The Centre for International Law (CIL) was established in 2009 as a university-level research institute at NUS. It is located on the Bukit Timah Campus of NUS, together with the Faculty of Law. Ocean Law & Policy is one of CIL’s core programme areas and was established over 10 years ago. It is co-headed by Emeritus Professor Robert Beckman and Dr. Tara Davenport. The members of CIL’s Ocean Law & Policy team currently conduct research on a broad range of cutting-edge ocean law and policy issues of interest to Singapore, the region and the international community, including maritime security, marine environment, climate change and law of the sea, biodiversity beyond national jurisdiction, maritime disputes, technology and the law of the sea, deep seabed mining, fisheries and submarine cables. Requirements:

· Advanced degree in health sciences (PharmD, M.D., Ph.D. in a medically related field) required with solid relevant clinical or aesthetics experience desired. Masters or Bachelors level degree in health sciences (RN, RPh, PA, Certified Diabetes Educator, NP, etc.) considered if substantial clinical, research or industry (medical/scientific role) experience in relevant aesthetics area is present.

Responsibilities

Payroll Processing & Administration

• Liaise and work closely with payroll vendor to ensure the monthly payroll computations and ad-hoc payroll computations for new joiners and terminations are accurate and in compliance with Singapore labour laws and statutory requirements.
• Ensure the accuracy of payroll data by verifying data against supporting documents.
• Liaise and manage payroll vendors in overseas offices (e.g. China) to review and process payroll for overseas employees in compliance with local tax and labour laws. Check overseas payroll reports (e.gs. Dubai and India).
• Ensure employee expense claims are accurately recorded in the payroll system for payment.
• Handle monthly statutory submissions, including CPF, government paid leave, including national service leave, maternity leave, paternity leave, childcare leave, and other relevant obligations.
• Annual income tax preparation and declarations for employees in compliance with local tax regulations. This includes foreign employees’ tax clearance.
• Provide detailed monthly payroll reports and journals to finance.
• Manage and oversee employee loan repayment, which could involve authorized deductions from employee salaries.
• Administer contracts and fees related to the company directors.

HRIS Support

• Assist in global HRIS implementation, aligning it with organizational needs and best practices.
• Help migrate data from the legacy system to the new HRIS, ensuring data integrity and accuracy.
• Continuously review processes and systems for operational excellence, including system user acceptance testing.
• Conduct training sessions to educate users on HRIS functionality and provide ongoing support to maximize system utilization.
• Maintain accurate employee data in the HRIS platform in a timely manner.
• Collaborate with cross-functional teams for system updates, enhancements, and integrations.

HR Operations

• Support the HR team in pre-hire, on-boarding, off-boarding, and training records administration.
• Support the HR team in preparing reports, analysis and surveys preparation, e.gs. MOM, MPA, salary and benefits surveys.
• Identify opportunities for HR operations transformation by leveraging technology for increased effectiveness and efficiency.
• Ensure data integrity, control and compliance in HR operations.
• Handle HR-related queries and perform any other ad-hoc duties as required.

Requirements:

• Bachelor’s degree in Human Resource, Business Administration or similar specialization.
• Minimum 3 years of hands-on experience in payroll processing, which includes managing payroll vendor.
• Strong understanding of payroll regulations and compliance standards, ensuring accurate and lawful compensation to employees.
• Tech-savvy and proficient in Microsoft Office Suite (especially MsExcel) and various technology tools for efficient work.
• Prior experience working with a global HRIS systems, such as Workday, SuccessFactors, Ceridian or similar platforms, showcasing the ability to navigate and utilize these systems effectively.
