s evidence-based practices.
8. Supervision and Training: The Senior Home Ownership Specialist is required to conduct relevant in-house training for internal staff and external practitioners or volunteers and provide practice supervision (both individual and group based) to Junior Home Ownership Specialists. He/She will plan and implement professional learning and group supervision for the team and assist in building the team towards fulfilling professional growth and development. He/She will ensure work processes are in alignment with the department’s SOPs and policies.

As the Senior Programme Executive/Programme Maanager for Keystart and Livelihood progammes, you will play a pivotal role in supporting the organization's mission of poverty transformation with-in empowered communities.

KeyStart is a home ownership programme supporting families with children living in rental communities who aspire to own homes. We hope to transform the lives of families with children through stable, adequate, and conducive housing; by providing financial support, housing case work support, and transitional support to families as we journey with them towards home ownership.

Good Livelihood is an employment and livelihood support programme established by SCC to empower low-income community members to enhance and transform livelihoods through progressing in their careers and enhancing their employment income. Our direct work charts personalized Livelihood Pathways in collaboration with community members which incorporate their unique needs and aspirations into customized action plans, supported through grants and long-term journeying.

Key Duties and Responsibilities:

1. Programme Management:

• Contribute to the development and refinement of the programme’s strategic plans, aligning with organizational goals and community needs.
• Collaborate with key stakeholders to identify needs, goals, and program objectives.
• Ensure effective planning, implementation, and continuous improvement of the programmes.
• Develop and implement operational procedures, policies, and protocols to ensure consistent and effective services.
• Monitor program implementation to ensure quality service delivery and alignment with strategic goals and desired outcomes.
• Support the Lead in the management of the Programme Team

2. Partnerships and Stakeholder Management:

3. Budget, Financial, and Resource Management:

• Support the Lead in managing programme budgets and resources to optimize service delivery and operational efficiency.
• Collaborate with the Finance Department to monitor expenditure, identify variances, and implement corrective actions as needed.
• Contribute to funding proposals and grant applications to institutional funders to secure necessary resources that will enable the work.

4. Research, Monitoring, and Evaluation:

• Develop and implement robust monitoring and evaluation systems to assess program effectiveness and help stakeholders understand the impact of the programme.
• Utilize data insights to inform decision-making, identify areas for improvement, and contribute to strategic planning processes.
• Collaborate with relevant stakeholders to implement quality improvement initiatives based on evaluation outcomes.

Manager, Research, Evaluation & Development

We are looking for passionate individuals committed to the cause of enabling socially disadvantaged low-income families and communities realise their aspirations and get out of the poverty cycle.

This position will offer opportunity to spearhead a new unit committed to justice, data-driven decision making, and participatory research.

Responsibilities:

• Lead, design and execute an integrated Monitoring, Evaluation and Learning (MEL) strategy and system across the whole of SCC and transformation verticals, together with research consultant, to track families’ transformation journey so as to (1) to monitor the progress and impact of our work so that SCC can learn iteratively to adapt and improve our work and (2) to evaluate the extent to which SCC has achieved “Poverty Transformation With-in Empowered Communities”
• Iterate, finetune and validate SCC’s organizational theory of change (SCC TOC) through prototyping efforts in Lengkok Bahru (LB Prototype) in collaboration with social & family workers and various transformation verticals
• Work with various team leads to synergize and execute an integrated and coherent data collection system across SCC for MEL
• Work with research consultant to ensure that SCC team is equipped with capabilities to conduct and sustain MEL in our work
• Analyze collated data and synthesize insights on SCC’s work from the MEL system
• Communicate monitoring, evaluation and learning insights from SCC’s work to internal and external stakeholders
• Design & conduct programme evaluation for social work-related programmes and/or community initiatives
• Design & conduct evaluation for the family transformation verticals with pathways in education and development, home ownership and livelihood.
• Conduct research (can be joint research-evaluative study) on families which can assist in new program development or to build pivot strategies for existing programs
• Provide supervision and guidance to Research, Development & Evaluation (RED) Executive
• Work with FTMS data management team to ensure coherent data systems across SCC programmes/verticals that are aligned to the MEL strategy for tracking of families’ transformation journey towards Poverty Transformation
• Oversight of new and existing research projects across SCC and develop SCC into a practice and thought leading centre for community-centric, social mobility and practice research

Requirements:

• Degree with Honours with at least 6-8 years of research, or evaluation and/or marketing experience
• Experience working with the social service sector would be preferred
• Strong analytical skill and strong familiarity with non-profits and proficiency in research or MEL (Monitoring, Evaluation and Learning) framework or evaluative tools and approaches
• Ability to work autonomouslyand execute multiple tasks while responding to multiple priorities
• High level of judgment with an eye for trends and patterns
• Sensitivity to implications of policies on work with families
• Willing to be hands-on and work with internal and external stakeholders
• Team-player and willingness to collaborate
