Job Purpose:

The Technical Training & Competency Lead (TCL), under the Personnel Resource Manager, is responsible for the design, proactive implementation, and on-going management, of training programs, mentoring initiatives, professional performance and competency measurement and development processes, for all company personnel comprising the Fugro SEA offshore technical personnel (resource) pool.

The offshore technical personnel pool, consists of approximately 200 persons of varying nationalities, genders, ages, and diverse technical disciplines and grades, including geophysicists, hydrographic surveyors, construction surveyors, electronics engineers, mechanical engineers, geotechnical engineers, data processors, ROV technicians, met-ocean engineers, drillers, etc.

The TCL, along with the Operations Planning Lead, and the Technical Recruitment Lead, all report to the Personnel Resource Manager (PRM), who has overall responsibility for the SEA offshore technical personnel pool.

Core activities:

• TCL is responsible for the design, planning, management, administration, and record-keeping of all technical, safety, and professional development training, for all individuals within the company’s SEA offshore technical personnel pool. All training shall satisfy Fugro Group, local Fugro Business and Service Line requirements, together with any relevant local government and/or industry standards.
• TCL is responsible for the local roll-out, and ongoing management, administration, and record-keeping of internal mentoring initiatives, and the Fugro Competency Management System, for all individuals within the company’s SEA offshore technical personnel pool. Technical competency levels should be measured against industry standards where appropriate (e.g., International Marine Contractors Association (IMCA))
• TCL (with the PRM and SME’s), is responsible for scheduling and completing regular (biannual) Performance and Professional Development (PPD) reviews and assessments, aimed at setting and monitoring career development goals, for all individuals within the company’s SEA offshore technical personnel pool.
• With the PRM and SME’s, TCL is required to monitor and safeguard the employment welfare and wellbeing of all individuals within the company’s SEA offshore technical personnel pool.
• TCL will liaise closely with the Operations Personnel Planning Lead, and the Offshore Personnel Logistics team, to ensure that all training and competency programming and scheduling is coordinated and managed effectively, to optimise and balance both the personnel training obligations and operational needs of the business.

Requirements:

• 3-8 years proven background in / practical experience with maritime personnel training, preferably geotechnical or geophysical or marine construction industry related.
• Previous supervisory / team leadership experience in training / competency management preferred. Proven capability to coordinate and collaborate with other department leads, towards optimising offshore technical personnel training, development, performance, and utilisation.
• Qualified and functional experience in maritime industry Technical Training / Human Resources
• English Language. Proven high level capability to communicate clearly and accurately, in English language, both verbal and written.

APAC Marine Assurance Officer - Job Description

As a Marine Assurance Officer, you are an independent operational adviser, auditor and coach for the Company and vessels on matters related to marine assurance. You provide day-to-day Quality, Healthy and Safety, Security and Environmental (QHSSE) advice and active assistance within the business unit, department, vessel and or project. In this role, you ensure that all onshore and offshore activities are carried out with the highest regard to the health and safety of all personnel involved and the protection of the environment and the prevention of pollution.

Within the role you will advise Vessel Managers, Technical Superintendents and Masters’ on maritime regulations and the interpretation thereof to ensure Flag State and International Maritime compliance. You will advise Purchasers on equipment purchasing for ships to ensure they meet maritime regulations and standards.

You will implement vessel safety rules and practices to promote safety on our vessels, and leading by example towards compliance through a positive and safe attitude & through contributing to the HSSE awareness of all employees by coaching and advice. Develop and implement procedures, standards and guidelines that ensure vessel operations are controlled and performed in a manner that meets Company and regulatory safety and environment requirements.

You are also an important member of the QHSSE department within Fleet Services. Within this team, you will be part of a smaller team with specific tasks to complete. Being a team player and believing in teamwork is essential for these tasks.

When working with Fugro, no two days are the same. On one day, you could be preparing a vessel for an external inspection and on another day, you could be investigating an incident on board another vessel.

Detailed listing of work scope:

• Assist vessel manager in OVID/CMID inspections as requested by clients
• Responsible for arranging vessel ISM, ISPS, MLC, ISO 14001 audits with Class
• Responsible for the implementation and monitoring of drill schedule for assigned vessels
• Conduct vessel visits as required by company integrated management system (IMS)
• Assist in implementation and operation of training program for the fleet of vessels
• Become part of the office emergency response team

• Act as Deputy DPA and Deputy CSO and to support in the completion / submission / implementation and update of SSA / SSP

Essential

• Academic / higher professional education and / or working level and previous experience as a 2nd officer or higher rank preferably in the offshore industry with Dynamic Positioning experience.
• Onshore experience in a similar role.
• Sound knowledge of International Maritime legislation (ISM, ISPS, MLC, ISO etc.), as well as versed in HSSE regulations.
• You focus on continuous improvement and are HSSE performance driven.

Job Description

As a Vetting Officer you support the Vetting Manager in day to day operations and be responsible for the support of vetting process within Fleet Services and Fugro Business Lines Third Party (Chartered) vessels. In this role you liaise with external providers/clients regarding vetting requirements and you ensure service levels are adhered to.

Your role

• You monitor OVID/CMID status of all Fleet Services managed vessels, and make sure inspection processes are administered correctly in the internal database;
• You keep the 3rd party vessel database (VINE) of vetted vessels up to date, and follow up any open corrective/preventive actions;
• You update, check and maintain the OCIMF Vessel Particulars Questionnaires (OVPQ), the IMCA Vessel Particulars (CMID) and the OVID & CMID databases as appropriate in close cooperation with the Marine Assurance Officers;
• You assist with required vetting statistics (Fleet Services & 3rd party vessels) and with the preparation of internal periodical/monthly/quarterly reports for the vetting department;
• You assist in the preparation and data collection for OVMSA audits and for various client bidding questionnaires in close cooperation with the Vetting Manager;
• You handle vetting related and ad-hoc queries.

Your track record

• You have either minimum two (2) years higher technical education i.e. Naval Architect, Naval Engineer or Maritime Education and experience as a certified vessel engineer.
• You have working experience in the maritime industry with minimum three (3) years of sailing experience or minimum three (3) year on shore work experience with the vessel owner/operator in vessel QHSSE and/or technical superintendent position.
• You have good organisation, coordination and time-management skills with a very good attention to detail;
• You are able to interact with a variety of people in varied settings and have excellent communication skills in English (both written and spoken);
• You have the ability to visit vessels, other marine assets and other FS offices when required.
